CIRCULAR
Regarding the establishment of the Statistical Indicators System for the Science and Technology Sector

Pursuant to Decree No. 28/2008/NĐ-CP dated March 14, 2008, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;
Pursuant to Decree No. 40/2004/NĐ-CP dated February 13, 2004 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
Pursuant to Decree No. 30/2006/NĐ-CP dated March 29, 2006 of the Government on science and technology statistics;
Pursuant to Decision No. 305/2005/QĐ-TTg dated November 24, 2005 of the Prime Minister on the issuance of the National Statistical Indicator System,
The Ministry of Science and Technology hereby stipulates the Statistical Indicators System for the Science and Technology Sector as follows:
Article 1. The Statistical Indicators System for the Science and Technology Sector
The Statistical Indicators System for the Science and Technology Sector is a collection of statistical indicators reflecting the main situation of science and technology in the country, serving the purpose of evaluating, forecasting the situation, formulating strategies and policies, developing plans for science and technology at different periods, and meeting the demand for statistical information on science and technology from organizations and individuals.
The Statistical Indicators System for the Science and Technology Sector includes a list of indicators, major classifications, and publication periods for key statistical indicators of the science and technology sector.
The Statistical Indicators System for the Science and Technology Sector is issued together with this circular.
Article 2. Major Classifications
Major classifications of statistical indicators are determined to ensure consistency with statistical classification tables issued by competent state agencies and statistical classification tables for science and technology issued by the Ministry of Science and Technology.
Article 3. Publication Periods
The publication period is the time frame or term during which the indicator reflects the situation, and simultaneously is the term within which relevant agencies and organizations are responsible for collecting, compiling, and providing statistical data to the Science and Technology Statistics Organization.
Article 4. Organization of Implementation
The Science and Technology Statistics Organization is responsible for coordinating with related units, based on the Statistical Indicators System for the Science and Technology Sector, to develop comprehensive statistical reporting systems and basic statistical reporting systems on science and technology, and statistical survey programs to be submitted to the leadership of the Ministry of Science and Technology for issuance.
Heads of Ministries, ministerial-level agencies, government agencies, Chairpersons of People's Committees of provinces and centrally-administered cities shall organize the collection, compilation, and reporting of statistical information to the Ministry of Science and Technology based on the Statistical Indicators System for the Science and Technology Sector.
Article 5. Effective Date
This circular takes effect 45 days from the date of issuance.
During implementation, if there are any difficulties, they should be reported to the Ministry of Science and Technology for consolidation and resolution.
