Issuing the National Defense and Security Education Program in
Secondary Normal Schools, Colleges of Education, and Higher Education Institutions
Based on the Law on National Defense Education and Security dated June 19, 2013;
Pursuant to the Education Law dated June 14, 2019;
Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 13/2014/NĐ-CP dated February 25, 2014 of the Government detailing and providing implementation measures for the Law on National Defense and Security Education;
Based on the Minutes of the Review Meeting September 18, 2019 of the Review Board for the National Defense and Security Education Program in Secondary Normal Schools, Colleges of Education, and Higher Education Institutions;
At the proposal of the Director of the Department of National Defense and Security Education;
The Minister of Education and Training issues this Circular on the Secondary General Education Program The National Defense and Security Education Program in Secondary Normal Schools, Colleges of Education, and Higher Education Institutions.
Article 1. This Circular issues the National Defense and Security Education Program in Secondary Normal Schools, Colleges of Education, and Higher Education Institutions.
Article 2. This Circular takes effect from July 1, 2020 and replaces Circular No. 03/2017/TT-BGDĐT dated January 13, 2017 of the Minister of Education and Training on issuing the National Defense and Security Education Program in Secondary Normal Schools, Colleges of Education, and Higher Education Institutions.
Article 3. Director of the Office, Heads of the Department of National Defense and Security Education, Heads of relevant units under the Ministry of Education and Training; Chairpersons of Provincial People's Committees and Municipal People's Committees directly under the Central Government; Rectors of universities and academies; Principals of universities; Principals of Secondary Normal Schools and Colleges of Education; Organizations and individuals participating in educational activities are responsible for implementing this Circular./.

National Defense and Security Education in Secondary Normal Schools,
Colleges of Education, and Higher Education Institutions

I. OBJECTIVES
1. National Defense and Security education for students in Secondary Normal Schools, Colleges of Education, and universities, academies, university systems, national universities, regional universities (hereinafter referred to as higher education institutions) is a compulsory subject.
2. Students shall have initial knowledge about the whole people's defense and security; about the tradition of resisting foreign invaders of the nation, the people's armed forces, and Vietnamese military art; basic and necessary knowledge about civil defense and military skills; readiness to fulfill military service and public security duties to defend the country.
3. Students shall have basic knowledge about the Party's viewpoints, state policies and laws on national defense and security; building the whole people's defense and security, the people's security system, and the people's armed forces; supplementing knowledge about civil defense and military skills; readiness to fulfill military service and public security duties to defend the country.
II. REQUIREMENTS
- After completing the National Defense and Security Education Program, students in Secondary Normal Schools shall have basic understanding of the Party and State's policies and guidelines on national defense and security, building the whole people's defense and security, and loving socialism. They shall be proficient in individual drill commands with firearms, know how to form units; have general knowledge about the branches of the Vietnam People's Army; have initial knowledge about military maps; know how to avoid enemy attacks with high-tech weapons.
2. After completing the National Defense and Security Education Program, students shall have basic understanding of the Party and State's policies and guidelines on national defense and security, building the whole people's defense and security, and loving socialism. They shall grasp basic knowledge about national defense and security work in new circumstances. They shall be proficient in individual drill commands with firearms, know how to form units; have general knowledge about the branches of the Vietnam People's Army; have initial knowledge about military maps; know how to avoid enemy attacks with high-tech weapons. They shall be able to perform basic infantry combat techniques, individual tactics in offensive and defensive combat and guard duty, and know how to use the AK submachine gun and grenades.

||| IV. IMPLEMENTATION ORGANIZATION
- ||| The program of national defense and security education in vocational colleges, teacher colleges, and universities is uniformly used to teach regular and non-regular students in vocational colleges, teacher colleges, and universities, including those collaborating with foreign countries.
||| For vocational college training, students study two modules totaling 75 class hours, including Module I: The Party's Defense and Security Policy of the Communist Party of Vietnam and Module III: General Military Knowledge.
||| For vocational-to-college and university transfer training, students supplement two additional modules totaling 90 class hours, including Module II: National Defense and Security Work and Module IV: Infantry Combat Techniques and Tactics. |||
||| College and university students study all four modules.
Chapter ||| The program of national defense and security education in vocational colleges, teacher colleges, and universities does not apply to undergraduate training in military and police specialties or national defense and security education specialties.
- ||| Teaching equipment for the national defense and security education course follows the regulations of the Minister of Education and Training regarding the minimum teaching equipment list for the national defense and security education course in primary schools, secondary schools, high schools, comprehensive schools with high school levels, vocational colleges, teacher colleges, and higher education institutions, as well as related legal documents.
||| 3. National defense and security education is a special course, with a total program duration of 165 class hours (consisting of four modules). Based on this program, educational and training institutions develop teaching plans to ensure sufficient time for training activities according to current regulations, suitable for credit-based or module-based training processes and schedules, excluding review and examination times specified in the program.
||| 4. Evaluation of learning outcomes in the national defense and security education course in vocational colleges, teacher colleges, and universities is carried out according to the organization of teaching, learning, and evaluation of the national defense and security education course.
||| 5. During the national defense and security education course, based on actual conditions, schools organize visits and practical learning at military history museums, armed forces units, or military and police schools in the area for students.
