CIRCULAR

Regulations on issuing and revoking registration certificates and license plates for various types of road motor vehicles

Pursuant to Article 54 of the Road Traffic Law dated November 13, 2008;

Pursuant to Decree No. 136/2003/NĐ-CP dated November 14, 2003, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;

The Ministry of Public Security hereby stipulates regulations on issuing and revoking registration certificates and license plates for various types of road motor vehicles as follows:

This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.

1. Scope and Applicability

1.1. This Circular regulates the issuance and revocation of registration certificates and license plates for various types of road motor vehicles including: automobiles; automobile trailers; tractors; semi-trailers or semi-trailers pulled by automobiles or tractors; two-wheeled motorcycles; three-wheeled motorcycles; motorbikes (including electric motorbikes) and similar types of vehicles (hereinafter referred to as "vehicles") owned by organizations and individuals both within and outside Vietnam with offices or residences within the territory of the Socialist Republic of Vietnam.

1.2. This Circular does not apply to vehicles of the Military used for national defense purposes.

2. Classification of Authorities Issuing and Revoking Registration Certificates and License Plates

2.1. Authorities Issuing Registration Certificates and License Plates:

2.1.1. The Highway Police Department - Railway organizes the issuance of registration certificates and license plates for automobiles of diplomatic missions, international organizations' representative offices, foreign individuals working in such agencies and organizations; certain central agencies (with attached list) and vehicles of the Ministry of Public Security.

In addition to the aforementioned vehicles, the Highway Police Department - Railway issues vehicle registrations upon request approved by the leadership of the Ministry of Public Security or the Director General of the Police General Corps.

2.1.2. Provincial Public Security Traffic Police Departments organize the issuance of registration certificates and license plates for automobiles, tractors; semi-trailers, semi-trailers of domestic and foreign organizations and individuals; military vehicles engaged in economic activities; motorcycles, motorbikes, and electric motorbikes of foreign organizations and individuals, joint ventures, and projects in their respective localities (excluding the entities specified in point 2.1.1 above).

2.1.3. County, District, City, and Town Public Security Departments (collectively referred to as County-level Public Security Departments) organize the issuance of registration certificates and license plates for motorcycles, motorbikes, and electric motorbikes of domestic organizations and individuals residing or having offices in counties, districts, cities, and towns (excluding the entities specified in points 2.1.1 and 2.1.2 above).

2.2. Authorities Revoking Registration Certificates and License Plates:

- The Highway Police Department - Railway.

- Provincial Public Security Traffic Police Departments (referred to as Traffic Police Departments).

- County-level Public Security Departments.

3. Time Limit for Completing Procedures for Issuing, Changing Registration Certificates and License Plates and Related Documents for Transfer, Change of Ownership, and Certificate of Revocation of Registration Certificates and License Plates

3.1. Upon receiving complete and compliant application files, the registration authority shall immediately issue license plates; issue registration certificates, files (in cases of transfer of ownership); certificate of revocation of registration certificates and license plates (in cases of revocation of registration certificates and license plates) or reissue registration certificates and license plates, with a maximum time limit of no more than three working days.

3.2. Temporary vehicle registration: After receiving complete and compliant application files, the registration authority shall issue temporary registration certificates and license plates on the same day.

4. Responsibilities of Authorities and Staff Involved in Issuing and Revoking Registration Certificates and License Plates

4.1. Registration authorities must comply with the provisions of this Circular and other relevant laws concerning vehicle registration and license plate issuance.

Any additional procedures for vehicle registration contrary to this Circular are strictly prohibited.

4.2. Staff receiving vehicle registration application files must check and compare the file with the vehicle; if they find the file complete and compliant with the prescribed procedures, they shall accept and process it; if the file does not meet the prescribed procedures, they must provide specific and detailed guidance to the vehicle owner once to supplement the file and bear responsibility for such guidance.

4.3. For new registration and license plate issuance applications; transfer, change, reissuance of registration certificates and license plates, or previously registered vehicle files stored at the registration authority and now handed over to the vehicle owner for self-management, registration staff must stamp the title "OWNER SELF-MANAGEMENT FILE" (model number 01 issued together with this Circular) across the pages of the documents handed over to the vehicle owner according to regulations.

5. Responsibilities of Vehicle Owners

5.1. Must have complete files as required and be responsible under the law for the legality of the files and vehicles submitted for registration.

5.2. Pay registration fees and license plate fees as prescribed.

5.3. Receive and keep the documents in the vehicle registration file returned by the registration authority and present them to competent authorities when requested or hand them over to the buyer or recipient of the vehicle.

5.4. When processing transfer of ownership, change of address; reissuance of registration certificates and license plates, the vehicle owner only needs to submit the documents specified in points 1, 2 of Part B and points 1.2, 1.3 of Part C of Item II of this Circular.

5.5. Strictly prohibit any acts of falsifying documents, tampering with engine numbers, or frame numbers for vehicle registration.

II. REGULATIONS ON VEHICLE REGISTRATION AND LICENSE PLATE ISSUANCE

Vehicle registration and license plate issuance work includes: registration and issuance of license plates; transfer of ownership and change of address; reissuance of registration certificates and license plates; temporary registration.

A. VEHICLE REGISTRATION AND LICENSE PLATE ISSUANCE PROCEDURES

The vehicle registration application file includes: Vehicle registration application form; owner's documents; vehicle documents, specifically:

1. Vehicle Registration Application Form

The vehicle owner must fill out the form according to the prescribed model (model number 02 attached to this Circular);

2. Owner's Documents

The vehicle owner must present one of the following documents:

2.1. The vehicle owner is a Vietnamese citizen:

- Identity card or passport (still valid). In cases where the age has not yet reached the age for identity card issuance or the place of residence in the identity card does not match the place of permanent residence in the registration application form, the household registration book must be presented.

- Military identification card, People's Public Security identification card, or certificates issued according to regulations of the Ministry of Public Security and the Ministry of National Defense, accompanied by a letter of introduction from the workplace unit.

- Student ID card of students studying full-time for two years or more at vocational schools, colleges, universities, and academies, accompanied by a letter of introduction from the school.

- The vehicle owner is a Vietnamese person residing abroad who has returned to live and work in Vietnam: Temporary residence registration book or household registration book and must present a valid passport or other travel document that can substitute for a passport.

2.2. The vehicle owner is a foreigner:

- Foreigners working at diplomatic missions, consular offices, or international organization representative offices: Valid diplomatic identification card or service identification card and an introduction letter from the State Protocol Agency or the Department of Foreign Affairs.

