DECISION OF THE MINISTER OF TRANSPORTATION

Issuing regulations on uniforms for aviation security forces

 

Pursuant to the proposal of the Director of the Legal Department, the Director of the Vietnam Maritime Administration, and the Director of the Vietnam Ship Survey Bureau,

 

Pursuant to the Civil Aviation Law of Vietnam dated December 26, 1991 and the Law Amending and Supplementing Certain Provisions of the Civil Aviation Law of Vietnam dated April 20, 1995;

Pursuant to Decree No. 34/2003/NĐ-CP dated April 4, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

Pursuant to Decree No. 11/2000/NĐ-CP dated May 3, 2000 of the Government promulgating the Civil Aviation Security Assurance Regulations;

At the proposal of the Director of the Cadre and Personnel Department and the Director of the Civil Aviation Administration,

 

DECISION:

 

Article 1. Issued together with this Decision are "Regulations on Uniforms for Aviation Security Forces".

Article 2. This Decision takes effect from January 1, 2006. All previous provisions contrary to this Decision are hereby abolished.

Article 3. The Heads of the Ministry's Office, Department Heads under the Ministry, Head of the Ministry's Inspectorate, Director of the Civil Aviation Authority of Vietnam, Heads of agencies and units, and individuals concerned shall be responsible for implementing this Decision./.

 

REGULATIONS

 

On uniforms for aviation security forces

(Issued together with Decision No. 46/2005/QĐ-BGTVT dated September 23, 2005)

of the Ministry of Transport)

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

Article 1. This Decision stipulates the uniforms for aviation security forces at civil airports within the Vietnamese Civil Aviation sector (hereinafter referred to as aviation security forces).

Article 2. This Decision applies to organizations, entities, and individuals belonging to aviation security forces and other organizations, entities, and individuals related to aviation security forces.

Article 2. General Principles

Clause 1. When performing duties, aviation security officers and staff at civil airports from the level of specialist and below must wear uniforms in accordance with the provisions of this Decision.

Clause 2. The uniforms of aviation security forces must comply with the style specified in this Decision, have good quality, durability, and appearance, and the products must have clear origins. Aviation security officers and staff must take responsibility for maintaining and preserving their uniforms, not allowing them to be lost, damaged, or wrinkled during use.

Clause 3. When no longer serving in aviation security forces or being disciplined with the measure of forced resignation, aviation security officers and staff must return the issued uniforms to their unit. Unit heads directly managing aviation security officers and staff are responsible for recovering the issued uniforms. Strictly prohibited is lending, transferring, or selling uniforms by aviation security officers and staff.

Chapter II

UNIFORMS FOR AVIATION SECURITY FORCES

Article 3. Aviation Security Emblem

Point 1. The aviation security emblem is attached in the center, front part of the peaked cap or soft cap.

Point 2. The aviation security emblem is a continuous block made of gold-plated alloy measuring 6.5 cm wide and 5.3 cm high.

Point 3. Details of the aviation security emblem: the outer side has two pine branches surrounding a circle with a diameter of 3.5 cm, inside the circle are two yellow rice ears representing the logo of the Vietnamese Civil Aviation sector, at the end of the rice ears are half wheels and the letters "ANHK", the background of the circle is sky blue.

Article 4. Aviation Security Symbol

Point 1. The aviation security symbol is attached on the left sleeve, 5 cm above the shoulder seam and offset 1 cm forward from the sleeve seam.

Point 2. The aviation security symbol is a shield-shaped emblem with a base color of green, measuring 9 cm high and 7 cm wide, surrounded by a thick golden border 0.2 cm wide, above which is the text "VIETNAM CIVIL AVIATION AUTHORITY" in yellow, below the text is the logo of the Vietnamese Civil Aviation sector, followed by the words "AN NINH" and "SECURITY" in yellow, below which are two yellow rice ears.

