Circular No. 05/2018/TT-BGDĐT amends and supplements Clause 1 of Article 2, Clause 2 of Article 4, Point d of Clause 1 and the first paragraph of Clause 2 of Article 7 of the Secondary School and High School Admissions Regulation issued together with Circular No. 11/2014/TT-BGDĐT dated April 18, 2014, of the Minister of Education and Training.

AMENDMENTS AND SUPPLEMENTS TO CLAUSE 1 ARTICLE 2, CLAUSE 2 ARTICLE 4, POINT D OF CLAUSE 1 AND THE FIRST SENTENCE OF CLAUSE 2 OF ARTICLE 7 OF THE REGULATIONS ON ADMISSION TO LOWER SECONDARY SCHOOLS AND UPPER SECONDARY SCHOOLS ISSUED PURSUANT TO CIRCULAR NO. 11/2014/TT-BGDĐT OF THE MINISTER OF EDUCATION AND TRAINING ON APRIL 18, 2014

Pursuant to the Education Law on June 14, 2005; the Law Amending and Supplementing Certain Articles of the Education Law on November 25, 2009;

Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; Decree No. 07/2013/NĐ-CP dated January 9, 2013 of the Government on amending point b of Clause 13 of Article 1 of Decree No. 31/2011/NĐ-CP dated May 11, 2011 amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

Pursuant to Decree No. 115/2010/NĐ-CP dated December 24, 2010 of the Government stipulating responsibilities for state management of education;

At the proposal of the Director of the Secondary Education Department,

The Minister of Education and Training issues this Circular amending and supplementing Clause 1 Article 2, Clause 2 Article 4, Point d of Clause 1 and the first sentence of Clause 2 Article 7 of the Regulations on Admission to Lower Secondary Schools and Upper Secondary Schools issued pursuant to Circular No. 11/2014/TT-BGDĐT dated April 18, 2014 of the Minister of Education and Training.

Article 1. Amends and supplements Clause 1 Article 2, Clause 2 Article 4, Point d of Clause 1 and the first sentence of Clause 2 Article 7 of the Regulations on Admission to Lower Secondary Schools and Upper Secondary Schools issued pursuant to Circular No. 11/2014/TT-BGDĐT dated April 18, 2014 of the Minister of Education and Training as follows:

"1. The purpose of the national high school examination is to use the examination results for recognizing high school graduation; provide information to evaluate the quality of secondary education; provide data as a basis for university and vocational education admissions."

"1. Each year, organize once the admission to lower secondary schools and upper secondary schools; the admission to lower secondary schools and upper secondary schools must ensure accuracy, fairness, objectivity, and implement the universalization of lower secondary education on the local area."

2. Clause 2 of Article 4 is amended and supplemented as follows:

"2. Admission to lower secondary schools shall be conducted through the examination method. In cases where the number of students registering for grade 6 exceeds the enrollment quota, the Department of Education and Training shall guide the implementation of the admission plan through the examination method or a combination of examination with assessment of student's abilities."

3. Point d of Clause 1 of Article 7 is amended and supplemented as follows:

"d) Students who have won national and international awards in culture; arts; physical education and sports; national science and technology competitions for lower secondary and upper secondary school students."

4. The first sentence of Clause 2 of Article 7 is amended and supplemented as follows:

"The Department of Education and Training shall specify the additional points for each group of students eligible for priority points, with the difference in additional points between two consecutive priority groups being 0.5 points out of 10, including:"

Article 2. Repeals Clause 3 of Article 7; the phrase "encouraged" at Clause 4 of Article 6, the title of Article 7 and Clause 1 of Article 10.

Article 3. This Circular takes effect from April 15, 2018. Departments of Education and Training that have regulations granting additional points for encouragement to students taking vocational examinations shall continue to apply these regulations for the academic year 2018-2019.

Article 4. The Director of the Office, the Heads of the Secondary Education Department, the Primary Education Department, the Department of Continuing Education, the Heads of units related to the Ministry of Education and Training, the Chairmen of Provincial People's Committees under the Central Government, the Directors of Departments of Education and Training are responsible for implementing this Circular./.