- Foreigners living and working in Vietnam: Valid passport or other travel document that can substitute for a passport, labor permit as prescribed by regulations, or an introduction letter from a Vietnamese organization or agency managing foreigners, or a permanent residency card or temporary residency card valid for one year or more as stipulated by law.

2.3. The vehicle owner is an organization or agency.

- Vietnamese organizations or agencies: An introduction letter accompanied by the identity card of the person registering the vehicle.

- Diplomatic missions, consular offices, and international organization representative offices: An introduction letter from the State Protocol Agency or the Department of Foreign Affairs clearly stating the name of the organization or agency, along with the personal identification document of the person registering the vehicle.

- Joint ventures, wholly foreign-owned enterprises, branch offices, foreign companies winning bids, non-governmental organizations: An introduction letter accompanied by the identity card of the person registering the vehicle (in cases where the organization does not have an introduction letter, it must provide an introduction letter from a higher-level management agency).

2.4. A person authorized to register the vehicle must present their identity card and a power of attorney from the vehicle owner, certified by the People's Committee of the commune, ward, town, or the organization or unit where they work.

3. Vehicle documents

3.1. Proof of purchase, gift, donation, or inheritance of a vehicle:

Proof of purchase, gift, donation, or inheritance of a vehicle must include one of the following types of documents:

3.1.1. Decision on sale, gift, donation, or purchase and sale contract as prescribed by law.

3.1.2. Legal inheritance document as prescribed by law.

3.1.3. Sales invoice as prescribed by the Ministry of Finance (if the vehicle was sold through multiple organizations, agencies, or enterprises, only the original sales invoice issued by the final selling organization, agency, or enterprise needs to be provided when registering; if multiple vehicles share one invoice, it must be certified or photocopied).

For vehicles of enterprises or business establishments, there must be a value-added tax invoice, sales invoice, or self-printed invoice as prescribed by law; in cases of purchasing vehicles from liquidated administrative or public service agencies, there must be a sales invoice for liquidated assets; in cases of purchasing national reserve assets, there must be a sales invoice for national reserve assets.

3.1.4. For jointly owned vehicles being sold, gifted, or donated, all owners' signatures or a power of attorney for sale from each owner must be included.

3.1.5. For individual vehicles being sold, gifted, or donated, the document must be confirmed by the employer or have a notarized signature of the seller, giver, or donor as prescribed.

3.1.6. In cases where state-owned enterprise property is transferred, sold, leased, or managed under contract, the decision to give, sell, or lease must be made by the Minister; Chairman of the Provincial People's Committee; Board of Directors of the enterprise, accompanied by a purchase and sale contract and a list of assets handed over.

3.1.7. In cases where capital contribution in the form of a vehicle is made to a cooperative or organization, and when withdrawing such property from the cooperative or organization, the transfer document is a Record or Decision to return the vehicle accompanied by a value-added tax invoice (without the VAT tax line).

3.2. Proof of stamp duty on the vehicle:

3.2.1. Receipt for payment of stamp duty or a receipt for payment into the state budget (confirmed by the National Treasury); bank payment authorization for stamp duty according to the Ministry of Finance's regulations (if multiple vehicles share one stamp duty receipt, a notarized copy or certified copy must be provided for each vehicle).

3.2.2. Stamp duty declaration form.

In cases where the vehicle is exempt from stamp duty, only the stamp duty declaration form is required.

3.3. Proof of vehicle origin:

Each type of vehicle must have the following documents:

3.3.1. Imported vehicles:

3.3.1.1. Vehicles imported under commercial contracts, tax-exempt vehicles, special-purpose vehicles with a zero percent tariff rate, project aid vehicles, and other vehicles specified by the Ministry of Finance that must use an origin declaration form: Vehicle origin declaration form for imported cars and two-wheeled motorcycles as prescribed by the Ministry of Finance.

3.3.1.2. Vehicles imported under temporary importation and re-exportation rules for individuals entitled to diplomatic privileges and immunities as prescribed by law or under bilateral agreements between two states; vehicles of foreign experts implementing ODA programs in Vietnam, or Vietnamese persons residing abroad returning to work in Vietnam upon invitation: Import permit for vehicles issued by customs authorities.

3.3.1.3. Non-commercial imported vehicles, gifts, donations, or vehicles imported as movable assets, non-repayable aid, humanitarian aid:

- Non-commercial goods declaration form as prescribed by the Ministry of Finance.

- Receipt for export and import taxes; special consumption tax (if applicable) or treasury record of receipts and payments or payment receipt through the treasury or bank transfer or bank payment authorization clearly stating that the tax has been paid.

+ If there is no export and import tax receipt or special consumption tax receipt, a tax exemption decision or document granting tax exemption from the competent authority or a confirmation document for aid goods as prescribed by the Ministry of Finance must be provided.

+ For vehicles with a zero percent tax rate: Only the non-commercial goods declaration form as prescribed by the Ministry of Finance is required, which must include the vehicle brand, engine number, and chassis number.

3.3.1.4. For semi-trailers, semi-trailer trucks, tractors, and imported electric motorcycles: Certificate of quality, technical safety, and environmental protection for imported motor vehicles (for license plate registration) as prescribed by the Ministry of Transport. In cases where the Certificate of quality, technical safety, and environmental protection for imported motor vehicles does not include the brand name, the vehicle type section in the vehicle registration certificate must include the country of manufacture.

3.3.1.5. Special purpose vehicles rented from abroad:

- Rental contract;

- Non-commercial goods declaration form as prescribed by the Ministry of Finance.

3.3.1.6. Vehicles of projects:

3.3.1.6.1. Vehicles of foreign aid projects upon expiration and transfer to Vietnam:

- Certificate of origin of vehicles as prescribed in point 3.3 part A section II of this Circular;

- Decision on acceptance by the head of the central ministry (for central agencies) or by the Chairman of the provincial People's Committee (for local agencies);

- Transfer record of vehicles in accordance with regulations.

After obtaining vehicle registration certificates in the name of Vietnamese agencies, when selling vehicles: for central agencies, the decision shall be made by the head of the ministry; for locally managed agencies, the decision shall be made by the Chairman of the provincial People's Committee.

For vehicles of aid projects not registered under the project name but under the name of Vietnamese agencies, after the project term expires and if they wish to sell the vehicles, they must have a sale decision from the competent authority as specified above.

