DECISION OF THE MINISTER OF EDUCATION AND TRAINING
Regarding supplementing and amending certain Articles in the Examination Regulations for Primary School Graduation established pursuant toDecision No. 12/1999/QĐ-BGD&ĐT dated March 15, 1999
MINISTER OF EDUCATION AND TRAINING
Pursuant to Government Decree No. 43/2000/NĐ-CP dated August 30, 2000 detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to the Government Decree No. 15/CP dated March 2, 1993 on the tasks, powers, and responsibilities of State management of Ministries and ministerial-level agencies;
Pursuant to the Education Law dated December 2, 1998;
Pursuant to Decision No. 12/1999/QĐ-BGD&ĐT dated March 15, 1999 of the Minister of Education and Training on the issuance of the Examination Regulations for Primary School Graduation;
At the proposal of the Director of the Primary Education Department,
DECISION:
Article 1. Now, we amend and supplement certain Articles in the Examination Regulations for Primary School Graduation issued pursuant to Decision No. 12/1999/QĐ-BGD&ĐT dated March 15, 1999 of the Minister of Education and Training as follows:
1. Delete Clause 1 of Article 6 regarding the subjects recognized as having completed primary school.
2. Amend Article 12 as follows:
"The examination supervision shall be conducted at primary schools where students are taking the exam; marking shall be organized either by school units or centralized among primary schools (by clusters or districts). The organization of centralized marking among primary schools shall be decided by the Provincial (Central City) Examination Steering Committee and Inspection Board.
1. Composition of the Examination Supervision Board:
- Chairman of the Board: Principal or Deputy Principal of the host school
- Vice-Chairman of the Board: Deputy Principal of another school
- Secretary of the Board: School Board Secretary or Head of the relevant department of the host school
- Members of the Board: Consisting of teachers from the host school who do not teach Grade 5 and two teachers from other schools; some teachers will serve as invigilators. The number of members depends on the number of examination rooms, ensuring that each room has two invigilators (excluding invigilators).
2. Composition of the Examination Marking Board by school unit:
- Chairman of the Board: Principal or Deputy Principal of the host school
- Vice-Chairman of the Board: Deputy Principal of another school
- Secretary of the Board: School Board Secretary or Head of the relevant department of the host school
- Members of the Board: Consisting of teachers from the host school and two teachers from other schools. Members of the Board are selected from teachers with teaching capabilities, meeting the standard requirements, and having taught Grades 4 and 5. The number of members depends on the number of answer sheets, ensuring that each sheet is marked by two people.
3. Composition of the Centralized Examination Marking Board among primary schools:
- Chairman of the Board: Leader of the District Education and Training Office or a Principal of a primary school.
- Two Vice-Chairmen of the Board: Principal or Deputy Principal of a primary school.
- Two Secretaries of the Board: Deputy Principal of a primary school or a specialist staff member of the District Education and Training Office.
- Members of the Board: Consisting of teachers selected from those with teaching capabilities, meeting the standard requirements, and having taught Grades 4 and 5. The number of members depends on the number of answer sheets, ensuring that each sheet is marked by two people."
Article 2. This Decision shall take effect from the 1999-2000 academic year. All previous regulations contrary to this Decision are hereby abolished.
Article 3. Chairpersons of People's Committees of provinces (central cities); Heads of the Ministry of Education and Training's units and organizations; Directors of provincial Departments of Education and Training are responsible for implementing this Decision./.
