Scope of regulation: This Circular guides the training of business start-up, business management, direct training at small and medium enterprises; organizing online training programs and training programs through mass media for small and medium enterprises; enhancing the cadre, civil servants, and public officials responsible for supporting small and medium enterprises.
Article 1. Scope of Regulation2. Applicability: as prescribed in Article 2 of Decree No. 39/2018/NĐ-CP dated March 11, 2018 of the Government providing detailed provisions on certain articles of the Law on Supporting Small and Medium Enterprises.
Article 2. Level of state budget support
1. The state budget shall provide a minimum of 50% of the total cost of organizing a business start-up or business management training course.
2. The state budget shall cover 100% of tuition fees for trainees from small and medium enterprises headquartered in particularly difficult socio-economic areas, and female-owned small and medium enterprises when participating in business start-up, business management, and specialized business management training courses. The identification of particularly difficult socio-economic areas is based on the investment incentive list attached to Decree No. 118/2015/NĐ-CP dated November 12, 2015 of the Government detailing and guiding certain provisions of the Investment Law. The identification of female-owned small and medium enterprises is based on Clause 1 of Article 3 of the Law on Supporting Small and Medium Enterprises.
Article 3. Business start-up training, business management training, specialized business management training, and direct training at production and processing enterprises
1. A business start-up training course provides basic knowledge and experience about starting a business and establishing a company.
2. A business management training course and specialized business management training course provide knowledge about business management to enhance operational and managerial skills, production and business management expertise.
3. Direct training at small and medium production and processing enterprises provides in-depth production management knowledge and practical training at the enterprise site.
4. The organization of training courses shall be carried out in accordance with the following regulations:

Article 4. Online Training and Training Through Mass Media
1. The online training program and training through mass media aims to provide knowledge on starting a business and business management for small and medium-sized enterprises.
3. Workers and managers of small and medium-sized enterprises are provided with accounts to participate in learning through the online training system on a web platform or smart mobile devices.
4. The content of the specialized topics for online training and training through mass media shall be implemented in accordance with the provisions set out in Sections 5 and 6 of Appendix 1 of this Circular.
5. The organization of online training activities shall be carried out in accordance with the provisions set out in Appendix 2.2 of this Circular.
Article 5. Capacity Building for Cadres, Civil Servants, and Public Officials Supporting Small and Medium-Sized Enterprises
1. Capacity building for cadres, civil servants, and public officials supporting small and medium-sized enterprises aims to provide knowledge, skills, and methods for performing support tasks for these enterprises.
2. The duration of organizing a capacity-building course for cadres, civil servants, and public officials supporting small and medium-sized enterprises is from two to fourteen days (which may not be consecutive); including a minimum of 30% of the time for guiding participants to study cases, learn experiences at enterprises, and exemplary models of enterprise support. The minimum number of participants per class is twenty.
3. The content of the specialized topics for capacity building for cadres, civil servants, and public officials supporting small and medium-sized enterprises shall be implemented in accordance with the provisions set out in Section 7 of Appendix 1 of this Circular.
4. The organization of capacity building for cadres, civil servants, and public officials supporting small and medium-sized enterprises shall be carried out in accordance with current regulations on cadre capacity building.
Article 6. Management of Training Activities
1. Preparation, compilation, and announcement of the training activity plan:
a) At the time of preparing the state budget estimate annually, based on the guidance of the Ministry of Planning and Investment, ministries, sectors, localities, and associations shall build plans to support training activities for small and medium-sized enterprises according to the model attached as Appendix 6 of this Circular, and submit them to the Ministry of Planning and Investment before June 30 of the year preceding the planned year for consolidation and submission to the Ministry of Finance.
b) Based on industry development directions and announcements by competent authorities regarding central government budget estimates, the Ministry of Planning and Investment shall announce plans to units to implement training tasks for small and medium-sized enterprises.
c) Based on the guidance of the Ministry of Planning and Investment, local budget balancing capabilities, and the local SME support project, the provincial People's Committee shall assign plans and allocate funds to local SME support agencies to carry out training tasks for small and medium-sized enterprises.
2. Evaluation of Training Implementation:
a) Ministries, sectors, localities, and associations shall inspect, evaluate, and be responsible for the implementation of the training plan.
b) The Ministry of Planning and Investment shall take the lead and coordinate with the Ministry of Finance to organize a comprehensive evaluation of the implementation results of the training plan.
Article 7. Responsibility for Implementation
Ministries, sectors, localities, and associations shall implement training for small and medium-sized enterprises in accordance with this Circular and current regulations. During the implementation process, if there are difficulties, they should promptly report to the Ministry of Planning and Investment for research and resolution.
Article 8. Effectiveness
1. This Circular takes effect from May 12, 2019.
2. In cases where the referenced documents in this Circular become invalid and are replaced by other documents, the provisions of the replacement documents shall apply.

