THE MINISTER OF POSTS AND TELECOMMUNICATIONS
Pursuant to Decree No. 86/2002/ND-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
On the basis of Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
At the proposal of the Director of the Cadre and Civil Servant Department and the Director of the Information Center,
DECISION:
Article 1. The Information Center is an entity under the Ministry of Posts and Telecommunications, responsible for organizing and managing uniformly the activities related to information and materials on postal services, telecommunications, information technology, electronics, Internet, broadcasting, radio frequencies, and national information infrastructure (hereinafter referred to collectively as postal services, telecommunications, and information technology); organizing and managing computer networks and implementing programs for applying information technology and automating administrative management of the Ministry.
Article 2. The Information Center has the following tasks and powers:
1. Organizing the development, submitting to the Minister for approval, and implementing plans for information activities and materials on postal services, telecommunications, and information technology; applying information technology and developing computer networks of the Ministry.
2. Taking the lead and coordinating with units within the Ministry to publicize, explain, and respond to public inquiries regarding issues related to state management activities concerning postal services, telecommunications, and information technology.
3. Organizing and coordinating with relevant agencies and enterprises to collect, manage, and provide information on postal services, telecommunications, and information technology to serve the management and operational activities of the Ministry.
4. Organizing the development and management of the Ministry's information database, providing information related to the management of postal services, telecommunications, and information technology according to the provisions of the law.
5. Organizing or participating in organizing seminars, conferences, press conferences, exhibitions on postal services, telecommunications, and information technology; organizing filming, photography, and reporting on the activities of the Ministry according to the regulations of the Minister.
6. Implementing the publication of informational publications on postal services, telecommunications, and information technology according to the provisions of the law and the regulations of the Minister.
7. Organizing the development, management, exploitation, and maintenance of computer networks. Organizing the management, exploitation, and maintenance of the data integration center. Implementing programs for applying information technology and automating administrative management of the state in the activities of the Ministry.
8. Developing, managing, and exploiting information services to develop the Ministry of Posts and Telecommunications's electronic website (Ministry Website) according to the regulations of the Ministry.
9. Implementing consulting, designing, supplying, and developing information technology products according to the provisions of the law.
10. Participating in appraising information technology application projects within the scope of the Ministry according to the regulations of the Minister.
11. Organizing and coordinating the implementation of training and professional development programs on information, materials, and information technology applications according to the regulations of the Ministry.
12. Organizing and coordinating the implementation of cooperation and linkage programs with organizations and individuals both domestically and internationally in the field of work of the Information Center according to the assignment of the Minister.
13. Being authorized to develop activities related to the functions and tasks of the Information Center; creating additional sources of funding to expand the scope and scale of activities in accordance with the functions and tasks of the Center according to the provisions of the law and the Ministry of Posts and Telecommunications.
14. Managing organization, civil servants, staff, assets, files, and materials of the Center according to the provisions of the law and the delegation of the Minister.
15. Performing other tasks assigned by the Minister.
Article 3: Organization and staffing of the Information Center:
1. Leadership of the Center.
The Information Center is headed by a Director, who has Deputy Directors and an assisting apparatus.
The Director is responsible before the Minister and the law for performing the functions, tasks, powers, and organizational structure stipulated in this Decision.
The Deputy Director assists the Director and is responsible before the Director for the assigned tasks.
2. The organizational structure of the Center includes:
- Planning and Synthesis Department;
- Finance and Accounting Department;
- Information Department;
- Computer Science Department;
- Branch in Ho Chi Minh City;
- Branch in Da Nang City.
The Information Center is provided with funds and staffing quotas by the Ministry of Posts and Telecommunications for its operations; the staffing of officials and civil servants of the Center is established by the Director and submitted to the Minister for decision.
The functions, tasks, powers, and working relationships between departments and branches are defined by the Director.
Article 4. The Information Center is a public service entity with legal personality, having its own seal and separate account according to the provisions of the law; its main office is located in Hanoi.
The branch in Ho Chi Minh City and the branch in Da Nang City have seals and accounts as prescribed by law.
Article 5. This Decision takes effect fifteen days after its publication in the Official Gazette and replaces Decision No. 36/2003/QĐ-BBCVT dated March 12, 2003, of the Minister of Posts and Telecommunications.
Article 6. The Head of the Office, the Director of the Cadre and Civil Servant Department, the Director of the Information Center, and the Heads of units under the Ministry of Posts and Telecommunications are responsible for implementing this Decision./.