In cases where non-repayable aid vehicles or humanitarian aid vehicles are transferred normally according to regulations.

3.3.1.6.2. Vehicles (already registered) of this project transferred to another project:

- Transfer document of the foreign project owner;

- Confirmation letter of aid goods issued by the Department of Foreign Finance, Ministry of Finance.

3.3.2. Vehicles produced, assembled, or modified domestically:

3.3.2.1. Assembled vehicles:

- Quality inspection certificate of motor vehicles at the time of factory release issued by the production or assembly facility.

3.3.2.2. Modified vehicles:

3.3.2.2.1. Vehicles changing their nature of transport:

- Vehicle registration (for already registered vehicles) or import origin certificate (for used vehicles);

- Certificate of technical safety and environmental protection for modified motor vehicles as stipulated by the Ministry of Transport; for modified vehicles in the People's Public Security force, the certificate of technical safety and environmental protection for modified motor vehicles as stipulated by the Ministry of Public Security.

Registration will not be processed for other modified passenger cars; specialized vehicles converted in function or purpose (referred to as function-changing vehicles) before five years and refrigerated vehicles before three years (from the date of importation).

3.3.2.2.2. Vehicles replacing engine assemblies, chassis (Block), or imported frame assemblies:

- Vehicle registration (for already registered vehicles) or import origin certificate (for used vehicles);

- Declaration form for export/import goods accompanied by detailed declaration of the engine assembly or frame.

If the engine assembly, chassis (Block), or frame assembly has different brand or technical specifications, there must be an acceptance record of modified motor vehicles at the time of factory release issued by the production facility in accordance with the regulations of the Ministry of Transport.

3.3.2.2.3. Vehicles replacing domestic-produced engine assemblies, chassis (Block), or frame assemblies:

- Vehicle registration (for already registered vehicles) or import origin certificate (for used vehicles);

- Sales certificate of the engine assembly or frame assembly issued by the production facility;

- Product quality inspection record (KCS) issued by the production facility.

For trucks modified with cargo boxes or installed with roof frames, only the quality inspection record of the cargo box/frame installation in accordance with the regulations of the Ministry of Transport is required.

3.3.2.2.4. In cases where the engine assembly or frame assembly of a registered vehicle is used to replace another vehicle, there must be: Certificate of vehicle registration cancellation, license plate (clearly indicating the engine assembly or frame assembly) or confiscation decision by the competent authority accompanied by sales invoice for confiscated assets to be deposited into the state treasury.

For vehicles that have reached their service life as prescribed by the Government; tax-exempt vehicles; temporarily imported vehicles of diplomatic missions, consular offices, or international organization representative offices enjoying diplomatic or consular privileges and immunities, such vehicles cannot go through the procedure of canceling registration and license plates to obtain engine assemblies or frames to replace other vehicles.

3.3.3. Vehicles with decisions from authorized levels or agencies:

3.3.3.1. Vehicles confiscated and deposited into the state treasury:

- Confiscation decision deposited into the state treasury (original or certified copy by the competent authority);

- Sales invoice for confiscated assets deposited into the state treasury issued by the Ministry of Finance or document establishing state ownership issued by the competent authority (original or certified copy by the competent authority).

For cases where multiple vehicles are confiscated under a single decision, a detailed list of confiscated assets deposited into the state treasury confirmed by the competent authority or the issuing agency of the sales invoice must be provided. The registration of confiscated assets deposited into the state treasury (without original documents) is based on the current status of the engine number and frame number recorded in the decision and invoice, but the vehicle must be complete and match the technical specifications.

3.3.3.2. Vehicles with decisions on handling evidence:

- Decision on handling evidence issued by the Investigative Agency, Prosecutor's Office, or Court (original or certified copy by the competent authority);

- Receipt of payment or receipt or transfer record (if it is a victim). In cases where the decision on handling evidence involves confiscation and deposit into the state treasury (without original documents), a sales invoice for confiscated assets deposited into the state treasury is required.

3.3.3.3. Vehicles auctioned or transferred by the Court to ensure enforcement of judgments:

- Copy of the Court's decision or extract of the judgment;

- Enforcement decision by the authorized enforcement agency;

- Payment receipt or asset handover record.

For auctioned or transferred vehicles to ensure enforcement of judgments, the original documents as prescribed in this Circular and proof of lawful ownership of the vehicle by the person whose property was auctioned or transferred must be provided. Vehicles with unclear origins or without proof of lawful ownership of the person whose property was auctioned or transferred to ensure enforcement of judgments will not be accepted for registration and must be directed to the issuing authority for resolution.

3.3.3.4. Collateral vehicles auctioned by banks:

- Copy of the credit agreement or guarantee contract (signed by the financial institution);

- Purchase contract or asset transfer contract or receipt of asset or auction sale document (depending on the specific case);

- Vehicle registration or vehicle origin certificate;

- Payment receipt according to the regulations of the Ministry of Finance.

In cases where collateral vehicles are disputed, litigation vehicles, or enforcement assets, additional documents are required:

+ Extract of the judgment or copy of the judgment or copy of the decision by the Court;

+ Enforcement decision by the enforcement agency.

In case the vehicle has been registered in another locality, an additional transfer registration form must be included along with the original file and a declaration of transfer registration signed by the vehicle owner or the entity that signed the asset sale contract, financial institutions.

3.3.3.5. Vehicles subject to back taxes for import duties:

3.3.3.5.1. Registered vehicles found to have false origin documents:

- Import duty collection notice;

- Special consumption tax collection notice (if applicable);

- Vehicle registration or decision on handling evidence or investigative conclusion in writing from the investigation agency.

3.3.3.5.2. Vehicles requiring additional import duty payments:

- Decision on collecting import duties issued by the General Department of Customs or provincial/municipal Tax Departments;

- Payment receipt for import duties deposited into the state budget;

- Original documentation of the vehicle.

3.3.4. National reserve vehicles:

- Order for selling national reserve goods issued by the National Reserve Corporation. If there are multiple vehicles, each must have its own order (copies must be notarized or certified by the National Reserve Corporation);

- Declaration of imported vehicle origin or confirmation letter from the General Department of Customs (one original copy per vehicle specifying brand, engine number, and chassis number);

- Combined invoice and warehouse release form according to the regulations of the Ministry of Finance issued by the National Reserve Corporation's branches, one invoice per vehicle specifying brand, engine number, and chassis number.

