Concerning the establishment of the Fishery Quality Management Office,
Food Safety and Aquatic Animal Health Region 2

Pursuant to Decree No. 43/2003/NĐ-CP dated May 2, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Fisheries.
Pursuant to Decision No. 07/2003/QĐ-BTS dated August 5, 2003 of the Minister of Fisheries stipulating the functions, tasks, powers, and organizational structure of the Fish Inspection, Sanitation and Aquatic Animal Health Service Bureau;
Considering the proposal of the Director of the Fish Inspection, Sanitation and Aquatic Animal Health Service Bureau and the Head of the Cadre and Civil Servant Affairs Department;
DECISION:
Article 1: Establish the Fishery Quality Management Office, Food Safety and Aquatic Animal Health Region 2 (hereinafter referred to as the Fishery Quality and Aquatic Animal Health Office 2), under the Fish Inspection, Sanitation and Aquatic Animal Health Service Bureau, based on the additional assignment of tasks and renaming of the Da Nang Branch of Fish Quality Inspection and Sanitation.
The Fishery Quality Management Office, Food Safety and Aquatic Animal Health Region 2 has the international trade name "The National Fisheries Quality Assurance and Veterinary Directorate - Branch 2" abbreviated as "NAFIQAVED - Branch 2", with its headquarters at 31 Ngũ Hành Sơn Street, Ngũ Hành Sơn District, Da Nang City, having accounts at the treasury and banks, and seals in both Vietnamese and English for transactions.
Article 2: The Fishery Quality Management Office, Food Safety and Aquatic Animal Health Region 2 shall assist the Director of the Fish Inspection, Sanitation and Aquatic Animal Health Service Bureau in performing tasks related to quality management, food safety, and aquatic animal health within the provinces of Quang Binh, Quang Tri, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Gia Lai, and Kon Tum.
The specific tasks, powers, relationships, and organizational structure of the Fishery Quality Management Office, Food Safety and Aquatic Animal Health Region 2 shall be decided by the Minister of Fisheries upon the proposal of the Director of the Fish Inspection, Sanitation and Aquatic Animal Health Service Bureau.
Article 3: The Fishery Quality Management Office, Food Safety and Aquatic Animal Health Region 2 shall have one General Director responsible for overall management and not more than two Deputy Directors assisting. The General Director of the Fishery Quality Management Office, Food Safety and Aquatic Animal Health Region 2 shall be appointed by the Minister of Fisheries upon the proposal of the Director of the Fish Inspection, Sanitation and Aquatic Animal Health Service Bureau. The Deputy Directors of the Fishery Quality Management Office, Food Safety and Aquatic Animal Health Region 2 shall be appointed by the Director of the Fish Inspection, Sanitation and Aquatic Animal Health Service Bureau upon the proposal of the General Director of the Fishery Quality Management Office, Food Safety and Aquatic Animal Health Region 2, after obtaining the agreement of the Ministry of Fisheries.
In addition to the number of staff positions funded by the State budget, the Fishery Quality Management Office, Food Safety and Aquatic Animal Health Region 2 may recruit contractual employees from the revenue generated from fees, charges, and technical services according to the provisions of the law. The quota of civil servants and contractual employees of the Office shall be allocated by the Director of the Fish Inspection, Sanitation and Aquatic Animal Health Service Bureau after obtaining the approval of the Ministry of Fisheries.
Article 4: This Decision shall take effect fifteen days after its publication in the Official Gazette, replacing Decision No. 613 QĐ/TCCB-LĐ dated August 1, 1995 of the Minister of Fisheries.
Article 5: The Heads of the Office of the Minister, the heads of all Departments and Bureaus, the Inspector General of the Ministry, the Director of the Fish Inspection, Sanitation and Aquatic Animal Health Service Bureau, and the General Director of the Fishery Quality Management Office, Food Safety and Aquatic Animal Health Region 2 are responsible for implementing this Decision.
