RESOLUTION
The first session of the XIth National Assembly.
THE NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIETNAM
Pursuant to Article 84 of the Constitution of the Socialist Republic of Vietnam in 1992, as amended and supplemented by Resolution No. 51/2001/QH10 dated December 25, 2001 of the Xth National Assembly, tenth session;
On the basis of considering the report on the results of the election of members of the XIth National Assembly by the Election Council; the consolidated report on opinions and suggestions of voters at meetings with candidates for members of the XIth National Assembly by the Central Committee of the Vietnam Fatherland Front; the results of the election and approval of high-ranking personnel of the state apparatus; the supplementary report on the implementation of the plan and state budget in 2001 and the performance of tasks and plans for the first six months of 2002 by the Government and the opinions of National Assembly deputies;
RESOLUTION:
1. The National Assembly highly commends the results of the election of members of the XIth National Assembly held on May 19, 2002. The election achieved a great victory, ensuring democracy, legality, safety, economy, with voter turnout reaching 99.73%, the highest ever. 498 National Assembly deputies were elected to represent various strata of the people, ethnic groups, religions, and social sectors, vividly reflecting the tradition of the great national solidarity of our nation. The National Assembly has confirmed the status of deputies of the 498 persons who won in the election of members of the XIth National Assembly.
The success of the election shows that the political awareness, civic responsibility, level of public education, and democratic activities of various strata of the people have reached a new height. This result demonstrates the deep connection and trust of various strata of the people in the Party's reform policy, the State, and the superiority of our system; it affirms that the people have great confidence in the National Assembly, highly value its role, and hope that the National Assembly will continue to innovate, enhance the effectiveness of its operations, and meet the requirements of the new period of development.
The National Assembly warmly commends the compatriots and soldiers across the country, the Vietnam Fatherland Front, people's mass organizations, social organizations, state agencies, the people's armed forces, and election management organizations for their practical actions that contributed significantly to the great success of the election of members of the XIth National Assembly.
2. The National Assembly welcomes, acknowledges, and highly commends the opinions and suggestions of voters nationwide at meetings between voters and candidates for members of the XIth National Assembly. These are valuable and practical contributions, reflecting the enthusiasm of voters for the cause of reform and national development.
Voters have highly appreciated the activities of the Xth National Assembly; they also suggest that the XIth National Assembly continue to innovate, improve the quality of legislative work, enhance the effectiveness of supreme oversight, including addressing urgent issues in economic and social fields; national defense and security; administrative reform; combating waste, corruption, smuggling; preventing and combating drug abuse and other social evils. Voters request that National Assembly deputies fulfill their action programs and promises before voters; maintain close ties with voters; frequently contact, understand their aspirations and listen to their opinions and suggestions to faithfully reflect them to the National Assembly and relevant state agencies. Each National Assembly deputy must always be exemplary, have firm political resolve, resolutely combat negative phenomena, wholeheartedly protect the interests of the State and the legitimate rights of the people, complete their tasks well, and be worthy representatives of the people.
The National Assembly requests the National Assembly's agencies, the Government, the Supreme People's Court, the Supreme People's Procuracy, the Central Committee of the Vietnam Fatherland Front, relevant agencies and organizations, levels, and sectors to seriously study and adopt the opinions of voters according to their functions and responsibilities; promptly address the legitimate suggestions of voters, especially urgent issues of concern to the people, and report the results of resolution to the National Assembly at future sessions.
3. The National Assembly expresses high agreement with the important speech of the General Secretary of the Central Committee of the Communist Party of Vietnam at the opening session of this meeting. These are the Party's viewpoints and guiding thoughts on continuing to promote the people's right to mastery, building a socialist rule-of-law state in the new era, serving as a guide for the National Assembly's activities throughout the term, aimed at improving the quality and effectiveness of legislative functions, supreme oversight, and decision-making on major national issues. The National Assembly pledges to unite around the Central Committee of the Party to strive to fulfill its duties and powers as prescribed by the Constitution and laws.
4. With a sense of responsibility towards the people and with high consensus, the National Assembly has exercised democracy and wisely selected those who meet the criteria to be elected and approved for important positions in the state apparatus. This result continues the process of organizational and operational innovation, building a clean, strong state apparatus that truly belongs to, is run by, and serves the people.
