CIRCULAR

Issuing National Technical Regulations on Aquatic Seedlings

­­­­­­­­­­­­­­­Pursuant to the Law on Legislative Acts of Regulations dated June 22, 2015;

BASED ON THE LAW ON STANDARDS AND TECHNICAL REGULATIONS dated June 29, 2006;

Pursuant to the Law on Product Quality and Goods dated November 21, 2007;

Pursuant to the Fisheries Law dated November 21, 2017;

Decree No. Decree No. 15/2017/ND-CP dated February 17, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to the Decree No. 26/2019/ND-CP dated March 8, 2019 of the Government detailing some provisions and measures for implementing the Fisheries Law;

Upon the proposal of the Director of the Department of Science, Technology and Environment and the General Director of the Fisheries General Department;

The Minister of Agriculture and Rural Development promulgates the National Technical Regulation on aquatic seed.

Article 1. The National Technical Regulation on aquatic seed is promulgated together with this Circular

Freshwater fish seed. Part 1: Carp, Tilapia

Code: QCVN 02-33-1:2020/BNNPTNT.

Article 2. Effective Date

1. This Circular takes effect from September 18, 2020.

2. Organizations and individuals producing freshwater carp seed and tilapia seed within Vietnam as specified in this regulation must complete conformity declaration procedures six months after this Circular takes effect.

Article 3. Implementation Organization

The Director of the Ministry's Office; Heads of the Science, Technology and Environment Department; General Directors of the Fisheries General Department; Heads of relevant units under the Ministry; Provincial Departments of Agriculture and Rural Development; and related organizations and individuals are responsible for implementing this Circular. In the course of implementation, if there are difficulties, agencies, organizations, and individuals shall promptly report to the Ministry of Agriculture and Rural Development for study, amendment, and supplementation.
