Issuing the Civil Aviation Security Program of Vietnam

MINISTER OF TRANSPORT

Pursuant to the Civil Aviation Law of Vietnam dated June 29, 2006;

Pursuant to the Government's Decree No. 34/2003/NĐ-CP dated April 4, 2003, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

Based on the proposal of the Director of the Transport Department and the Director General of the Civil Aviation Authority of Vietnam.

DECISION:

Article 1. This Decision promulgates the "Civil Aviation Security Program of Vietnam" attached hereto.

Article 2. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

Repeal the following Circulars and Decisions:

- Decision No. 1539/CAAV dated August 5, 1996, issued by the Director General of the Civil Aviation Authority of Vietnam, promulgating regulations on management, equipping, and preservation of military weapons in the civil aviation sector;

- Decision No. 1921/CAAV dated September 9, 1996, issued by the Director General of the Civil Aviation Authority of Vietnam, promulgating the Civil Aviation Security Regulations in restricted areas;

- Decision No. 07/1999/QĐ-CHK dated March 29, 1999, issued by the Director General of the Civil Aviation Authority of Vietnam, promulgating regulations on security training certificates for civil aviation;

- Decision No. 15/1999/QĐ-CHK dated May 22, 1999, issued by the Director General of the Civil Aviation Authority of Vietnam, promulgating regulations on security inspection and supervision at civil airports;

- Circular No. 65/1999/TT-CHK dated December 27, 1999, issued by the Director General of the Civil Aviation Authority of Vietnam, guiding the implementation of weapon and auxiliary tool equipping, management, use, and preservation in the civil aviation sector;

- Decision No. 04/2004/QĐ-BGTVT dated March 19, 2004, issued by the Minister of Transport, promulgating the Civil Aviation Security Program of Vietnam;

- Decision No. 20/2004/QĐ-BGTVT dated October 28, 2004, issued by the Minister of Transport, regarding passenger documents for civil aircraft;

- Decision No. 46/2005/QĐ-BGTVT dated September 23, 2005, issued by the Minister of Transport, stipulating the uniform for civil aviation security forces;

- Decision No. 62/2005/QĐ-BGTVT dated November 30, 2005, issued by the Minister of Transport, stipulating the security control cards and permits used in restricted areas of civil airports.

Article 3. The Heads of the Ministry's Office, the Inspectorate, the Directors of Departments under the Ministry, the Director General of the Civil Aviation Authority of Vietnam, the Heads of agencies, organizations, and individuals concerned are responsible for implementing this Decision./.
