Pursuant to the Law on Government Organization dated June 19, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Government Organization and the Law on Local Administration Organization dated November 22, 2019;

Pursuant to the Statistics Law dated November 23, 2015; the Law Amending and Supplementing Certain Articles and the National Statistical Indicators Catalogue of the Statistics Law dated November 12, 2021;

Pursuant to the Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;

Pursuant to Decree No. 94/2022/NĐ-CP dated November 7, 2022 of the Government stipulating the contents of statistical indicators within the national system of statistical indicators and the process of compiling gross domestic product indicators and provincial gross regional product indicators;

At the proposal of the Minister of Planning and Investment;

The Prime Minister issues this Decision to stipulate the System of Statistical Indicators for Provinces, Districts, and Communes.

Article 1. Attached to this Decision is the System of Statistical Indicators for Provinces, Districts, and Communes.

1. The System of Statistical Indicators for Provinces consists of the list and content of 154 statistical indicators prescribed in Appendix I attached to this Decision.

2. The System of Statistical Indicators for Districts consists of the list and content of 51 statistical indicators prescribed in Appendix II attached to this Decision.

3. The System of Statistical Indicators for Communes consists of the list and content of 26 statistical indicators prescribed in Appendix III attached to this Decision.

Each statistical indicator at the provincial and district levels includes definitions, calculation methods; main classifications; publication periods; data sources, and agencies responsible for collecting and summarizing data. Each statistical indicator at the commune level includes definitions, calculation methods; main classifications; publication periods, and data sources.

Article 2. Implementation

1. The Ministry of Planning and Investment (General Statistics Office) shall take the lead and coordinate with relevant ministries, sectors, and localities:

a) To develop and improve information collection forms for statistical indicators at the provincial, district, and commune levels;

b) To collect and compile statistical information for assigned statistical indicators at the provincial and district levels, ensuring accurate, complete, and timely provision of statistical data;

c) To establish a centralized and synchronized statistical database on information at the provincial, district, and commune levels; to build a unified electronic reporting system from central to local levels, from provincial departments and agencies to district people's committees and from district statistics offices to the Ministry of Planning and Investment (General Statistics Office);

d) To guide provincial people's committees to conduct surveys to fully calculate statistical indicators at the provincial and district levels to meet the management and operational needs of local authorities;

e) To monitor, guide, inspect, and report on the implementation of this Decision.

2. Ministries, ministerial-level agencies, government agencies, and related agencies within their functions and tasks shall ensure consistency between the ministry and sector statistical indicator systems and the provincial and district statistical indicator systems.

3. People's Committees at all levels, based on the System of Statistical Indicators for Provinces, Districts, and Communes, shall be responsible for:

a) Collecting, compiling, and preparing statistical indicators at the provincial, district, and commune levels to serve management and operations within their jurisdictions.

b) Coordinating with the Ministry of Planning and Investment (General Statistics Office) to build an electronic reporting system from provincial departments and agencies to district statistics offices.

c) Allocating local budgets to collect information to meet the management requirements of people's committees at all levels.

Article 3. Effectiveness

1. This Decision takes effect from April 15, 2023.

2. This Decision replaces Decision No. 54/2016/QĐ-TTg dated December 19, 2016 of the Prime Minister regarding the issuance of the System of Statistical Indicators for Provinces, Districts, and Communes.