3.3.5. Vehicles missing origin documents:

- Affidavit from the vehicle owner regarding the loss of origin documents and presentation of documents as stipulated in point 2, part A, section II of this Circular;

- Copy of the vehicle origin documents confirmed by the issuing authority, for domestically produced vehicles, the manufacturer must issue a new Quality Control Certificate at the time of factory release (registration files must comply with the requirements set out in part A, section II of this Circular). After thirty days without any violations or disputes being discovered, vehicle registration procedures can be processed.

3.3.6. Vehicles of Financial Leasing Companies registered based on the residence or business location of the lessee:

- Vehicle documents as specified in point 3, part A, section II of this Circular;

- Official letter from the Financial Leasing Company requesting vehicle registration based on the residence or business location of the lessee.

3.3.7. Vehicles sold by Public Security or Military units to civilians:

- Vehicle documents as stipulated in point 3, part A, section II of this Circular;

- Decision to sell vehicles issued by the General Logistics Department (for Public Security vehicles) or the General Staff (for Military vehicles).

For vehicles with origins issued by the Ministry of Defense before December 31, 1989 and registered before December 27, 1995, a certificate from the Motor Vehicle Management Bureau under the General Technical Department must be provided for each vehicle.

3.3.8. Registration and management of vehicles of military enterprises engaged in economic activities; military vehicles required to obtain civilian license plates shall follow Joint Circular No. 16/2004/TTLT-BCA-BQP dated November 1, 2004 of the Ministry of Public Security and the Ministry of Defense.

3.3.9. Vehicles as joint property of spouses:

The vehicle owner voluntarily declares the vehicle as joint property of both spouses, and must fully record the names and signatures of both spouses in the vehicle registration declaration. If a jointly owned vehicle previously registered in one spouse's name now wishes to be registered as joint property, the owner must declare the vehicle registration application (according to form number 02 attached to this Circular). The vehicle registration office will reclaim the old registration and issue a new one.

3.3.10. Vehicles with similar structures: vehicle documents shall comply with the provisions set forth in point 3, part A, section II of this Circular.

For vehicles manufactured or self-modified before December 31, 2008 with non-compliant origin documents, the owner must provide a commitment about the legitimate origin of the vehicle (confirmed by local authorities) accompanied by a Transportation Industry inspection report certifying the vehicle meets safety and environmental protection standards (for tractors), and a Safety and Environmental Protection Certificate for disabled person vehicles (used for license plate registration).

3.3.11. Vehicles subject to disposal of surplus inventory in bonded warehouses:

- Decision to sell surplus inventory in bonded warehouses issued by the Surplus Inventory Disposal Council chaired by the Customs Department Director or Deputy Director of the Customs Branch;

- Sales invoice according to the regulations of the Ministry of Finance.

(Accompanied by the importation file as stipulated in point 3.3.1, part A, section II of this Circular).

For vehicles prohibited from importation according to government regulations, a confiscation decision by the Customs Department for inclusion in the state treasury is required (registration files must comply with the requirements set out in point 3.3.3.1, part A, section II of this Circular).

3.3.12. Vehicles subject to disposal of surplus inventory at seaports:

- Decision to sell surplus inventory at seaports issued by the Surplus Inventory Disposal Council chaired by the Finance Department Director.

- Sales invoice according to the regulations of the Ministry of Finance.

For vehicles subject to disposal of surplus inventory confiscated for state treasury purposes, origin documents must comply with the requirements set out in point 3.3.3.1, part A, section II of this Circular.

B. TRANSFER REGISTRATION AND MOVEMENT OF VEHICLES

Within thirty days from the date of completing the purchase, gift, inheritance documents, the new owner must go to the vehicle registration authority managing the vehicle to process the transfer registration, movement, and change of registration.

1. Transfer registration within the same province or centrally administered city, necessary documents:

1.1. Vehicle registration application form.

The vehicle owner must fill out the form according to the prescribed model (model number 02 attached to this Circular);

1.2. Vehicle registration certificate;

1.3. Purchase, gift, or inheritance documents as stipulated in point 3.1, part A, section II of this Circular.

1.4. Stamp duty payment receipt as stipulated in point 3.2, part A, section II of this Circular.

When transferring registration, the original license plate remains unchanged (except for three-digit plates which may be changed to four-digit plates of the same type) and a new registration certificate is issued in the name of the new owner.

For motorcycles or other vehicles transferred between different counties, the owner must go to the county police station where the vehicle was originally registered (without bringing the vehicle for inspection) to process the withdrawal of the original file and transfer it to the county police station where the new owner registers.

2. Transfer registration outside the province or centrally administered city, necessary documents:

2.1. Two transfer registration forms.

The vehicle owner must fill out the transfer registration form according to the prescribed format (form number 03 attached to this Circular).

2.2. Vehicle registration certificate;

2.3. Purchase, gift, or donation vehicle documents in accordance with point 3.1 part A section II of this Circular.

In cases where the vehicle owner changes their place of permanent residence to another province or centrally governed city, they must have a decision on job transfer or household registration book instead of purchase, gift, or donation documents.

In such cases, the vehicle owner must return the license plate, without having to bring the vehicle for inspection.

C. EXCHANGE, ISSUE AGAIN VEHICLE REGISTRATION AND LICENSE PLATES

1. Exchange vehicle registration and license plates

1.1. The following situations require exchanging vehicle registration and license plates: Vehicle paint color change; damaged or torn vehicle registration; damaged or faded license plate.

1.2. When requesting to exchange vehicle registration and license plates, the vehicle owner must submit the Vehicle Registration Application Form (model number 02); a request letter (for organizations) or a personal commitment letter (for individuals) and must return the old registration or license plate and are not required to bring the vehicle for inspection (except for vehicles changing paint color). The vehicle registration authority will reissue the registration and license plates (using the old number) except for three-digit plates which must be exchanged for four-digit plates.

1.3. Foreign vehicle owners who enjoy diplomatic or consular immunity and privilege rights and request to renew expired vehicle registrations must submit the Vehicle Registration Application Form (model number 02), an introduction letter from the State Protocol Office or the Department of Foreign Affairs, and return the old registration.

2. Reissue lost vehicle registration and license plates:

If the vehicle owner loses the registration and license plates, they must submit the Vehicle Registration Application Form (model number 02); a request letter (for individuals) or a formal letter (for organizations) and are not required to bring the vehicle to the registration authority. If all required documents are complete, the lost registration and license plates will be reissued (using the old number); for three-digit plates, they must be exchanged for four-digit plates according to regulations.

