Regulations on functions, tasks, powers, and organizational structure
of the National Academy of Public Administration
Pursuant to the Law on the Organization of the Government dated June 19, 2015;
Pursuant to Decree No. 34/2017/NĐ-CP dated April 3, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
||| Based on the proposal of the Minister of Home Affairs;
The Prime Minister issues this Decision to stipulate the functions, tasks, powers, and organizational structure of the National Academy of Public Administration under the Ministry of Home Affairs.
Article 1. Position and Functions
1. The National Academy of Public Administration is a public service institution of special category under the Ministry of Home Affairs.
2. The National Academy of Public Administration is the national center implementing functions of training and enhancing capabilities, knowledge, and skills in public administration, leadership, and management for civil servants and officials; human resource development; administrative science research; and advising the Ministry of Home Affairs in the field of public administration and state management.
3. The National Academy of Public Administration has legal personality, its own seal and separate account at the State Treasury, with its main office located in Hanoi and its international trading name in English is National Academy of Public Administration, abbreviated as NAPA.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
The National Academy of Public Administration (hereinafter referred to as the Academy) shall have the following tasks and powers:
1. Regarding the training and capacity-building of civil servants and officials:
a) Assist the Minister of Home Affairs in organizing the implementation of training programs and contents for civil servants and officials regarding public administration and state management throughout the country;
b) Enhance knowledge in state management before appointment to leadership positions; enhance knowledge in state management according to civil servant grade standards, occupational title standards for officials, and job position requirements.
c) Enhance leadership and management capabilities, knowledge, and skills according to leadership and management position standards;
d) Organize enhancement of legal knowledge in public administration and state management for representatives of People's Councils at all levels;
đ) Enhance knowledge, skills, and ability to apply advanced technology in state management for civil servants and officials;
e) Enhance knowledge, skills, and vocational training according to the Home Affairs sector standards; enhance knowledge, skills, and vocational training for civil servants and officials in specialized fields and areas under the jurisdiction of the Ministry of Home Affairs;
g) Enhance knowledge, skills, and vocational training for civil servants and officials engaged in competition and reward work, religious affairs work;
h) Enhance administrative management governance knowledge; enhance officials according to rank and occupational title; enhance state management knowledge for civil servants and officials in the planning range from district level and above assigned by the competent authority;
i) Enhance state management knowledge; enhance professional and vocational training serving state management for village-level civil servants and other subjects assigned by the competent authority;
k) Enhance administrative and state management skills for civil servants and officials in public service units, political-social organizations, leaders, managers, and other subjects in state-owned enterprises;
l) Participate in researching, investigating, surveying, and evaluating the needs and quality of training for civil servants and officials under the Ministry and the Home Affairs sector; propose directions for reform and improve training quality suitable to the characteristics and requirements of the Home Affairs sector;
m) Train about public administration, state management, public policy, and teaching methods for faculty and researchers at institutions training and enhancing civil servants and officials and other subjects nationwide.
2. Train master’s and doctoral degrees in specified specialties as provided by law.
3. Regarding scientific research:
a) Conduct administrative and state management scientific research and policy science research to serve the Academy’s teaching activities;
b) Research and provide scientific bases for administrative reform, civil service reform, public policy, strategies, and measures to enhance the capacity and quality of civil servants and officials and administrative state machinery suitable to each stage of development to update training and enhancing content, programs for civil servants and officials and postgraduate training of the Academy;
c) Participate in developing programs and projects in the field of administration and state management when assigned by competent authorities.
4. Participate with units of the Ministry of Home Affairs in developing strategies, programs, plans, regulations, and legal normative documents when assigned by the competent authority.
5. Organize the compilation of training and enhancing programs, textbooks, and materials for civil servants and officials according to assigned tasks and authorities and the division of the Minister of Home Affairs.
6. Manage and issue certificates and diplomas in the field of training and capacity-building of the Academy in accordance with the law.
7. Implement examination work and ensure the quality of training and capacity-building of the Academy as assigned by the Minister of Home Affairs and in accordance with the law.
8. International cooperation in training, enhancing, academic exchange, administrative science research, state management, and related fields.
9. Publish and distribute journals, newsletters, scientific publications, textbooks, and materials serving the Academy's training, enhancing, administrative science research, and state management activities in accordance with the law.
10. Decide and direct the implementation of the Administrative Reform Program for subordinate organizations and other organizations according to the directives or assignments of the Minister of Home Affairs.
11. Implement internal inspection, handle complaints and denunciations, and prevent corruption, negativity, and waste in the Academy's operational fields in accordance with the law.
12. Manage organizational structure, staffing, and number of employees; implement systems and policies; train and enhance; organize competitions and rewards; and discipline civil servants, officials, and workers of the Academy in accordance with the law and the delegation of the Minister of Home Affairs.
13. Manage financial resources and assets assigned in accordance with the law.
14. Provide public services and perform other tasks and authorities as delegated by the competent authority and in accordance with the law.

14. Center for Foreign Languages, Informatics, Information, and Library;
15. Branch of the National Academy of Public Administration in Ho Chi Minh City;
16. Branch of the National Academy of Public Administration in Hue City;
17. Branch of the National Academy of Public Administration in the Central Highlands Region.
Article 4. Leadership
1. The Academy's Directorate consists of the Director and not more than three Deputy Directors.
2. The Director of the Academy is appointed and relieved of duty by the Prime Minister upon the proposal of the Minister of Home Affairs. Deputy Directors of the Academy are appointed and relieved of duty by the Minister of Home Affairs upon the proposal of the Academy Director. The Prime Minister appoints and removes, upon the proposal of the Minister of Home Affairs. The Deputy Directors of the Academy are appointed and removed by the Minister of Home Affairs, upon the proposal of the Director of the Academy.
3. The Director of the Academy is responsible to the Minister of Interior and to the law for all activities of the Academy. The Deputy Directors of the Academy are responsible to the Director of the Academy and to the law for the areas of work assigned to them.
4. The Director of the Academy issues the Internal Regulations of the Academy; specifies in detail the functions, tasks, authorities, organizational structure of units under and affiliated with the Academy; establishes, merges, splits, dissolves departments, subjects, and equivalent units; appoints and relieves officials holding leadership and management positions in units under and affiliated with the Academy.
Article 5. Effectiveness and Responsibility for Implementation
1. This Decision takes effect from March 15, 2018.
2. Abolish previous provisions that are contrary to this Decision.
3. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairpersons of provincial People's Committees under central cities, and the Director of the National Administration Academy are responsible for implementing this Decision./.
