Regarding the issuance of the "Program for the Conservation of Biological Diversity in the Central Truong Son Ecological Region for the Period 2004-2020"

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to the Law on Forest Protection and Development dated August 12, 1991;

Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decision No. 192/2003/QĐ-TTg dated September 17, 2003 of the Prime Minister approving the Strategy for Managing the System of Protected Areas in Vietnam until 2010;

Based on Document No. 81/CP-NN of the Government signed by Deputy Prime Minister Nguyen Tan Dung on January 9, 2004 regarding the approval of the "Program for the Conservation of Biological Diversity in the Central Truong Son Region for the Period 2004-2020";

Considering the proposal of the Director of the Forest Protection Department at Document No.: 174/TTr/KL-BTTT dated March 15, 2004,

DECISION:

Article 1. Issuing the Program for the Conservation of Biological Diversity in the Central Truong Son Ecological Region for the Period 2004-2020 with the main contents as follows:

I. OBJECTIVES OF THE PROGRAM:

1. Long-term objectives:

To employ comprehensive measures to manage, protect, and restore natural resources and biological diversity in the Central Truong Son Region sustainably during the process of industrialization and modernization of the country, contributing to raising awareness about conservation, enhancing management capacity, and improving the living standards of local communities.

2. Specific Objectives:

a) To conserve the significant values of biological diversity in the Central Truong Son Region, restore and use them sustainably for the benefit of people in the Central Truong Son Region and Vietnam as a whole, thereby contributing to national and international conservation efforts.

b) To enhance the understanding and sense of responsibility of relevant organizations, individuals, and local communities in the Central Truong Son Region towards managing, protecting, and restoring ecosystems in the region.

c) The legal system, policies, institutions, and specific regulations will gradually be established and implemented to strengthen the management, protection, and restoration of natural resources in the priority Central Truong Son Region. All programs and projects implemented in the region will prioritize biodiversity conservation and not conflict with laws on conservation.

d) The capacity and skills of the workforce responsible for managing, protecting, and restoring natural ecosystems in the Central Truong Son Region will be improved and enhanced.

e) Natural resources and biological diversity in the Central Truong Son Region will be managed sustainably and used appropriately to improve the livelihoods of local people, contribute to poverty reduction, and meet socio-economic development needs.

II. SCOPE OF IMPLEMENTATION OF THE PROGRAM:

The scope of implementation of the Program for the Conservation of Biological Diversity in the Central Truong Son Region for the Period 2004-2020 will cover the administrative boundaries of six provinces: Quang Tri, Thua Thien Hue, Quang Nam, Kon Tum, Gia Lai, Binh Dinh, and Da Nang City within the Central Truong Son Region.

III. PRINCIPLES AND METHODS OF IMPLEMENTATION:

1. Assessing the current status and value of biological diversity and socio-economic conditions in the Central Truong Son Region,

2. Prioritizing issues and areas with high potential for biological diversity that are currently endangered but have not been adequately invested in,

3. Enhancing management capacity for conservation,

4. Ensuring contributions to poverty reduction and improving the living standards of local communities,

5. Establishing and effectively managing a network of protected areas, strengthening conservation efforts for habitats and species in the priority region.

6. Each province in the Central Truong Son Region will develop a strategic environmental framework to guide appropriate interventions in the development process and land-use planning decisions.

7. The State budget and policy decisions will be based on an understanding of the socio-economic value of biological diversity. The forest protection forces in the Central Truong Son Region will be strengthened through specialized training and equipment.

IV. CONTENTS OF PROGRAM IMPLEMENTATION

1. On conservation:

Building and improving the system of protected areas in the region. By 2015, an effective network of protected areas in the region will be established and managed through the preparation of feasible investment plans for existing and proposed protected areas (including buffer zones). Establishing and reinforcing management boards for special-use forests in the Central Truong Son Region. Strengthening the capacity of forest management and forest protection staff in protected areas to the necessary level. Defining and re-establishing the boundaries of protected areas and buffer zones on-site. Developing management plans for protected areas in the Central Truong Son Region consistent with conservation goals for each area. Establishing new protected areas in the Central Truong Son Region.

