CIRCULAR
Regulations on the organization, operation, and criteria for Village Cultural Houses-Sports Areas

Pursuant to Decree No. 185/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
Pursuant to Decree No. 112/2007/NĐ-CP dated June 26, 2007 of the Government detailing and guiding the implementation of certain provisions of the Law on Physical Education and Sports;
Pursuant to Decision No. 491/QĐ-TTg dated April 16, 2009 of the Prime Minister promulgating the National Criteria for New Rural Development;
Pursuant to Decision No. 22/QĐ-TTg dated January 5, 2010 of the Prime Minister approving the Project "Developing Rural Culture until 2010 with a Vision to 2020";
Pursuant to Decision No. 800/QĐ-TTg dated June 4, 2010 of the Prime Minister approving the National Target Program on New Rural Development for the period 2010-2020;
The Ministry of Culture, Sports and Tourism issues These Circulars stipulate the model for the organization, operation, and criteria for Village Cultural Houses-Sports Areas (hereinafter referred to collectively as Village Cultural Houses-Sports Areas).
Article 1. Scope of Regulation and Applicability
Article 1. These Circulars stipulate the model for the organization, operation, and criteria for Village Cultural Houses-Sports Areas.
Article 2. These Circulars do not apply to Community Cultural Houses-Sports Areas (neighborhoods, blocks, urban residential areas); Cultural Houses-Sports Areas of agencies, units, enterprises, and other socialized organizations in the fields of culture, sports, and tourism located within villages.
Article 2. Name, Location, Functions
1. Name:
Village Cultural House-Sports Area + name of village.
2. Location:
Village Cultural House-Sports Area belongs to the system of grassroots cultural-sports facilities nationwide; established and comprehensively led by the Chairman of the People's Committee of the commune; directly managed by the Village Head; subject to guidance on professional matters from the upper-level Cultural-Sports Center.
3. Functions:
a) Contributing to the dissemination and promotion of the Party's guidelines, policies, and laws of the State; scientific and technical knowledge; ideological, moral, lifestyle, and healthy cultural practices on the village territory.
b) A venue for cultural, artistic, physical education, and sports activities, entertainment, enhancing the cultural enjoyment level of the people, contributing to building new rural areas.
c) A place for organizing meetings, community learning sessions, and other village activities.
Article 3. Tasks
1. Develop short-term and long-term activity plans and programs, submit them to the Chairman of the Commune People's Committee for approval, and implement them after approval.
2. Organize propaganda and mobilization activities to serve political tasks, production, and the daily life of the people in the village.
3. Organize mass cultural and artistic activities; physical education and sports activities; cultural and artistic exchanges, festivals, and competitions; friendly matches and sports competitions; maintain the activities of various types of Clubs and interest groups; discover and nurture talents in cultural arts, physical education, and sports, and recreational activities for children.
4. Organize educational programs and classes to enhance literacy, information reception, and service activities serving the people in the village area.
5. Participate in activities to build civilized families, cultural lifestyles, and new rural areas.
6. Establish material foundations, invest in equipment, manage, exploit, and use facilities effectively.
7. Organize village meetings.
8. Carry out other tasks assigned by local leadership.
1. Based on the socio-economic situation of the locality, the Village Head organizes the election of the Director or Management Board of the Village Cultural House-Sports Area.
The Director or Management Board of the Village Cultural House-Sports Area operates on a voluntary basis, self-managed, self-funded from socialized resources and support from the commune budget.
2. Have a team of volunteers and non-professional staff.
Article 5. Material infrastructure, equipment, and funding
1. Local authorities with jurisdiction shall be responsible for allocating land to construct Village Cultural Houses-Sports Areas according to approved planning and using them for their intended purposes.
2. Village Cultural Houses-Sports Areas shall be constructed in central locations to facilitate community participation in activities.
3. The architectural design of Village Cultural Houses-Sports Areas must be appropriate to the local economic and social conditions and cultural identity.
4. Planning and gradually implementing the construction of outdoor stages, playgrounds, flower gardens, ornamental plants, rock formations, ponds, benches, etc.
5. Minimum equipment for Village Cultural House-Sports Area activities includes: sound systems, lighting, stage backdrops, tables and chairs, books, sports equipment, and musical instruments suitable for the locality.
6. Funding:
a) Funding for material infrastructure construction:
Central budget support (based on point b, Clause 3, Section 6 of Decision No. 800/QĐ-TTg dated June 4, 2010, approving the National Target Program on New Rural Development for the period 2010-2020 by the Prime Minister);
Provincial (province, district, commune) budget support;
Voluntary contributions from the people;
Mobilizing funds from organizations and businesses.
b) Funding for regular operations: Supported by the provincial budget and voluntary contributions from the people.

Article 7. Implementation Organization
1.Based on this Circular and related legal documents, People's Committees of provinces and centrally-administered cities shall submit policies regarding land use, investment funding levels, and state budget support; remuneration systems for staff and volunteers; and policies for socializing cultural development of Village Cultural Houses-Sports Areas to the respective People's Councils for approval and issuance.
2. State agencies in charge of Culture, Sports, and Tourism at both central and local levels shall direct and provide professional guidance, training, and capacity building for staff and volunteers of Village Cultural Houses-Sports Areas.
Article 8. Effectiveness
1. This Circular shall take effect from May 1, 2011.
2. During the implementation process, if there are any arising issues or difficulties, please report them promptly to the Ministry of Culture, Sports and Tourism for research, supplementation, and appropriate revision./.
