Regulations on interconnection call rates between two national terrestrial mobile telecommunications networks and between a terrestrial fixed telecommunications network within a local area and a national terrestrial mobile telecommunications network

Pursuant to Decree No. 25/2011/NĐ-CP dated April 6, 2011 of the Government detailing and guiding the implementation of certain provisions of the Telecommunications Law; Decree No. 81/2016/NĐ-CP dated July 1, 2016 of the Government amending and supplementing certain articles of Decree No. 25/2011/NĐ-CP dated April 6, 2011 of the Government detailing and guiding the implementation of certain provisions of the Telecommunications Law and Decree No. 49/2017/NĐ-CP dated April 24, 2017 of the Government

Pursuant to the Law on Telecommunications dated November 23, 2009;

Pursuant to the Law on Prices dated June 20, 2012;

Pursuant to Decree No. 17/2017/NĐ-CP dated February 17, 2017, issued by the Government, on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

Pursuant to Decree No. 177/2013/NĐ-CP dated November 14, 2013 of the Government detailing and guiding the implementation of certain provisions of the Price Law and Decree No. 149/2016/NĐ-CP dated November 11, 2016 of the Government amending and supplementing certain articles of Decree No. 177/2013/NĐ-CP dated November 14, 2013 of the Government detailing and guiding the implementation of certain provisions of the Price Law; Regulations on interconnection call rates between two national terrestrial mobile telecommunications networks and between a terrestrial fixed telecommunications network within a local area and a national terrestrial mobile telecommunications network.;

This Circular stipulates interconnection rates for voice calls:

At the proposal of the Director of the Telecommunications Administration,

of the Minister of Information and Communication 1. From a national terrestrial mobile telecommunications network (hereinafter referred to as the mobile network) connecting to another mobile network.

Article 1. Scope of Regulation

2. From a terrestrial fixed telecommunications network within a local area (hereinafter referred to as the fixed network within a local area) connecting to a mobile network.

3. From a mobile network connecting to a fixed network within a local area.

1. Telecommunications enterprises providing interconnection services for voice calls of mobile networks and fixed networks within a local area.

2. Organizations and individuals related to the management and provision of telecommunications services in Vietnam.

Article 2. Applicability

This Circular applies to:

Article 3. Interconnection rates for voice calls between two mobile networks

Interconnection rates for voice calls between two mobile networks shall be applied as follows: the initiating network pays the terminating network an interconnection rate of 270 dong per minute (two hundred seventy dong per minute).

Article 4. Interconnection rates for voice calls from a fixed network within a local area to a mobile network

Interconnection rates for voice calls from a fixed network within a local area to a mobile network shall be applied as follows: the initiating network pays the terminating network an interconnection rate of 270 dong per minute (two hundred seventy dong per minute).

Article 5. Interconnection rates for voice calls from a mobile network to a fixed network within a local area

Interconnection rates for voice calls from a mobile network to a fixed network within a local area shall be applied as follows: the initiating network pays the terminating network an interconnection rate of 270 dong per minute (two hundred seventy dong per minute).

Article 5. Connection charges for voice calls from mobile networks to fixed networks within the same region

The connection charge for voice calls from mobile networks to fixed networks within the same region shall be applied as follows: the initiating network pays the terminating network a connection charge of 270 VND per minute (two hundred seventy dong per minute).

Article 6. Value Added Tax

The connection rates specified in this Circular do not include value added tax.

Article 7. Effectiveness and Implementation Organization

1. This Circular takes effect from May 1, 2020 and replaces the following Circulars and Decisions:

a, Circular No. 48/2017/TT-BTTTT dated December 29, 2017 on connection rates for landline fixed network domestic calls to nationwide mobile networks and connection rates for mobile-to-mobile nationwide calls;

b, Circular No. 22/2011/TT-BTTTT dated August 2, 2011 on connection rates for mobile-to-fixed network domestic calls;

c, Decision No. 53/2008/QĐ-BTTTT dated December 8, 2008 on connection rates for intra-provincial calls from fixed networks to mobile networks;

d, Decision No. 43/2008/QĐ-BTTTT dated July 17, 2008 on connection rates for intra-provincial long-distance calls and mobile-to-fixed calls.

2. The Director of the Office, the Director of the Telecommunications Department, the Heads of agencies and units under the Ministry, the General Directors, the Directors of telecommunications enterprises, and relevant organizations and individuals shall be responsible for implementing this Circular.

3. In the course of implementation, if there are any difficulties, they should be reported to the Ministry of Information and Communications (Telecommunications Department) for consideration and resolution.