3. Military personnel, police officers discharged or transferred, students graduating, if they have changed their address or workplace, can be issued new registrations based on their permanent or temporary residence address.

4. For vehicles that have been registered and assigned license plates and now need to be re-registered after moving to another locality, the original registration and license plates will be reissued.

D. TEMPORARY VEHICLE REGISTRATION

1. Types of vehicles subject to temporary registration

1.1. New imported and domestically produced vehicles traveling from warehouses, ports, factories, dealerships to the registration office or other storage locations.

1.2. Vehicles with a name change and relocation to another locality.

1.3. Vehicles undergoing deregistration and license plate recovery for export or transfer within Vietnam.

1.4. Vehicles permitted to transit (excluding those under bilateral agreements).

1.5. Bare chassis trucks with cabins; cargo trucks without bodies.

1.6. Examination vehicles.

1.7. Foreign vehicles entering Vietnam for tourism, approved by authorized authorities.

1.8. Newly assembled vehicles in Vietnam undergoing road testing.

1.9. Vehicles temporarily imported and exported with a time limit as prescribed by the Government (excluding those operating in border areas with checkpoints).

1.10. Vehicles serving conferences, exhibitions, sports events, and fairs as required by the Government or Ministry of Public Security.

1.11. Trailers and semi-trailers.

1.12. Motorized trailers.

1.13. Foreign vehicles with right-hand steering (opposite direction) registered abroad and allowed to operate in Vietnam as prescribed by the Government.

2. Documents and papers for vehicles subject to temporary registration.

2.1. Vehicles produced and assembled in Vietnam:

2.1.1. Vehicle registration application form.

The vehicle owner must fill out the form according to the prescribed model (model number 02 issued together with this Circular).

2.1.2. Quality inspection certificate of motor vehicles from the production facility as prescribed.

2.1.3. Sales invoice or warehouse release note.

2.2. Imported vehicles; temporarily imported and exported with a time limit, transiting:

2.2.1. Vehicle registration application form.

The vehicle owner must fill out the form according to the prescribed model (model number 02 issued together with this Circular).

2.2.2. Export and import declaration forms or detailed vehicle import lists.

2.3. Vehicles serving conferences, exhibitions, sports events, and foreign vehicles entering Vietnam for tourism as required by the Government or Ministry of Public Security: Only the vehicle registration application form or a detailed list of vehicles approved by authorized authorities is required.

2.4. For vehicles with name changes and relocation to another locality, or undergoing deregistration and license plate recovery, the temporary registration application consists of the Name Change and Relocation Form or the Certificate of Deregistration and License Plate Recovery.

If the vehicle has completed the import procedures, the temporary registration process includes the documents specified in point 3 part A section II of this Circular (excluding tax payment receipts).

When applying for temporary registration, the vehicle owner must bring the original documents and copies for comparison, without needing to bring the vehicle for inspection but must stamp the engine and frame numbers onto the registration application form. When issuing a temporary registration, the original documents are returned, and the registration authority retains copies.

2.5. Foreign vehicles with right-hand steering (opposite direction) registered abroad and allowed to operate in Vietnam as prescribed by the Government.

2.5.1. Vehicle registration application form: The vehicle owner must fill out the form according to the prescribed model (model number 02 issued together with this Circular).

2.5.2. Prime Minister's directive; notification from the Prime Minister's Office regarding the Prime Minister's opinion or a directive from a ministry or agency authorized by the Prime Minister.

3. Validity period of temporary registration

3.1. Temporary vehicle registration is valid for seven days; if it expires, it may be extended once for up to seven days.

3.2. Vehicles permitted for temporary importation for advertising, exhibitions, sports, or other lawful purposes will have validity periods as stated in the temporary import permit.

Temporarily registered vehicles are allowed to operate during the time and at the locations specified in the Temporary Registration.

E. RESOLUTION OF SPECIFIC CASES

1. Cases of re-engraving engine and frame numbers

1.1. For imported vehicles:

- Vehicles without engine and frame numbers: If the customs declaration indicates no numbers or they cannot be found, the numbers can be re-engraved according to the registration plate number. If the numbers are found, the owner must confirm with customs.

- Vehicles with engine and frame numbers on stickers, painted numbers, or faded numbers can be re-engraved according to the numbers confirmed by customs in the import declaration.

- Vehicles with tampered engine numbers or chassis numbers: shall not be accepted for registration and shall guide the vehicle owner to the Customs Authority to resolve according to the Government's regulations.

- Vehicles with the Vehicle Identification Number (VIN) on the front windshield confirmed by the Customs Authority as the chassis number, but the engine number cannot be found due to being completely covered, making it impossible to affix the engine number, then take photos of the VIN to substitute for affixing the engine and chassis numbers (photos taken by the registration authority).

1.2. Domestic manufactured or assembled vehicles:

1.2.1. Vehicles with engine and chassis numbers stamped with a pin (lade) or numbers that are faded and unclear shall have their numbers re-affixed according to the numbers recorded in the quality control certificate at the time of factory release.

1.2.2. Vehicles with overlapping engine and chassis numbers must undergo appraisal. If the appraisal authority concludes that the vehicle has had its engine or chassis numbers tampered with, it shall not be accepted for registration according to the regulations.

In cases where the appraisal concludes that the engine and chassis numbers are original, they shall be re-affixed according to the numbers recorded in the quality control certificate at the time of factory release.

1.3. For registered vehicles if a new engine is installed or the engine block is replaced without an engine number, the number shall be affixed according to the license plate number of the registered vehicle.

1.4. Vehicles with decisions on confiscation or disposal of evidence or investigative agency conclusions indicating that the engine and chassis numbers have been tampered with or erased or cannot be determined, shall have their numbers re-affixed according to the license plate number.

1.5. The re-affixing of engine and chassis numbers shall be carried out by the registration authority.

2. Resolution of issues related to transfer documents for vehicles.

2.1. When transferring ownership, if the registration file of vehicles registered before December 31, 2003 lacks a sales invoice or the transfer is not continuous, the file shall be considered valid according to the Ministry of Finance's regulations.

2.2. For vehicles bought and sold through multiple owners where intermediate owners cannot be identified, when transferring ownership, there must be purchase and gift documents from the first owner and purchase and gift documents from the final seller. The vehicle registrant must provide a sworn statement assuming responsibility under the law for the legality of the vehicle and present a valid identification card or passport or other documents equivalent to a passport. The registration authority must publicly announce at the registration location the type of vehicle, license plate number, engine and chassis numbers. After thirty days, if there are no disputes or complaints, the transfer registration or license plate change shall be processed.