The National Assembly respectfully acknowledges the statements of the President, Chairman of the National Assembly, and Prime Minister when assuming their responsibilities entrusted by the Party, State, and people. The National Assembly trusts that, in their respective positions, they will fulfill their tasks well and be worthy of the trust of the Party, the National Assembly, and the people.
The National Assembly welcomes and agrees with the direction of the Government's action program presented by the Prime Minister. With their own efforts, the supervision of the people, and the close cooperation and coordination of state agencies, the Vietnam Fatherland Front, and people's organizations, the Government will accomplish its tasks in the new term.
The National Assembly believes that in performing their duties and powers, the senior State leaders will continue to uphold the spirit of thrift, honesty, fairness, and impartiality, as taught by the Beloved President Ho Chi Minh.
5. The National Assembly agrees with the Government's supplementary report on the implementation of the socio-economic development plan and the state budget for 2001, the performance of tasks, plans, and the state budget for the first six months of 2002, and notes that:
In the first six months of 2002, despite having to face significant difficulties both domestically and internationally, thanks to the efforts of the entire Party, people, and military, as well as all sectors and levels, the national economy maintained a relatively high growth rate; some weaknesses and deficiencies in the economy are gradually being addressed; the economic structure has made notable changes; mobilization of investment capital and state revenue has been satisfactory; several social areas have shown positive progress; public order and social security have been maintained; national defense and security have been consolidated; foreign relations have continued to expand.
Alongside these achievements, the socio-economic situation still intertwines with some weaknesses and deficiencies. The competitiveness of the economy remains low, structural changes within each industry and region are slow. Production costs in some industries remain high. Management of basic construction investment is not strict enough, and the quality of many projects is low. Agricultural product prices are low, and some agricultural products are difficult to sell. Although industrial production has achieved the expected growth rate, its efficiency has not been high. Export turnover has decreased compared to the same period last year and is still lower than the planned target. Smuggling, commercial fraud, and corruption continue to be complex issues. Social areas have made progress but still have many worrying shortcomings; complaints and denunciations have not decreased. Traffic accidents are trending upwards. Organized crime and social evils such as drug abuse, prostitution, and gambling remain serious problems affecting public order and social security.
Based on the implementation of socio-economic tasks and the state budget for the first six months of 2002, the National Assembly requests the Government and relevant state agencies to study and incorporate the opinions and contributions of National Assembly deputies, focusing on directing the implementation of strong measures to achieve the highest possible results for socio-economic targets and the state budget for 2002 as approved by the Resolution of the tenth session of the National Assembly. Special attention should be given to measures to boost production and business; remove obstacles to achieve the highest export turnover; proactively prevent and combat natural disasters to minimize losses; ensure state budget revenues and expenditures, and effectively implement comprehensive measures to combat smuggling, waste, corruption, social evils, and traffic accidents.
6. The National Assembly requests the agencies of the National Assembly to closely cooperate with relevant agencies and organizations, based on summarizing practical experiences, to promptly identify pressing issues and prepare a legislative program and a supervision program for the eleventh session of the National Assembly with high feasibility. In the short term, continue implementing the Resolution of the tenth session of the National Assembly on the legislative program for 2002, and promptly prepare draft laws and ordinances for submission to the National Assembly and the Standing Committee of the National Assembly for consideration and decision in the near future.
The draft Law on the State Budget (Amended) will continue to be refined for approval at the second session. The allocation of the central budget for 2003 will be carried out according to the current provisions of the Law on the State Budget.
7. The agencies of the National Assembly, the Government, and relevant agencies shall proactively implement this Resolution according to their respective duties and powers.
The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, and the National Assembly deputies shall closely monitor the implementation of the National Assembly's Resolutions.
The Vietnam Fatherland Front and its member organizations shall encourage all strata of the people to conscientiously implement the National Assembly's Resolutions.
The National Assembly calls upon compatriots and soldiers throughout the country, as well as overseas Vietnamese, to uphold the spirit of patriotism, unite with determination, rely on self-reliance, thrift, and hard work to build the nation, successfully fulfill the 2002 tasks, accelerate industrialization and modernization, and strive towards the goal of a wealthy people, a strong country, a fair, democratic, civilized society, and steady progress towards socialism.
This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam at its eleventh session, first meeting, on August 12, 2002./.
