DECREE-LAW

No. 5 dated December 31, 1946

THE CHAIRMAN OF THE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF VIETNAM

CONSIDERING the need for all population evacuation and migration to be planned and organized;

FOLLOWING the proposal of the Minister of Interior Affairs and after consultation with the Council of Ministers;

ENACTS THE DECREE-LAW:

Article 1: A Central Evacuation and Migration Committee is hereby established.

Article 2: This committee shall propose plans for evacuation and migration to the Ministry of Interior Affairs, send representatives to local areas to encourage people in organizing evacuation and migration, and perform other tasks assigned to it.

The decision-making and implementation of these plans are within the purview of the Ministry of Interior Affairs.

Article 3: At each provincial, prefectural, district, and village level, an Evacuation and Migration Committee shall be established under the authority of the local administrative committee to carry out directives from the Ministry of Interior Affairs.

Article 4: An Evacuation and Migration Committee consists of:

A Chairman

A Vice-Chairman

A Secretary

and a number of members, including:

A representative from the Ministry of Interior Affairs

A representative from the Ministry of Agriculture

A representative from the Ministry of Economy

A representative from the Ministry of Health

Central Committee staff shall be designated by this Decree-Law.

Article 5: The Evacuation Committees at provincial, district, and commune levels consist of:

A Chairman

A Vice-Chairman

A Secretary

and a number of members not specified.

Staff for the Provincial, District, and Commune Committees shall be designated by the provincial administrative committee.

Article 6: In addition to studying plans for evacuation and migration, the Central Committee will also study and propose plans for increased production and mobilization of people to relevant ministries.

Article 7: The Ministers of Interior Affairs, Agriculture, Economy, and Health shall implement this Decree-Law accordingly.