Article 5. Rank Badge

1. The background of the rank badge is the same color as the winter uniform fabric, shaped like a trapezoid with one sharp end tapering to a point, measuring 4.8cm wide x 3.5cm high, 12cm long, with the sharp end slanting 1.5cm, and a 0.2cm gold-colored border around the shoulder strap.

2. The rank badge button is made of brass plated with a gold alloy, measuring 2cm wide, featuring a five-pointed star between two ears of rice, attached at the sharp end of the badge. Horizontal stripes or V-shaped stripes made of brass plated with a gold alloy are affixed at the bottom of the badge.

3. Rank badges are classified as follows:

a) Team Leader: 4 horizontal stripes;

b) Deputy Team Leader: 3 horizontal stripes;

c) Group Leader: 2 horizontal stripes;

d) Deputy Group Leader: 1 horizontal stripe;

đ) Specialist: 2 V-shaped stripes;

e) Staff Member: 1 V-shaped stripe.

4. The dimensions of the stripes and spacing on the rank badge:

a) The stripes on the rank badge are 0.6cm wide;

b) The stripes are spaced 0.4cm apart;

c) The distance from the edge of the badge to where the stripes are attached is 0.5cm.

Article 6. Emblem

The insignia attached to the collar lapel in the shape of a pine branch is made of brass plated with a gold alloy.

Article 7. Cap

1. The winter cap is the same color as the winter uniform fabric; it has a brim, crown, and cap top, with an aviation security emblem attached to the front of the cap, a leather chin strap above the brim, and a black plastic brim, with the cap strap being black.

2. The soft cap is a dark gray-green color, with an aviation security emblem attached to the front, a brim measuring 8.5cm long with five pleats, and mesh ear holes for ventilation.

Article 8. Tie and Tie Clip

The tie for the aviation security force is a medium-sized tie matching the winter uniform fabric color, with a gold tie clip bearing the letters "ANHK". Officers and staff members of aviation security must wear ties when wearing winter uniforms, except for mobile security forces.

Article 9. Belt and Tool Strap

1. The belt is black, 3cm wide, with a brass-plated gold alloy buckle, featuring the embossed letters "AN" intertwined on the rough surface above the buckle.

2. The tool strap is brown, 5cm wide, with a brass-plated gold alloy buckle, featuring the embossed letters "AN" intertwined on the rough surface above the buckle.

Article 10. Gloves and Socks

White gloves made of spandex fabric, reaching up to the wrist. Black socks made of fiber material.

Article 11. Leather Shoes

1. Leather shoes for the aviation security force (excluding mobile security forces):

a) For men: Black leather shoes with short heels, straight toe, soft soles;

b) For women: Black leather shoes with short heels, laceless, soft soles.

2. Leather shoes for mobile security forces: Black leather boots reaching mid-calf, with a solid sole.

Article 12. Coat (Winter Coat)

The coat is a dark gray-green color, tailored in a trench coat style, with two rows of buttons in front, the buttons being brass-plated gold alloy, 2.7cm wide, with eight buttons to fasten (six 2.7cm buttons for the coat, two 2.2cm buttons sewn onto the cuff straps), and shoulder straps with two loops for attaching the rank badge.

Article 13. Rain Pants and Raincoat

The rain pants and raincoat for the aviation security force are made of plastic-coated fabric, styled like a coat, in a faded green color, with a waistband and two rows of plastic buttons, featuring reflective gold letters "AN NINH HANG KHONG" on the left chest and back.

Article 14. Spring-Summer Uniform Colors and Styles for the Aviation Security Force (excluding Mobile Security Forces)

1. For Men:

a) Light gray short-sleeved shirt, standing collar with a collar tab, seven buttons (five for the shirt, two for the upper pocket), plastic buttons matching the shirt color, diameter 1.3cm, two chest pockets with flaps, pocket stitching with a middle strip, two loops on the shoulders for attaching the rank badge, shirt tails tucked into the pants;

b) Dark gray-green pants, with two diagonal pockets and one rear pocket, straight leg.

