CIRCULAR
Issuing templates for documents to be used in inspection activities, administrative violation handling, and complaints and denunciations resolution in the field of science and technology
Based on the Inspection Law dated November 29, 2010;

Based on the Complaints and Accusations Law dated December 2, 1998, the Law Amending and Supplementing Certain Articles of the Complaints and Accusations Law dated June 15, 2004, and the Law Amending and Supplementing Certain Articles of the Complaints and Accusations Law dated November 29, 2005;
Based on the Administrative Violation Handling Decree dated July 2, 2002, and the Decree Amending and Supplementing Certain Articles of the Administrative Violation Handling Decree dated April 2, 2008;
Based on the Governmental Decree No. 128/2008/NĐ-CP dated December 16, 2008 detailing the implementation of certain articles of the Administrative Violation Handling Decree 2002 and the Decree Amending and Supplementing Certain Articles of the Administrative Violation Handling Decree 2008;
Based on the Governmental Decree No. 136/2006/NĐ-CP dated November 14, 2006 detailing and guiding the implementation of certain articles of the Complaints and Accusations Law and the Laws Amending and Supplementing Certain Articles of the Complaints and Accusations Law;
The Minister of Science and Technology stipulates the templates for documents to be applied in inspection activities, administrative violation handling, and complaints and denunciations resolution in the field of science and technology as follows:
Pursuant to Decree No. 28/2008/NĐ-CP dated March 14, 2008, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;
Organizations and individuals conducting inspections, administrative violation handling, and complaints and denunciations resolution in the field of science and technology shall use the templates for documents issued together with this Circular.
Article 1. Scope of Regulation and Applicability
Article 2. Templates for Documents
The templates for documents to be applied in inspection activities, administrative violation handling, and complaints and denunciations resolution in the field of science and technology issued together with this Circular include:
1. Sixteen (16) templates for documents to be used in inspection work.
2. Twenty-four (24) templates for documents to be used in administrative violation handling.
3. Fourteen (14) templates for documents to be used in complaints and denunciations resolution.
This Circular replaces Decision No. 04/2005/QĐ-BKHCN dated May 4, 2005 of the Minister of Science and Technology issuing templates for records and decisions to be used in inspection activities and administrative penalty handling in the field of state management of science and technology.
Article 3. Effectiveness
1. This Circular takes effect 45 days from the date of signature.
In the course of implementation, if there are any difficulties, the relevant ministries, ministerial-level agencies, governmental agencies, People's Committees at all levels, and related organizations and individuals are requested to submit their comments in writing to the Ministry of Science and Technology for consideration and amendment.