2. On raising awareness:

a) Implementing a broad-scale conservation education program in the priority Central Truong Son Region. By 2010, an effective conservation education and awareness-raising program will be widely disseminated throughout the region. Evaluating current conservation education activities and the potential for conservation education in the Central Truong Son Region. Establishing a network of conservation educators. Consulting on the drafting of a conservation education program for the Central Truong Son Region.

b) Mobilizing resources for conservation education in each province. By 2010, each province will mobilize available resources for conservation education. Utilizing and promoting existing sites in the region, such as Bach Ma and a wildlife rescue center in Da Nang, as educational centers.

c) Activities to raise awareness and educate decision-makers at the provincial level. Combining conservation education with government programs. By 2010, the effective conservation education activities of the Program will support large government programs related to conservation and poverty reduction in mountainous areas, such as the Forestry Support Program, Programs 661, 133, and 135.

3. On completing legal foundations

a) Establish a unified legal framework to implement the conservation strategy for each province within the Truong Son Central region. By 2010, all provinces in the Truong Son Central ecological region will have a legal framework on conservation, serving as a basis to guide the implementation of appropriate decisions and interventions in the development process and land use planning decisions.

b) Develop conservation plans and action plans for each province within the Truong Son Central region, integrated with each province's socio-economic development plans. By 2010, all provinces in the Truong Son Central ecological region will have comprehensive conservation plans that are fully developed and integrated with provincial socio-economic development plans.

c) Develop sustainable forest management policies and their implementation. By 2010, each province in the Truong Son Central region will have a provincial sustainable forest management plan (based on the classification of production forests, protective forests, or special-use forests) and will implement sustainable forest certification. Develop sustainable forest management models in small areas in experimental sites within the Truong Son Central region.

d) Support in establishing institutions to manage natural resources in the area and control illegal exploitation of natural resources and biodiversity. By 2010, natural resources will be managed effectively, bringing benefits to the provinces and local communities while maintaining social and environmental sustainability.

4. On enhancing capacity.

- Support training and equipment for the forest protection forces of the Truong Son Central provinces. By 2010, the forest protection forces in the region will be trained in specialized skills and equipped with technical tools. Train forest rangers' divisions in conservation biology and research techniques. Provide language training, particularly in English, culture, and ethnic minority languages. Train community work and conservation education. Train in wildlife law enforcement and monitoring. Publish field guides and training materials. Assess the needs of the provinces, organizational structure, motivation, and monitoring systems in each forest ranger division. Supply essential equipment to forest ranger divisions. Strengthen community-based conservation efforts in priority areas.

5. On economic development.

a) Ensure part of the local community's demand for forest resources to contribute to poverty reduction and improve the living standards of people in the region. By 2010, community-based management models and joint resource management between the people, state, and private sector will introduce new methods to combine biodiversity conservation with stable livelihood development.

b) Support rational allocation and management of forestry land. Support and develop forestry land allocation programs in the Truong Son Central region, in accordance with the spirit of national decentralized management policy. Consult the community when analyzing forest needs and spatial analysis. Develop evaluation and monitoring systems for management, conservation benefits, economics, and protection. Conduct field surveys of successful land allocation projects in other regions of Vietnam. Develop networks and regional models. Ensure organizational capacity to address local forest management.

c) Develop community-based resource protection and co-management models. By 2010, community-based cooperative management models for resources, forests, and species conservation will be established to achieve success in conservation efforts and benefit the people.

d) Develop eco-tourism to raise awareness about conservation and provide economic benefits to the community, attracting broad participation from various sectors in conservation efforts. By 2010, a comprehensive program for sustainable tourism development will be implemented to significantly contribute to biodiversity conservation, showcase the natural beauty of the Truong Son Central region, and create a suitable life for people.

e) Create conditions for local communities to develop new appropriate industries, as well as seek income-generating measures for them. By 2010, many conditions will be created for local communities to develop new industries compatible with conservation goals and increase people's income. Understand traditional industries of the locality. Identify industries compatible with conservation goals. Guide and create conditions for compatible industries to develop, providing legitimate income for local communities. Understand traditional industries of the locality. 12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentThe Forest Protection Department shall be the lead agency advising the Minister of Agriculture and Rural Development to coordinate with relevant ministries, sectors, and People's Committees of provinces within the Truong Son Central region to organize and implement this Program.

Units under the Ministry shall be responsible for coordinating with the Director of the Forest Protection Department to develop effective implementation plans at each stage, achieving the objectives and contents of the Program approved by the Minister.

Article 3. This Decision shall take effect fifteen days from the date of publication in the Official Gazette

Article 4. The Head of the Ministry's Office, the Director of the Forest Protection Department, heads of units under the Ministry, and People's Committees of seven related provinces and cities are responsible for implementing this Decision./.
