REGARDING THE APPROVAL OF THE PLAN FOR DEVELOPING INFORMATION TECHNOLOGY HUMAN RESOURCES IN VIETNAM UNTIL 2020

MINISTER OF INFORMATION AND COMMUNICATIONS

Pursuant to the Law on Information Technology dated June 29, 2006;
Pursuant to Decree No. 86/2002/NĐ-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and Ministerial-Level Agencies;
Pursuant to Decree No. 92/2006/NĐ-CP dated September 7, 2006 of the Government on planning, approving, and managing overall socio-economic development plans;
Pursuant to Decision No. 246/2005/QĐ-TTg dated October 6, 2005 of the Prime Minister approving the Strategy for Developing Information Technology and Telecommunications in Vietnam until 2010 and with orientations until 2020;
Implementing the authorization of the Prime Minister as per Document No. 4092/VPCP-KG dated July 23, 2007 of the Government Office regarding the Plan for Developing Information Technology Human Resources until 2015 and 2020;
At the proposal of the Director of the Institute of Postal, Telecommunications, and Information Technology Strategy,

DECISION:

Article 1. Approves the "Plan for Developing Information Technology Human Resources in Vietnam until 2020" with the main contents as follows:

I. GUIDING PRINCIPLES AND DEVELOPMENT OBJECTIVES

1. Development Orientation

a) Developing information technology human resources (including personnel working in telecommunications enterprises, information technology industry enterprises; personnel applying information technology; personnel training in information technology, electronics, telecommunications, and citizens using information technology applications) is a critical factor that decisively influences the application and development of information technology. The development of information technology human resources must ensure quality, synchronization, and rapid structural transformation towards increasing the proportion of high-level human resources and enhancing national information technology capabilities.

b) The development of information technology human resources must be closely integrated with educational reform and training, particularly higher education reform. Significantly and comprehensively reform the training of information technology human resources towards integration and international standards, achieving fundamental improvements in training quality to meet the requirements of information technology development serving industrialization, modernization, and international economic integration.

c) Promote socialization and enhance international cooperation in training information technology human resources, fully utilizing domestic resources and leveraging external resources for developing information technology human resources.

2. Development Objectives

a) General objectives

Vigorously develop information technology human resources to ensure sufficient personnel to meet the needs of information technology application and development, building a knowledge-based economy and an information society, meeting the requirements of industrialization and modernization, and supplying information technology human resources to the international labor market.

Modernize, improve efficiency, and enhance competitiveness of the information technology human resource training system, raise the level of information technology human resource training in Vietnam to international standards, and participate in the international human resource training market. Gradually become one of the countries providing high-quality information technology human resources to regional and global markets.

Strengthen training of personnel for information technology application and development to serve national defense, security, and homeland protection.

b) Specific Objectives

Enhance the construction of teaching staff, improve the quality and quantity of information technology, electronics, and telecommunications lecturers at universities, colleges, vocational schools, and vocational training institutions. By 2015, at the university and college levels, ensure a ratio of 15 students to 1 information technology lecturer; 70% of university lecturers and over 50% of college lecturers have master's degrees or higher, over 50% of university lecturers and at least 10% of college lecturers have doctoral degrees. By 2020, over 90% of university lecturers and over 70% of college lecturers will have master's degrees or higher, over 75% of university lecturers and at least 20% of college lecturers will have doctoral degrees.

Achieve breakthroughs in training quality. Strive to reach by 2015, information technology, electronics, and telecommunications training at the university level to achieve advanced levels in the ASEAN region; 80% of graduates from information technology, electronics, and telecommunications programs at domestic universities will have the necessary professional skills and language proficiency to participate in the international labor market. By 2020, information technology, electronics, and telecommunications training at many universities will reach international standards; 90% of graduates from these programs at domestic universities will have the necessary professional skills and language proficiency to participate in the international labor market.

Strengthen the training, upgrading, and construction of computer science teachers for general education institutions. By 2015, all secondary school, junior high school, and 80% of elementary school students will study computer science. Ensure computer science instruction for 100% of students in general education institutions by 2020. Promote the application of information technology in education and training. By 2015, 100% of teachers at all levels will be able to use information technology applications to support teaching.

