Supplementary provisions on the area to be provided with public telecommunications services until 2010

MINISTER OF INFORMATION AND COMMUNICATIONS
BASED ON the Ordinance on Posts and Telecommunications;
BASED ON THE GOVERNMENT DECREE NO. 187/2007/NĐ-CP OF DECEMBER 25, 2007 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF INFORMATION AND COMMUNICATIONS;
BASED ON the Decree No. 160/2004/NĐ-CP dated September 3, 2004 of the Government detailing the implementation of certain articles of the Ordinance on Posts and Telecommunications regarding telecommunications;
BASED ON the Decision No. 74/2006/QĐ-TTg dated April 7, 2006 of the Prime Minister approving the Program for Providing Public Telecommunications Services until 2010;
BASED ON the Decision No. 69/2008/QĐ-TTg dated May 28, 2008 of the Prime Minister approving the supplementary list of particularly difficult communes, border communes, and safe zone communes to be invested under Phase II of the Program 135 and the list of communes removed from investment under Phase II of the Program 135;
CONSIDERING the proposal of the Director of the Planning and Finance Department,
c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B
Article 1. Supplementing (fourth round) 54 communes to be provided with public telecommunications services until 2010. The list of communes in the area to be supplied with public telecommunications services is attached to this Circular.
Article 2. The communes specified in Article 1 of this Circular shall enjoy the support policies for providing public telecommunications services as prescribed by the State.
Article 3. This Circular takes effect from May 1, 2009.
