 DIRECTIVE

  On strengthening quality management

 of high-rise residential buildingsenergy 

In recent years, the demand for constructing high-rise residential buildings has been increasing significantly. However, through the results of inspections on construction and operation of some high-rise residential buildings (nine floors or more), it is evident that the management work in design, construction, supervision, and quality control during construction, as well as organization of exploitation and use, have not been consistent. To ensure investment efficiency, meet quality requirements, guarantee longevity, and satisfy the growing needs of residents, the Minister of Construction issues the following directive:

1. Ministries, sectors, and People's Committees of provinces and centrally governed cities shall strengthen inspection work on project owners of high-rise housing projects in compliance with the procedures stipulated in the Decision No. 17/2000/QĐ-BXD dated August 2, 2000, regarding "Quality Management Regulations for Construction Projects," and Circular No. 05/2001/TT-BXD dated August 30, 2001, concerning "Guidelines for Maintenance Work of Construction Projects" issued by the Minister of Construction.

2. Project owners of high-rise housing projects must develop strict quality management plans from the initial investment preparation stage, implementation stage, and operation and use of the project, paying particular attention to:

- Planning: Project owners should require consulting units to comply with construction standards and regulations to ensure land usage coefficients, green space areas, and parking lots are appropriate to the urban planning of residential areas over five-year and ten-to-twenty-year periods.

- Architecture: Select architectural solutions outside the building that conform to urban design and spatial planning regulations, including choosing exterior materials (doors, exterior finishing materials, etc.) that meet safety, functionality, economic, aesthetic, and durability requirements suitable for Vietnam's climate conditions. Designs for doors and balconies must ensure safe usage. Apartments must be arranged conveniently, addressing ventilation and natural lighting needs effectively.

- Structure: Special emphasis should be placed on geological survey work to select design solutions that meet the requirements of service life, stability, safety, and effectiveness. Structural design calculations must particularly consider horizontal loads (wind, typhoons, earthquakes, etc.), taking into account the load-bearing capacity of the structure when additional loads are added (heat, fire, explosion, apartment renovation, etc.). Effective seismic resistance measures must be considered. The selection of materials used in structures such as floors and walls must pay attention to fireproofing and sound insulation requirements. Structural design work must necessarily be carried out by consulting units with high professional capabilities, where the lead structural engineer must be experienced.

Extreme caution must be exercised when using prefabricated structures; comparative plans must be prepared before selection to ensure the ability to withstand special loads, the lifespan of connections, and the economic efficiency of the chosen plan.

- Mechanical and electrical equipment: The mechanical and electrical systems in high-rise buildings are critical components requiring high reliability and safety. Usage instructions must be provided and regularly inspected. Vertical transportation systems must meet usage requirements, have regular maintenance schedules, and consider serving individuals with disabilities, the elderly, and special usage situations (rescue operations, stretcher transport, etc.). Electrical systems must be designed using materials that ensure safe operation, considering increased load due to usage needs.

- Fire prevention and lightning protection: High-rise residential buildings must strictly adhere to fire prevention regulations. In addition to fire suppression methods using foam extinguishers and fire alarm systems, emergency evacuation stairs meeting technical requirements must be ensured. Guidelines for safe gas handling, transportation, storage, and usage during cooking must be established. Lightning protection designs must be approved by competent authorities.

- Environment: Besides ensuring microclimate comfort within each apartment, high-rise residential buildings must ensure environmental safety for the entire area. High-rise residential buildings need wastewater treatment systems, solid waste collection, and transportation. Project owners must pay attention to the surrounding landscape environment (flower gardens, trees, etc.).

3. Owners and managers of high-rise residential buildings must promote and disseminate quality management regulations for each household, requiring each household to take responsibilityfor ensuring overall safety and having the duty to identify signs of safety breaches in the building to alert responsible persons for resolution. Owners or managers of high-rise residential buildings must proactively inspect to detect violations affecting building safety, promptly address damages, and report major damages to competent authorities for resolution in a timely manner. or the management subject using the apartment building must proactively inspect to detect violations affecting the safety of the construction, promptly address damages, and immediately report major damages to the competent authority for resolution. for high-rise apartment buildings, submit new or supplementary amendments to current regulations to the Minister of Construction for issuance, ensuring safety during the operation and use of high-rise apartment buildings./.

4. Assign the State Administration for Quality Control of Construction Projects to take the lead in coordinating with the Housing Management Bureau, the Survey and Design Management Department, and the Science and Technology Department to actively inspect, compile, and propose regulatory documents and policies related to the quality of high-rise residential buildings to the Minister of Construction for issuance or supplementation and adjustment of current regulations, to ensure safety during the exploitation and use of high-rise residential buildings./.high-rise residents submit to the Minister of Construction for issuance or supplementation and adjustment of current regulations to ensure safety during the operation and use of high-rise apartment buildings. ./