Strengthen the training of personnel to meet the development needs of enterprises in the information technology and telecommunications sectors. From now until 2015, provide these enterprises with 250,000 professionals in information technology, electronics, and telecommunications. Among them, 50% will have college or university degrees, and 5% will have master's degrees or higher.

Strengthen the training of personnel for information technology application. From now until 2015, provide state management agencies, political-social organizations, research institutions, hospitals, etc., with 530,000 specialized information technology personnel with college or equivalent qualifications or higher.

Continuously enhance knowledge and skills in using information technology applications for the entire society. By 2015, all cadres, civil servants, and public officials at all levels, 100% of health workers, 80% of workers in enterprises, and over 50% of the population will be able to use information technology applications. Ministries, sectors, provinces, and centrally governed cities shall have chief information officers trained according to state regulations. By 2020, 90% of workers in enterprises and over 70% of the population will be able to use information technology applications.

II. TASKS

1. Develop a team of information technology, electronics, and telecommunications lecturers

a) Objective: To meet the demand for information technology, electronics, and telecommunications lecturers for universities, colleges, and vocational schools.

b) Content: Develop and implement plans to train, upgrade, and supplement 21,000 information technology, electronics, and telecommunications lecturers for universities, colleges, and vocational schools, with 50% having master's degrees or higher. Implement the project "Improving the quality of university and postgraduate education in information technology" and the project "Supporting the implementation of joint training programs in information technology with foreign universities" under the "Program on Developing Human Resources in Information Technology in Vietnam from now until 2010," approved by the Prime Minister in Decision No. 331/QD-TTg dated April 6, 2004.

2. Develop a team of computer teachers for general education institutions

a) Objective: To meet the demand for computer teachers for general education institutions.

b) Content: Develop and implement plans to train, upgrade, and supplement 38,000 computer teachers for general education institutions.

3. Standardize information technology, electronics, and telecommunications training levels

a) Objective: To standardize information technology, electronics, and telecommunications training levels.

b) Content: Develop and promulgate a system of standards for information technology, electronics, and telecommunications training levels; language standards in information technology training; and conditions for conducting training and issuing information technology certificates. Develop and implement a project on assessing information technology proficiency levels.

4. Develop a team of researchers in information technology, electronics, and telecommunications

a) Objective: To strengthen research capabilities in information technology, electronics, and telecommunications.

b) Content: Develop and implement a project to train, upgrade, and enhance the qualifications of researchers in information technology, electronics, and telecommunications in scientific research institutions.

5. Build and develop a team of information technology directors in state agencies

a) Objective: To meet the demand for information technology directors in state agencies.

b) Content: Develop and implement a project to train information technology directors for ministries, sectors, provinces, and centrally governed cities according to state regulations.

6. Train talents in information technology, electronics, and telecommunications

a) Objective: To identify, nurture, train, and develop talents in information technology, electronics, and telecommunications.

b) Content: Develop and implement a project to identify young talents, organize training and nurturing to develop a team of excellent experts in information technology, electronics, and telecommunications for the country.

7. Train high-level human resources in information technology, electronics, and telecommunications

a) Objective: To meet the demand for high-level human resources in information technology and communication enterprises and specialized staff in information technology for enterprises, state management agencies, political-social organizations, research institutions, schools, and hospitals.

b) Content: Develop and implement plans to train 135,000 to 140,000 people with college or higher degrees in information technology, electronics, and telecommunications, with 8 to 10% having master's degrees or higher to serve information technology and communication enterprises; train and upgrade 530,000 people with college or equivalent degrees in information technology capable of serving as specialized information technology staff.

8. Train vocational skills in information technology, electronics, and telecommunications

a) Objective: To meet the demand for vocational training in information technology and communication enterprises.

b) Content: Develop and implement plans to train vocational skills in information technology, electronics, and telecommunications for 105,000 to 110,000 people. Implement the project "Improving the Quality of Vocational Training in Information Technology at the College Level and Vocational Schools" under the "Program on Developing Human Resources in Information Technology in Vietnam from now until 2010."

9. Develop information technology human resources in the field of security and defense

a) Objective: To meet the demand for information technology human resources in military and police units.

b) Content: Develop and implement a project to develop human resources for applying information technology in military and police units.