2. For Women:

a) Light gray short-sleeved shirt, turned-down collar, seven buttons (five for the shirt, two for the lower pocket), plastic buttons matching the shirt color, diameter 1.3cm, two pockets below, slightly diagonal flaps, two loops on the shoulders for attaching the rank badge, shirt tails not tucked into the pants;

b) Dark gray-green pants, with two diagonal pockets, straight leg.

Article 15. Color and style of autumn-winter pants and shirts for aviation security forces (excluding mobile security forces)

1. For Men:

Pants and shirts are dark heather color, shirt style with long sleeves and inner lining, front with four square flap pockets, shirt has eight buttons (six buttons 2.2 cm to fasten the shirt and lower pocket, two buttons 1.8 cm to fasten the upper pocket), buttons are brass plated with gold finish, rough surface, turned collar, shoulders have two straps for wearing insignia. Inside the autumn-winter trench coat, wear light-colored long-sleeved shirt and vest, matching the color of the autumn-winter pants and shirt; trousers have two diagonal pockets and one back pocket, straight leg.

2. For Women:

Pants and shirts are dark heather color, shirt style with long sleeves and inner lining, two flap pockets under the front, waist-tucked, turned collar, shoulders have two straps for wearing insignia, shirt has six buttons, buttons are brass plated with gold finish, rough surface (four buttons 2.2 cm to fasten the shirt and two buttons 2.2 cm to fasten the lower pocket). Inside the autumn-winter trench coat, wear light-colored long-sleeved shirt and vest, matching the color of the autumn-winter pants and shirt; trousers have two diagonal pockets, straight leg.

Article 16. Color and style of pants and shirts for mobile security forces

1. Shirt

Dark heather color, made in a long-sleeved bomber jacket style with a zipper, shirt has two chest box pockets measuring 14cm x 16cm, zipper from hem to collar with outer cover strip, hem has elastic, shoulders are double-layered with two straps for wearing insignia, shirt has shoulder pads, on the right sleeve there is one box pocket measuring 6cm x 9cm sewn 5cm away from the shoulder seam, on the left sleeve attach the aviation security emblem, elbow is double-layered

2. Pants

Dark heather color, wide with two rear box pockets, trouser hem buttoned, knees are double-layered, one box pocket measuring 15cm x 17cm sewn on the left side of the pant leg between the waistband and knee.

Article 17. Issuance of uniforms

1. First time:

a) One set of spring-summer or autumn-winter clothing, or one set of clothing for mobile security forces;

b) One coat (applicable to different airports);

c) One aviation security uniform, insignia, badge;

d) One pair of leather shoes, two pairs of socks and gloves;

đ) One kepi hat, tie, tie clip (except for mobile security forces) or one soft cap (for mobile security forces), one raincoat set, belt and tool strap.

2. Subsequent times:

a) Kepi hat: one every two years;

b) Soft cap: one every two years (for mobile security forces);

c) Spring-summer clothing: one set every year (for X-ray security forces), other forces one set every two years (except for mobile security forces);

d) Autumn-winter clothing: one set every two years (for X-ray security forces), other forces one set every year (except for mobile security forces);

đ) Mobile security force clothing: two sets every year;

e) Tie and tie clip: one every two years (except for mobile security forces);

g) Coat: one every two years (applicable to different airports);

h) Belt and tool strap: one every two years;

i) Leather shoes: one pair every year;

k) Socks and gloves: two pairs every year;

l) Raincoat: one set every year;

m) Aviation security insignia and badge on the collar can be replaced when damaged.

Chapter III

IMPLEMENTATION PROVISIONS

Article 18. Implementation Organization

The Civil Aviation Administration of Vietnam is responsible for implementing, inspecting, supervising the implementation of the Regulations on uniforms for aviation security forces and reporting to the Ministry of Transport.

Article 19. Amendment and supplementation

The Civil Aviation Authority of Vietnam shall be responsible for submitting to the Minister of Transport for amendment and supplementation of this Regulation when necessary./.
