DIRECTIVE OF THE MINISTER OF FINANCE
Regarding the continued renewal and further promotion of the patriotic emulation movement,
striving to complete the state financial and budgetary tasks for the two-year period 2004-2005 and the five-year period 2001-2005.

In the past six months, implementing Directive No. 02/2004/CT-BTC dated February 4, 2004 of the Minister of Finance on continuing to promote the patriotic emulation movement, practical achievements have been made to celebrate the 60th anniversary of the establishment of the sector and the Second National Patriotic Emulation Congress during the period of renewal in the finance sector. All units within the sector have launched a new wave of patriotic emulation with a revolutionary spirit, effectively and efficiently. To fully leverage these results achieved, while practically implementing Directive No. 39-CT/TW dated May 21, 2004 of the Politburo on continuing to renew and promote the patriotic emulation movement, discovering, nurturing, summarizing, and promoting exemplary models; Directive No. 31/2004/CT-TTg dated September 8, 2004 of the Prime Minister on launching a special emulation campaign until the end of 2005 to achieve the five-year socio-economic development plan (2001-2005), and celebrating major holidays in the two-year period 2004-2005 and the Seventh National Patriotic Emulation Congress, the Minister of Finance requests the heads of all units and organizations throughout the sector to focus intensely on directing the implementation of the following specific tasks:
1/ The entire sector and each unit need to continue studying and comprehending the content of renewing the work of emulation and commendation according to President Ho Chi Minh's thoughts on patriotic emulation, the spirit of Directive No. 35 CT/TW dated June 3, 1998, Directive No. 39-CT/TW dated May 21, 2004 of the Politburo; Directive No. 31/2004/CT-TTg dated September 8, 2004 of the Prime Minister, and the guidance spirit of the Central Steering Committee for Emulation and Commendation, the Party Leadership, and the leadership of the Ministry of Finance. On this basis, encourage and motivate everyone in the unit to agree and respond enthusiastically, actively participating in the patriotic emulation movement, considering this as their responsibility, duty, and right.
2/ Focus intensely on achieving success in the six areas of emulation and ten measures specifically outlined in Directive No. 02/2004/CT-BTC of the Minister of Finance, with the common goal of concentrating efforts to successfully complete the political tasks assigned by the Party and State to the sector and each unit in the years 2004 and 2005, contributing to the successful implementation of the five-year socio-economic development goals (2001-2005) set forth in the Ninth National Party Congress Resolution, and celebrating major national anniversaries and the 60th anniversary of the establishment of the Vietnamese Finance Sector (August 28, 1945 - August 28, 2005).
The general slogan for the emulation campaign from now until the end of 2005 is: "Finance sector cadres, civil servants, and employees enthusiastically promote the patriotic emulation movement, determined to successfully accomplish all state financial and budgetary targets assigned for the 2001-2005 period." Among these, particular emphasis should be placed on completing key tasks such as: Continuously reforming fiscal policies fundamentally to create an attractive and transparent environment for investment, fully mobilizing domestic and foreign resources for development; striving to exceed annual state budget revenue targets, ensuring adequate funding for state management activities, national defense, and security; fundamentally reforming corporate financial mechanisms and policies, strongly promoting diversification of ownership forms in state-owned enterprises; implementing many measures to make breakthroughs in capital market development, securities market, and financial service market; strengthening financial, budgetary inspection, supervision, contributing to thrift, combating waste, corruption, and fraud in economic management; accelerating administrative reform, quickly modernizing, building civilized offices, improving service quality for businesses and the people.
3/ Continue to genuinely renew the quality of the emulation movement, strengthen measures for guidance, urging, inspection, promptly identifying and planning to nurture, develop, and widely promote many exemplary models and good deeds for everyone in the unit and throughout the sector to learn from and emulate.
During the organization of the emulation movement, emulation forms must be highly practical, closely linked to the specific political tasks assigned to the unit and the sector at different times, based on ensuring economy, avoiding ostentatious formalism, and achieving high quality and effectiveness.
Closely link the work of emulation with the work of commendation. Reports recommending commendations must be based on the summary and conclusion of the emulation movement; places that do not launch or organize emulation movements will not be considered for commendation. The process of commending must be carried out openly, democratically, timely, and accurately, ensuring that commendations are given to the correct recipients and achievements to enhance the exemplary role and educational value in the work of emulation and commendation at agencies and units.
4/ Achieve high quality and effectiveness in the content and program of preparations for the 60th anniversary of the establishment of the sector and major national anniversaries in 2005, focusing intensely on completing projects and programs approved by the Party Leadership and the leadership of the Ministry of Finance to ensure the successful holding of the Emulation Congress and the 60th Anniversary Celebration of the Finance Sector, contributing to the overall activities of the Party and State. During the organization of anniversaries, emulation campaigns, sports events, cultural and artistic activities, and the reception of emulation awards, strict thrift must be practiced, avoiding ostentation and formalism, and wasteful spending.
5/ Units must conduct mid-term reviews, final summaries, and organize competitive meetings at all levels according to the schedule prescribed by the Ministry of Finance to assess achievements, shortcomings, and set new goals and contents for competitive activities aimed at successfully implementing the competition goals and contents proposed for the two-year period of 2004-2005.
It is necessary to focus on proposing rewards from higher authorities for collectives and individuals who actively participate in the competitive movement, excellently complete assigned political tasks, have many innovative ideas, improvements, and effectively contribute to building clean and strong units, with a spirit of struggle to maintain internal unity, or those who act honestly and courageously in fighting violations of discipline within the sector, unit, and state laws.
The selection and proposal for rewarding commendation titles must ensure compliance with the prescribed procedures, file formalities, and timeframes.
6/ Units need to closely coordinate with news agencies and media both inside and outside the sector to effectively carry out information dissemination and propaganda about the nationwide patriotic competitive movement and the unit, introducing exemplary models and good deeds appearing in the competitive movement for people to learn from and emulate.
7/ Continue to consolidate and improve the Competition and Reward Council of the agency, unit, and advisory machinery for the Competition and Reward Council to be consistent with the Competition and Reward work in the new phase and the Law on Competition and Reward, ensuring the requirements for reforming the Competition and Reward work as stipulated by the Politburo.
8/ Take advantage of the leadership and guidance of the Party Committee and administrative bodies, and the coordination of all levels, sectors, and social organizations in organizing the competitive movement to achieve high effectiveness in the Competition and Reward work of the unit.
Upon receipt of this Directive, heads of units in the sector must organize its thorough implementation down to each cadre, civil servant, and officer, and develop plans to fully and effectively implement the specific contents prescribed in the Directive.
Entrust the Standing Body of the Competition and Reward Council of the Ministry of Finance to oversee, urge, inspect the implementation of the Directive, and compile the overall results of the entire sector.