10. Train and upgrade information technology knowledge for cadres, civil servants, and public officials

a) Objective: To train and upgrade information technology knowledge for cadres, civil servants, and public officials in state management agencies and political-social organizations.

b) Content: Implement the project "Training in Information Technology Management and Spreading Computer Knowledge among Cadres, Civil Servants, and Public Officials" under the "Program on Developing Human Resources in Information Technology in Vietnam from now until 2010."

11. Train and upgrade information technology knowledge for teachers and staff in the education and training sector

a) Objective: To train and upgrade information technology knowledge for teachers and staff in the education and training sector to support the reform of teaching and learning methods.

b) Content: Building and implementing a project to train and enhance knowledge of information technology for educational managers, university and college lecturers, vocational teachers, high school teachers, junior high school teachers, elementary school teachers, and kindergarten teachers.

12. Teaching computer science to students at all levels

a) Objective: Ensuring the teaching of computer science for university and college students, vocational and technical secondary students, and general secondary students.

b) Content: Implementing the project "Training and enhancing information technology skills for various specialties," the project "Improving the quality of information technology training at the vocational and technical secondary level and vocational training," and the program "Teaching computer science and applying information technology in general secondary schools" within the "Program for developing human resources in information technology in Vietnam from now until 2010." Building and implementing projects to develop networks and educational services on the Internet.

13. Popularizing computer science among the people

a) Objective: Enhancing the ability to use information technology applications for the people nationwide.

b) Content: Building and implementing a project to popularize computer science among the people, aiming to disseminate knowledge and provide training on using information technology applications for the people, especially those living in rural areas, remote regions, and persons with disabilities.

14. Establishing an international-level university of information technology and communications

a) Objective: Establishing an international-level university of information technology and communications.

b) Content: Establishing an international-level university of information technology and communications. Building and implementing undergraduate programs in information technology, electronics, and telecommunications taught in English, following a model of one year of English language study and three to four years of specialized study in English.

15. Building a system of information on information technology human resources

a) Objective: Building a system of information on information technology human resources to serve the development of information technology human resources.

b) Content: Building a system of information on information technology human resources. Organizing research and forecasting the labor market for information technology, supporting educational institutions and organizations that use information technology human resources.

III. MAJOR SOLUTIONS

1. Reforming the content, methods, and procedures of training to improve the quality of information technology human resource training

- Vigorously reforming the training of information technology, electronics, and telecommunications at the university level according to Resolution No. 14/2005/NQ-CP dated November 2, 2005, of the Government on comprehensively and fundamentally renewing higher education in Vietnam during the period 2006-2020.

- Issuing special mechanisms for training information technology human resources.

- Issuing industry standards, job titles, and management positions in information technology for state agencies.

- Developing training models based on the needs of enterprises and organizations; models linking training, research, and production of large enterprises.

- Building a framework curriculum for information technology training, ensuring the continuity between different levels of education, increasing the proportion of practical courses in information technology subjects, eliminating outdated programs that do not meet requirements. Selectively adopting and implementing advanced world training programs.

- Conducting surveys, evaluations, and quality assessments of information technology, electronics, and telecommunications training at universities.

2. Increasing investment in developing information technology human resources

- Promoting socialization in training human resources to mobilize all social resources for information technology human resource training.

- Reforming the mobilization of resources and financial mechanisms for information technology, electronics, and telecommunications training at the university level according to Resolution No. 14/2005/NQ-CP dated November 2, 2005, of the Government on comprehensively and fundamentally renewing higher education in Vietnam during the period 2006-2020.

- Prioritizing the use of state budget funds for doctoral and master's degree training in information technology, electronics, and telecommunications, and for teaching computer science in general secondary education institutions.

- Continuing to use the state budget (Project 322) to send cadres abroad for advanced training in information technology, electronics, and telecommunications, and to support joint training programs with foreign universities.

- Prioritizing investment in infrastructure for some information technology, electronics, and telecommunications training institutions equivalent to leading countries in the region, initially focusing on key universities.