PROCEDURE FOR ORGANIZING TRAINING COURSES
Section 1
BUSINESS START-UP TRAINING
I. Preparation for organizing a training course:
1. The training unit prepares and announces the program/schedule for organizing the training course including: training duration, location, training topics, instructors, participant profiles, tuition fees, state budget support to small and medium-sized enterprises. The program/schedule for organizing the training course is publicly announced on the unit's website and sent to the email [email protected] at least 15 days before the event.
2. The leadership of the training unit approves the training material content and issues a decision to organize the class including: training duration, location, training topics, instructors, list of participants, budget estimate, training course manager.
3. Small and medium-sized enterprises fill out the Registration Form (model attached as Appendix 3 of this Circular) to send employees to attend the training.
II. Organizing the training course:
1. For the training unit:
a) Enrollments: make phone calls, send invitations, post information on mass media.
b) Invite lecturers and speakers: arrange transportation and accommodation for lecturers.
c) Prepare study materials; office supplies.
d) Prepare lecture halls, equipment, teaching aids; arrange electricity, water, sanitation, parking services.
đ) Prepare opening ceremony;
e) Prepare refreshments during breaks.
đ) Monitor the participation time of trainees in the training course.
e) Archive visual evidence of the organization of the training course.
2. For lecturers: prepare lectures, study materials, and relevant reference materials.
3. For trainees:
a) Attend the full duration of the training.
b) Complete the Training Quality Evaluation Form (model attached as Appendix 4.2 of this Circular) and submit it to the training unit for consolidation.
III. Conclusion of the training course:
1. The training unit:
a) Prepare the closing ceremony.
b) Prepare the final training course report: within 20 days from the end of the training course, prepare the Final Training Course Evaluation Report (model attached as Appendix 5.1 of this Circular) and the final budget settlement report.

BUSINESS MANAGEMENT TRAINING
I. Preparation for organizing a training course:
Follows the provisions of Section 1 of Appendix 2.1.
II. Organizing the training course:
Follows the provisions of Section 1 of Appendix 2.1.
Additionally, the training unit includes the following contents:
1. Organize for trainees to study and discuss real situations or visit exemplary enterprises in the area: conduct surveys at enterprises that trainees are expected to visit in reality; arrange transportation to bring trainees from their learning location to the actual site; invite speakers to present during the actual session.
2. Organize examinations and evaluate the training results of trainees through the following form: multiple-choice test.
3. Issue a certificate of participation in the training course (according to Form 5.2 attached to this Circular) to trainees who meet the requirements after attending at least 85% of the course duration and achieving satisfactory or better examination results.
III. Conclusion of the training course:
Follows the provisions of Section 1 of Appendix 2.1.
Section 3
DEEP BUSINESS MANAGEMENT TRAINING, TRAINING AT PRODUCTION AND PROCESSING ENTERPRISES
I. Preparation for organizing a training course:
Follows the provisions of Section 1 of Appendix 2.1.
For specific training courses at production and processing enterprises, before developing the training program/schedule, the training unit must conduct a survey of the enterprise's needs: make phone calls, send letters, distribute survey forms, or visit the enterprise directly to understand the training needs.
II. Organizing the training course:
Implement as specified in Section 1 of Appendix 2.1 and include the following contents:
1. For the training unit:
a) Organize for trainees to study and discuss real situations and visit advanced domestic and foreign enterprises: conduct surveys at enterprises that trainees are expected to visit in reality; arrange transportation to bring trainees from their learning location to the actual site; arrange accommodation and meals for trainees; invite speakers to present during the actual session.
b) Organize examinations and evaluate the training results of trainees through one of the following forms: presentation on issues related to the teaching content or multiple-choice tests with situational problem answers.
c) Issue a certificate of participation in the training course (according to Form 5.2 attached to this Circular) to trainees who meet the requirements after attending at least 85% of the course duration and achieving satisfactory or better examination results.
d) Other necessary activities to serve the training course (if any).
2. For trainees: submit a Field Trip Report (according to Form 4.1 attached to this Circular) to the training unit for consolidation.
III. Conclusion of the training course:
Follows the provisions of Section 1 of Appendix 2.1.

ONLINE TRAINING
I. Building an online training system
1. Develop, purchase, or lease an online training system including:
a) Online training software, servers;
b) Electronic learning materials including: electronic lectures, textbooks, reference materials, evaluation tests, presentations, data tables, audio files, images, video clips;
c) Online exchange forums;
d) Supporting software including: electronic learning material management software, user database management software, lecture design and construction software, online training quality evaluation software, interactive environment creation software, electronic payment software, tracking and reporting statistics software for each training course.
đ) Maintain continuous operation, repair, and upgrade the online training system.
e) Organize promotional and communication events on mass media (press, television, social networks...) about online training activities.
g) Organize training and experience exchanges for staff managing and operating the online training system.
h) Manage and operate the online training system, build databases, establish electronic libraries, quality acceptance, report results...
i) Other tasks serving the construction of the online training system.
2. Activities of leasing, purchasing online lectures, electronic learning materials, and supporting information for online training to compile and update into the online training system, including:
- Survey, collect, and gather opinions on training needs to serve the development of online lecture content.
- Survey, evaluate, analyze, and determine the content of the lectures.
- Develop a framework program.
- Develop subject programs.
- Compile new textbooks.
- Establish a library of learning materials.
- Develop exams, question banks (multiple choice, essay).
- Digitize and enter data, create electronic information.
- Build electronic lecture video clips.
II. Organizing online training
1. Organize training communication activities (enrollment, monitoring, management, and assessment of learning outcomes).
2. Advise, support, and answer questions for trainees during the training process on the online training system.
3. Organize forums for exchanging experiences, scientific seminars, networking, and interaction between trainees, small and medium-sized enterprises participating in the online training system; practical visits to exemplary enterprises domestically and internationally.
4. Connect and collaborate with other organizations, units, and support programs both domestically and internationally in online training activities.
5. Organize assessments for trainees who have completed the online course according to a 100-point scale. Trainees scoring 70 points or higher meet the requirements and will be issued a certificate of participation in the training course (according to Form 5.2 attached to this Circular).
III. Managing the online training system
1. Manage, direct, and oversee service providers to implement according to the planned schedule.
2. Inspect, monitor, evaluate the implementation status, and accept completion results.
3. Manage and store the database of the online training system (lectures, materials, trainees...).