3. Resolution of some issues when transferring ownership and moving vehicles.

3.1. Vehicles moved to another locality but the owner has not yet registered and subsequently sells to a new owner, if the sale procedures and pre-purchase tax comply with regulations, shall be accepted for registration processing and notification sent to the moving locality to adjust the registration records.

3.2. Vehicles bought and sold or gifted through multiple owners within the same province or centrally administered city without completing the transfer procedures, and then the final buyer sells the vehicle to another province or centrally administered city, the final buyer or the owner named in the registration must prepare a declaration for transferring ownership and moving the vehicle to the final owner in the other province or centrally administered city, but the purchase and gift documents must comply with regulations.

3.3. Vehicles given as gifts, temporarily imported, repatriated by overseas Vietnamese, or project vehicles still within the validity period and transferred in Vietnam:

3.3.1. The vehicle owner must complete the deregistration and license plate return procedures at the registration authority, then proceed to the Customs Authority to handle import procedures according to regulations and submit the file to the registration authority to process the transfer and move to the new owner.

3.3.2. In cases where the deregistration and license plate return procedures have not been completed, but the Customs Authority has collected import duties or the competent authority of the Ministry of Finance has issued a written response stating no need to collect additional duties, the transfer and move shall be allowed and the written response shall be filed in the vehicle file. Specifically, repatriated vehicles brought back with duty-free allowances, now unused, can be transferred and moved.

3.4. Imported vehicles exempted from import duties and used for more than ten years, according to the Ministry of Finance's regulation, import duties are zero percent; in such cases, the transfer file only needs to include an import declaration for non-commercial goods or an import duty collection declaration with confirmation from Customs, which also allows transfer, move, and vehicle registration according to regulations but must be accompanied by the original registration file.

3.5. Registered vehicles where the file lists both husband and wife, and the registration certificate lists either the husband or wife; if the person listed in the registration certificate has died and there is no dispute over the vehicle, it may be transferred to the spouse or moved to another person; however, proof of marriage must be provided along with relevant documents or a local authority confirmation of the deceased.

4. Illegally imported motorcycles that have paid commercial taxes as decided by provincial or municipal People's Committees and were registered before December 31, 1995, shall be resolved for transfer, move, or license plate change.

5. Registered vehicles where the import origin certificate (Customs document) is fake or has been altered or tampered with:

- Transfer the file to the Investigative Agency for investigation and handling according to the law.

- If the Investigative Agency provides a written conclusion that the vehicle is not stolen or seized, the registration authority shall transfer the file to the local Customs or Tax Bureau for duty collection. After obtaining the duty collection document, the registration shall be processed.

6. Registered vehicles before December 31, 1995, where the engine and chassis numbers have been retyped and appear different in handwriting or numbers but match the original numbers in the original file, the vehicle owner must provide a sworn statement and shall be resolved for transfer, move, or license plate change.

7. Motorcycles registered before December 31, 1995, with "not for sale, exchange, gift" stamped on the registration certificate, if there are no disputes or complaints, shall be resolved for transfer, move, or license plate change.

For illegally imported two-wheeled motorcycles that have been taxed by the Customs Authority and registered, shall be resolved for transfer, move, or license plate change.

8. Vehicles that have been registered since June 4, 1996, and whose files lack technical inspection reports as stipulated in Circular Joint No. 223/TT/LB dated December 7, 1979 of the Ministry of Transport and the Ministry of Interior shall be allowed to transfer ownership, move, or change license plates.

9. Vehicles assembled in Vietnam that have been registered since February 19, 1998, and which possess a copy of the first product certification or a copy of the acceptance report by the Acceptance Committee as prescribed by the Ministry of Transport, shall be allowed to transfer ownership, move, or change license plates.

10. In cases where vehicles have been transferred but the transfer registration procedures have not yet been completed and the vehicle registration has been lost, the buyer must submit a declaration, present personal identification documents, and valid transfer documents. If there are no disputes or complaints, the transfer will be processed according to regulations (for transfers within the province, print out the verification form for the vehicle according to Model No. 04 issued with this Circular and provide it to the buyer for submission of the preliminary tax payment).

11. For vehicles that have been registered in accordance with regulations but due to errors lack signatures from department, team leaders, or vehicle registration officers, or have not been stamped on the Vehicle Registration Application Form or the Transfer Application Form; if the registration contains address errors, mismatches between actual and recorded engine or chassis numbers, or lacks copies of special consumption tax receipts (where required), or if the file is missing connection invoices, driving license copies, registration fee receipts, or vehicle modification procedures but have already received a Safety Technical Inspection Certificate from the Transport Department, then the Head of the Registration and Management Office (at the Directorate) or the Head of Traffic Police, or the Head of the County Public Security Office (locally) should be consulted for acceptance and processing of the registration.

12. Vehicles that were previously registered as semi-trailer trucks and now seek to transfer ownership or request separation of the file into: tractor; trailer; semi-trailer:

The original file and license plate of the semi-trailer truck will be used for registering the tractor; a certified copy of the original file of the semi-trailer truck by the Traffic Police Department will be used for registering the trailer and semi-trailer.

13. Issuing control stickers for automobiles bearing special economic zone license plates according to the Government's regulations for domestic operations:

13.1. The application documents include the following:

- Identity card or passport (still valid) or other documents recognized as equivalent to a passport.

- Vehicle registration certificate.

- A temporary import and re-export road transport vehicle declaration form according to the model prescribed by the Ministry of Finance, issued by the provincial or centrally administered city customs authority.

13.2. The issuing authority (Traffic Police Department) is responsible for checking and cross-referencing against the list of managed vehicles, recording in the logbook, and issuing the control sticker on the same day.

13.3. The control sticker has a validity period not exceeding 30 days from the date of issuance. It must be affixed in the upper right corner inside the front windshield of the vehicle.

13.4. The control sticker issuance certificate (Model No. 05 issued with this Circular) and the logbook for tracking automobiles operating domestically in Vietnam (Model No. 06 issued with this Circular) must be numbered consecutively from 1 to the end, bound into volumes, and managed according to the regulations of the Ministry of Public Security.

13.5. Any vehicles participating in traffic within Vietnam without a control sticker, with an expired control sticker, or engaging in fraudulent activities related to the control sticker, or violating other laws, must be promptly detected and strictly dealt with according to the law.