- Encouraging investment in information technology human resource training towards high-quality education services with high tuition fees; training institutions benefiting from incentives in training activities equivalent to software production enterprises. Issuing tax policies to encourage organizations, businesses, and individuals to invest in information technology human resource training.

- Establishing mechanisms to attract and retain high-level information technology, electronics, and telecommunications experts from abroad (including overseas Vietnamese) to work in Vietnam or contribute to the development of Vietnam's information technology.

- Issuing mechanisms allocating an appropriate proportion of the annual state budget (1%) for scientific and technological tasks to implement research on information technology, electronics, and telecommunications.

- Issuing income incentives for information technology personnel working in state agencies; preferential policies for dedicated information technology staff and information technology teachers in difficult regions.

- Studying the establishment of a fund to support information technology training.

3. Expanding the scale of information technology human resource training

- Expand the scale of training in information technology, electronics, and telecommunications in the areas of Hanoi, Haiphong, Thai Nguyen, Vinh, Hue, Da Nang, Dalat, Ho Chi Minh City, and Can Tho. In key economic zones, establish new training institutions for human resources in information technology, electronics, and telecommunications; attract foreign investment to establish universities with 100% foreign capital; promote joint ventures and collaborations both domestically and internationally for training human resources in information technology, electronics, and telecommunications. Enhance the training capacity of existing institutions and establish new training institutions for human resources in information technology in the Northwest, Central Highlands, and Mekong Delta regions.

- Diversify forms of training for human resources in information technology: regular full-time training, part-time training, supplementary training, distance learning, etc., to meet the demand for human resources in information technology.

- Encourage expanding the scale and enhancing the quality of training at certification institutions in information technology. Enact policies allowing for continuous education between certification institutions and domestic higher education institutions in information technology; policies recognizing information technology qualifications for those who have not undergone formal training but have self-taught and reached a certain level; recognition of equivalent information technology qualifications based on bilateral and multilateral agreements on education and training.

- Encourage second major training in information technology. Implement the 4+1 program, where other majors receive an additional year of training in information technology.

- Enact support policies for training students, excellent students, people with disabilities, poor people, ethnic minorities, and other priority groups.

4. Strengthen English language teaching and information technology teaching in English.

- Encourage universities to teach information technology, electronics, and telecommunications in English. Vigorously implement the project on English language teaching in secondary schools.

- Focus on training and improving the English proficiency of faculty members in information technology, electronics, and telecommunications to ensure sufficient competence in teaching in English.

- Attract foreign teachers and highly qualified overseas Vietnamese to teach information technology, electronics, and telecommunications in English.

- Enhance English teaching capabilities at institutions that train information technology human resources.

- Promote high-quality training collaboration, exchange of faculty and experts with foreign countries.

5. Accelerate the application of information technology to innovate teaching and learning methods.

- The State supports the compilation and digitalization of curricula, textbooks, and reference materials to serve the learning needs of students and supports teachers, students, and learners in the national education system to access the Internet at educational facilities.

- Implement research on applying information technology to innovate teaching and learning methods. Develop standards for equipment and software for computer science teaching and other subjects.

- Accelerate the development of educational and training resources on the Internet.

- Support the application of information technology for general education institutions in difficult areas.

Article 2. Implementation

1. The Ministry of Information and Communications is the leading agency, coordinating with the Ministry of Education and Training, relevant ministries, and provincial people's committees to organize the implementation of planning and inspect the execution of planning; regularly compile results and report to the Prime Minister; build and submit to the Prime Minister for promulgation special mechanisms for training human resources in information technology; lead the implementation of tasks:

- Popularize computer literacy among the population;

- Standardize training levels in information technology, electronics, and telecommunications;

- Establish a system of information on information technology human resources.

2. The Ministry of Finance leads, coordinating with relevant ministries to allocate the budget for implementing tasks to develop information technology human resources; build financial mechanisms and policies for developing information technology human resources:

- Tax policies suitable to encourage organizations, businesses, and individuals to invest in training information technology human resources;

- Support policies for training students, excellent students, people with disabilities, poor people, ethnic minorities, and other priority groups;

- Policies supporting teachers, students, and learners in the national education system to access the Internet at educational facilities;

- Income incentives for information technology human resources working in state agencies; preferential treatment for dedicated information technology staff and information technology teachers in difficult areas;

- A mechanism to allocate an appropriate proportion within 1% of the annual state budget for scientific and technological research to implement studies on information technology, electronics, and telecommunications.

