Guidelines for monitoring and evaluating the implementation results of the Government's Action Program to implement Resolution No. 16/2007/NQ-CP of the Government

Decree No. issued pursuant to Decree No. 189/2007/NĐ-CP dated December 27, 2007 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Resolution No.
Resolution No. 16/2007/NQ-CP dated February 27, 2007 of the Government on the issuance of the Government's Action Program to implement the Resolution of the Fourth Plenary Session of the 10th Central Committee of the Communist Party of Vietnam on major policies for rapid and sustainable economic development when Vietnam is a member of the World Trade Organization;
The Ministry of Industry and Trade issues guidelines for monitoring and evaluating the implementation results of the Government's Action Program to implement Resolution No.
16/2007/NQ-CP of the Government as follows:

This technical regulation sets out technical requirements, testing methods, sampling procedures; management requirements; responsibilities of organizations and individuals producing, trading, and importing cigarettes.

1. Scope of application:

Ministries, ministerial-level agencies, government agencies, central agencies, provincial People's Committees under the direct jurisdiction of the central government shall base their assigned tasks as stipulated in Resolution No. 16/2007/NQ-CP of the Government on the issuance of the Government's Action Program to implement the Resolution of the Fourth Plenary Session of the 10th Central Committee of the Communist Party of Vietnam on major policies for rapid and sustainable economic development when Vietnam is a member of the World Trade Organization (hereinafter referred to as Resolution No. 16/2007/NQ-CP) to monitor, evaluate, and compile reports according to the Report Forms attached to this Circular.

2. Leading agency and cooperating agencies:

a) Agencies are ministries, ministerial-level agencies, government agencies, central agencies, provincial People's Committees.

b) The leading agency is the agency responsible for compiling reports, as specified in the Report Forms attached to this Circular.

b) Cooperating agencies are those that report to the leading agency on corresponding contents, as specified in the Report Forms attached to this Circular.

II. RESPONSIBILITIES FOR REPORTING AND TIME OF SUBMISSION OF REPORTS

1. The leading agencies have the responsibility to:

a) Regularly collect information from cooperating agencies, compile comprehensive reports on the monitoring and evaluation of the implementation results of assigned tasks according to the Report Forms.

b) The deadline for submitting reports to the Ministry of Industry and Trade is before June 30 and January 31 for six-month reports, and before January 31 for annual reports.

c) Prepare reports or fulfill urgent requirements as requested by the Government or the Prime Minister regarding the implementation of the Government's Action Program according to Resolution No. 16/2007/NQ-CP.

2. The cooperating agencies have the responsibility to:

a) Regularly collect information, compile reports on the monitoring and evaluation of the implementation results of assigned tasks, and submit them to the leading agency according to the Report Forms.

b) The deadline for submitting reports to the Ministry of Industry and Trade is before June 30 and January 31 for six-month reports, and before January 31 for annual reports.

b) The deadline for submitting reports to the leading agency is before June 15 and January 15 for six-month reports, and before January 15 for annual reports.

3. The Ministry of Industry and Trade has the responsibility to:

a) Regularly collect information from leading agencies implementing reports and compile comprehensive reports on the monitoring and evaluation of the implementation results of the contents in the Government's Action Program according to Resolution No. 16/2007/NQ-CP to report to the Government and the Prime Minister.

b) Prepare reports or fulfill urgent requirements as requested by the Government or the Prime Minister regarding the implementation of the Government's Action Program according to Resolution No. 16/2007/NQ-CP.

III. IMPLEMENTATION ORGANIZATION AND EFFECTIVE DATE OF ENFORCEMENT

1. Ministries, ministerial-level agencies, government agencies, central agencies, provincial People's Committees under the direct jurisdiction of the central government, based on the assigned tasks as stipulated in Resolution No. 16/2007/NQ-CP, shall be responsible for implementing this Circular. During the implementation process, if there are difficulties or obstacles, ministries, sectors, and localities shall reflect these issues to the Ministry of Industry and Trade for resolution or consolidation and reporting to the Government and the Prime Minister for consideration and resolution.