III. REGULATIONS ON THE WITHDRAWAL OF VEHICLE REGISTRATION AND LICENSE PLATES

1. Situations where vehicle registration and license plates must be withdrawn:

1.1. Vehicles that are unusable due to damage or destroyed in traffic accidents.

1.2. Vehicles dismantled for parts to replace another vehicle.

1.3. Temporary imported vehicles of foreign organizations, institutions, or individuals that are re-exported or transferred in Vietnam.

1.4. Project vehicles exempted from import duties that are now being transferred to other purposes.

1.5. Vehicles registered in special economic zones according to the Government's regulations when they are re-exported or transferred into Vietnam.

1.6. Stolen or seized vehicles that cannot be recovered, and the owner requests the withdrawal of registration and license plates.

1.7. Vehicles that have exceeded their service life or are not permitted to operate according to the Government's regulations.

2. Responsibilities of competent authorities in withdrawing vehicle registration and license plates.

2.1. Regarding the authority responsible for withdrawing vehicle registration and license plates:

2.1.1. For situations where vehicle registration and license plates must be withdrawn as specified in Points 1.1 to 1.6 of Part III of this Circular, when there is a need to withdraw registration and license plates, the authority responsible for withdrawing them must retrieve the managed files to process the issuance of a certificate of withdrawal of registration and license plates.

2.1.2. Based on the list of vehicles exceeding their service life or not permitted to operate according to the Government's regulations provided by the inspection agency, the authority responsible for withdrawing license plates must review and retrieve the managed files separately to process the withdrawal of registration and license plates.

2.1.3. Coordinate with the police station, commune, town, township where the vehicle owner resides to notify owners of vehicles exceeding their service life, agricultural vehicles, and self-made three- or four-wheeled vehicles to go to the Traffic Police Department to complete the withdrawal of registration and license plates within 15 days from the date of notification; if the deadline is exceeded and the owner does not voluntarily comply, coordinate with the local police station to withdraw the registration and license plates.

2.1.4. Notify the list of vehicles exceeding their service life to local public security units responsible for ensuring traffic order and safety for detection and handling according to the law.

2.2. Regarding public security forces and transportation authorities responsible for ensuring traffic order and safety:

2.2.1. Through traffic order and safety work, if vehicles exceeding their service life, agricultural vehicles, and self-made three- or four-wheeled vehicles are found participating in traffic, the public security and transportation forces responsible for ensuring traffic order and safety must issue a stop-use notice, temporarily seize the registration and license plates, and hand over or notify in writing the Traffic Police Department where the vehicle is registered to process the withdrawal of registration and license plates.

2.2.2. In case the traffic accident vehicle is destroyed and cannot be used, the authority handling the traffic accident shall temporarily hold the registration certificate and license plate (if available); notify in writing to the registration authority to process the procedures for revoking the registration certificate and license plate.

3. Procedures for revoking the registration certificate and license plate

3.1. The vehicle owner must self-declare the application form for revoking the registration certificate and license plate (Form No. 07 issued together with this Circular), without having to bring the vehicle, but must return the registration certificate, license plate, and the application form for revoking the registration certificate and license plate. For stolen or forcibly taken vehicles, only the application form for revoking the registration certificate and license plate and the registration certificate (if still available) are required.

3.2. In cases where authorized agencies temporarily detain vehicles that have exceeded their service life or usage period, or traffic accident vehicles that are destroyed and cannot be used, or vehicles subject to administrative violations resulting in the revocation of the registration certificate and license plate, the procedures for revoking the registration certificate and license plate require only a notification letter from the agency that temporarily detained the vehicle and an Administrative Violation Record or a decision on temporary detention of the registration certificate and license plate (accompanied by the registration certificate and license plate).

After receiving a complete set of documents for revoking the registration certificate and license plate according to the above regulations, the registration revocation authority will issue a certificate of revocation of the registration certificate to the vehicle owner (Form No. 08 issued together with this Circular).

IV. MANAGEMENT OF VEHICLE FILES, LICENSE PLATES AND AUTHORITY TO SIGN DOCUMENTS

1. Management of vehicle files

1.1. Vehicle registration files are managed under the file system of the Ministry of Public Security. Vehicle information data is uniformly managed on computer systems. Monthly, the registration authority is responsible for reporting vehicle registration and management data to the General Department of Highway Traffic Police - Railways for monitoring and management.

1.2. Vehicle files stored at the registration authority include:

1.2.1. The following documents in the vehicle file:

- Application form for vehicle registration;

- Proof of vehicle origin as stipulated in Point 3.3 Part A Section II of this Circular.

In cases of vehicle transfer, relocation, or reissue of the registration certificate, the file will also include: Old registration certificate; Application form and transfer/relocation record.

1.2.2. Full registration files for the following cases:

- Files of temporarily imported vehicles without customs duties as prescribed;

- Files of vehicles bearing license plates belonging to Special Economic Zones - Special Trade Areas as prescribed by the Government;

- Files of vehicles purchased, given, or gifted without transfer of ownership;

- Files of vehicles with engine numbers or chassis numbers altered incorrectly;

- Files involving disputes or complaints, files serving operational work;

- Files of vehicles exceeding their service life as prescribed by the Government.

1.3. Management of files for revoking the registration certificate and license plate:

1.3.1. Files for revoking the registration certificate and license plate of vehicles that have exceeded their service life; homemade vehicles that have exceeded their usage period; vehicles destroyed in accidents and not usable; temporary registration files; damaged forms are stored and processed under the file system of the Ministry of Public Security. After one year, they are reported to the Council for file cancellation.

1.3.2. Revoked license plates must be managed under the system of the Ministry of Public Security. Every six months, a report must be made to the Director of the General Department of Highway Traffic Police - Railways (at the Ministry) and the Provincial Police Chief (at the local level) to establish a Council for the cancellation of revoked license plates. Revoked license plates may not be reused for registering other vehicles.

1.3.3. Composition of the Council for file, form, and license plate cancellation includes:

- At the Ministry: The Council is chaired by the Director of the General Department of Highway Traffic Police - Railways, with the Heads of the Force Construction, Logistics, and Traffic Registration and Management Guidance Departments of the General Department of Highway Traffic Police - Railways as members.

- At the provincial police level, the Council is chaired by the Provincial Police Chief; the Inspectorate Head and the Traffic Police Department Head are members; at the county level, the County Police Chief is also a member.