3. The Ministry of Education and Training leads:

a) Coordinating with relevant ministries to build and issue policies to promote the development of information technology human resources:

- Policies allowing for continuous education between certification institutions and domestic higher education institutions in information technology;

- Policies recognizing information technology qualifications for those who have not undergone formal training but have self-taught and reached a certain level; recognition of equivalent information technology qualifications based on bilateral and multilateral agreements on education and training;

- Policies supporting the compilation and digitalization of curricula, textbooks, and reference materials on information technology, electronics, and telecommunications;

- Policies attracting foreign teachers and overseas Vietnamese to teach information technology, electronics, and telecommunications in English.

b) Implement tasks:

- Develop a faculty in information technology, electronics, and telecommunications;

- Develop a faculty of computer science teachers for general education institutions;

- Train talents in information technology, electronics, and telecommunications;

- Train high-level human resources in information technology, electronics, and telecommunications;

- Training and enhancing information technology knowledge for teachers and staff in the education and training sector;

- Teaching computer science to students at all levels;

- Building an internationally prestigious information technology and communication university.

c) Developing and implementing training models based on the pre-orders of enterprises and organizations; models linking training, research with production of large enterprises; building a framework for information technology training programs ensuring connectivity between educational levels; establishing standards for equipment and software for teaching computer science and other subjects; organizing surveys, evaluations, and quality assessments of information technology, electronics, and telecommunications training at universities.

d) Developing and implementing five-year and annual plans for human resource training in information technology in universities, colleges, and vocational schools; plans for teaching computer science in secondary education institutions.

e) Building and submitting to the Prime Minister for approval a proposal to establish a fund to support the development of information technology human resources.

4. The Ministry of Home Affairs shall take the lead and coordinate with relevant ministries and sectors to develop and promulgate industry standards and job titles related to information technology, including management positions in state agencies; it shall also implement tasks:

- Building and developing a team of information technology directors in state agencies;

- Training and enhancing information technology knowledge for civil servants and public officials.

5. The Ministry of Labor, Invalids, and Social Affairs shall take the lead and coordinate with relevant ministries and sectors to develop and promulgate mechanisms to attract and retain high-level information technology, electronics, and telecommunications experts from abroad to work in Vietnam; it shall also implement the task of vocational training in information technology, electronics, and telecommunications; developing and implementing five-year and annual plans for human resource training in information technology in vocational training institutions.

6. The Ministry of Science and Technology shall take the lead in implementing the task of developing a research team in information technology, electronics, and telecommunications.

7. The Ministry of National Defense and the Ministry of Public Security shall take the lead in implementing the task of developing information technology human resources in the field of national security and defense.

8. The Ministry of Planning and Investment shall take the lead and coordinate with relevant ministries and sectors to balance and integrate resources in the annual state plan for implementing tasks to develop information technology human resources.

9. Ministries, agencies equivalent to ministries, agencies under the Government, People's Committees of provinces and centrally governed cities shall build and implement plans to train information technology for cadres, civil servants, and public officials under their management.

10. People's Committees of provinces and centrally governed cities shall build plans and implement activities to popularize computer science among local residents.

11. Political-social organizations (Communist Youth Union, Vietnam Women's Union, etc.), social and occupational organizations shall cooperate with the Ministry of Information and Communications and the Ministry of Education and Training in promoting the popularization of computer science throughout society, improving the quality of information technology human resources, and narrowing the digital gap between rural and urban areas.

12. Enterprises shall proactively organize information technology training for employees within the enterprise and participate in training to meet societal needs.

13. Educational and training institutions shall base their long-term and annual planning on the master plan and proactively implement measures to improve training quality to meet societal needs.

Article 3. This Decision shall take effect fifteen days after its publication in the Official Gazette.

Article 4. Ministers, Heads of agencies equivalent to ministries, Heads of agencies under the Government, Chairmen of People's Committees of provinces and centrally governed cities, and related units shall be responsible for implementing this Decision./.
