Issuing Amendment 1:2021 QCVN 01-190:2020/BNNPTNT national technical regulation on animal feed - maximum allowable levels for safety criteria in animal feed and raw materials for aquatic feed production

At the proposal of the Director of the Livestock Production Department, the General Director of the Fisheries General Department, and the Director of the Science, Technology, and Environment Department;
The Minister of Agriculture and Rural Development issues this Circular to amend and supplement QCVN 01-190:2020/BNNPTNT national technical regulation on animal feed - maximum allowable levels for safety criteria in animal feed and raw materials for aquatic feed production.
Article 1. Attached herewith is Amendment 1:2021 QCVN 01-190:2020/BNNPTNT national technical regulation on animal feed - maximum allowable levels for safety criteria in animal feed and raw materials for aquatic feed production.
Article 2. Transitional Provisions
1. Animal feed and raw materials for aquatic feed production that have been assessed for conformity according to QCVN 01-190:2020/BNNPTNT before the effective date of this Circular shall not be required to reassess conformity when registering for conformity declaration but must undergo surveillance assessment in accordance with the provisions of QCVN 01-190:2020/BNNPTNT and Amendment 1:2021 QCVN 01-190:2020/BNNPTNT.
2. Animal feed and raw materials for aquatic feed production that have been registered for conformity declaration according to QCVN 01-190:2020/BNNPTNT before the effective date of this Circular shall not be required to re-register for conformity declaration but must undergo surveillance assessment in accordance with the provisions of QCVN 01-190:2020/BNNPTNT and Amendment 1:2021 QCVN 01-190:2020/BNNPTNT.
3. Organizations that have registered for conformity certification activities or have been designated to certify conformity of animal feed and raw materials for aquatic feed production according to QCVN 01-190:2020/BNNPTNT may continue to conduct certification in accordance with Amendment 1:2021 QCVN 01-190:2020/BNNPTNT until the expiration date of their registration certificate for certification activities or designation decision.
4. Domestic animal feed products specified in QCVN 01-190:2020/BNNPTNT that have been published on the Ministry of Agriculture and Rural Development's online portal before July 1, 2022 and have not yet declared conformity are permitted to circulate in the market until the end of their product shelf life.
5. Domestic animal feed products specified in QCVN 01-190:2020/BNNPTNT that have been published on the Ministry of Agriculture and Rural Development's online portal from July 1, 2022 onwards must declare conformity before circulating in the market.
Article 3. Effectiveness
This Circular takes effect from July 1, 2021.
Article 4. Organization of Implementation
Director of the Livestock Production Department; General Director of the Fisheries General Department; Director of the Science, Technology, and Environment Department; Heads of relevant units under the Ministry; Directors of Provincial Departments of Agriculture and Rural Development and related organizations and individuals are responsible for implementing this Circular.
In the course of implementation, if there are any difficulties, agencies, organizations, and individuals shall promptly report them to the Ministry of Agriculture and Rural Development for review and amendment./.