2. Regulations on license plates:

2.1. Vehicles registered with the General Department of Highway Traffic Police - Railways or provincial police departments bear license plates with the code of the General Department of Highway Traffic Police - Railways or the province/city. Vehicles of organizations and individuals from foreign countries have additional country-specific codes (Annex 01 attached to this Circular).

2.2. License plates of domestic organizations and individuals:

- Non-commercial vehicles of state administrative agencies; state power agencies; judicial and prosecution agencies; public security forces; Party agencies; political-social organizations: Blue background, white letters and numbers; license plate series using one of the five letters: A, B, C, D, E.

- Vehicles of enterprises of all economic sectors; commercial vehicles of state agencies, public institutions, and revenue-generating institutions; individual vehicles: White background, black letters and numbers; license plate series using one of the fifteen letters: F, H, K, L, M, N, P, R, S, T, U, V, X, Y, Z, except for some special cases with the following symbols:

+ Commercial vehicles of the military have the symbol "KT".

+ Vehicles of foreign joint ventures, wholly foreign-owned enterprises, and leased foreign vehicles (with investment permits) have the symbol "LD".

+ Vehicles of foreign investment projects have the symbol "DA".

+ Trailers and semi-trailers have the symbol "R".

+ Temporarily registered vehicles have the symbol "T".

+ Tractors have the symbol "MK".

+ Electric motorcycles have the symbol "MD".

- Vehicles of Special Economic Zones - Special Trade Areas as prescribed by the Government have the local registration code and two-letter abbreviation of the Special Economic Zone - Special Trade Area; license plate color: yellow background, red letters and numbers.

2.3. License plates of foreign organizations and individuals:

- Vehicles of diplomatic missions, consular offices, and foreign nationals enjoying diplomatic immunity and consular privileges working for these agencies: white background, black numbers; series with the red symbol "NG". For the license plates of Ambassadors and Consuls General, there is an additional red bar across the middle of the digits indicating nationality and registration order.

- Vehicles of diplomatic missions, consular posts, and foreign employees working for international organizations shall enjoy diplomatic and consular privileges and immunities: white background, black characters and numbers; with the series code "QT" in red. For vehicles of heads of United Nations agencies, there will be an additional red horizontal stripe across the middle of the characters indicating the organization's code and registration sequence.

- Vehicles of organizations, representative offices, and foreign individuals (including foreign students): white background, black characters and numbers, with the code "NN".

2.4. Materials and dimensions of license plates:

- Vehicle license plates are produced from metal, temporary license plates from paper.

- Car license plates consist of two plates of different sizes but identical in characters and numbers; one plate is attached to the front and one to the rear of the vehicle; their dimensions are as follows:

+ Long license plate: height 110 mm, length 470 mm.

+ Short license plate: height 200 mm, length 280 mm.

- Trailer and semi-trailer license plates: one plate attached to the rear of the vehicle; dimensions: height 200 mm, length 280 mm.

- Motorcycle, tractor, and electric bicycle license plates: one plate attached to the rear of the vehicle; dimensions: height 140 mm, length 190 mm.

2.5. The size of characters and numbers on license plates of various types of cars, motorcycles, tractors, electric bicycles, trailers, and semi-trailers shall comply with the provisions set out in Appendix No. 03 issued together with this Circular.

2.6. Only authorized facilities of the competent traffic police authority may produce license plates. The production and supply of license plates must be carried out according to the requirements of the vehicle registration authority. License plates must be strictly managed in accordance with the prescribed regulations.

3. Regulations on marking license plates and characters on the body and doors of cars.

For all types of cars (except those with nine seats or fewer), the vehicle owner must comply with the following regulations:

3.1. Mark the license plate on the rear panel and both sides of the car body.

3.2. Mark the load capacity and gross weight on both sides of the car doors.

3.3. Mark the name of the agency or unit on both sides of the car doors (except for personal cars of Vietnamese citizens).

4. Record the validity period of the vehicle registration certificate:

4.1. In the vehicle registration certificate of diplomatic missions, consular posts, international organization representative offices, and foreign employees working in these agencies and organizations, at the section: "Vehicle registration valid until day, month, year," it should be recorded according to the duration specified in the letter of introduction from the State Protocol Agency or the Department of Foreign Affairs.

4.2. In the vehicle registration certificate of domestic organizations and individuals, at the section: "Vehicle registration valid until day, month, year," it should be recorded according to the usage period of the vehicle as stipulated by the Government.

5. Authority to sign various documents

5.1. The Director of the Highway Police Traffic Management Department, the Heads of Traffic Police Departments of provincial and centrally-administered city public security departments shall sign the vehicle registration form number 09 (motorcycles, motorbikes, and electric bikes) and forms numbers 10, 11, 12, 13 issued together with this Circular and other related documents concerning vehicle registration and management. Specifically, the Head of the Traffic Police Department in special economic zones shall also sign forms numbers 14, 15, 16 issued together with this Circular.

5.2. The Head of the Public Security Bureau of a district shall sign the motorcycle registration form number 09 (motorcycles, motorbikes, and electric bikes), form number 12 issued together with this Circular and other related documents concerning motorcycle registration and management in the locality.

V. IMPLEMENTATION

1. This Circular takes effect from July 1, 2009, and replaces Circulars No. 01/2007/TT-BCA-C11 dated January 2, 2007 guiding the organization of issuing registration certificates and license plates for road motor vehicles; Circular No. 12/2008/TT-BCA-C11 dated August 20, 2008 supplementing some provisions of Circular No. 01/2007/TT-BCA; and Circular No. 01/2008/TT-BCA-C11 dated February 22, 2008 guiding the issuance and management of control stickers for vehicles with license plate 74 LB operating in the Lao Bao Special Economic Zone in Quang Tri Province.

2. It is requested that Ministries, ministerial-level agencies, government-affiliated agencies, People's Committees of provinces and centrally-administered cities within their respective functions, tasks, and authorities cooperate with the Ministry of Public Security to effectively implement vehicle registration and management of road motor vehicles.

3. The Director of the Highway Police Traffic Management Department, the Directors of provincial and centrally-administered city public security departments shall guide, inspect, and urge the implementation of this Circular and other relevant laws.

4. The Director General of the National Police Department shall direct, guide, and inspect the implementation of this Circular.

During the implementation process, if any difficulties or issues arise, units and localities should report to the Ministry of Public Security (through the National Police Department) for timely guidance.
