Regarding the issuance of model forms for implementing certain provisions of Decree No. 88/2012/NĐ-CP

Pursuant to Decree No. 15/2008/NĐ-CP dated February 4, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Foreign Affairs;

Pursuant to Decree No. 88/2012/NĐ-CP dated October 23, 2012 of the Government on information and press activities of foreign press, foreign representative offices, and foreign organizations in Vietnam;

The Ministry of Foreign Affairs hereby promulgates the model forms for implementing certain provisions of Decree No. 88/2012/NĐ-CP dated October 23, 2012 of the Government on information and press activities of foreign press, foreign representative offices, and foreign organizations in Vietnam (hereinafter referred to as Decree No. 88/2012/NĐ-CP) as follows:

Article 1. Scope of Regulation and Applicability

This Circular promulgates the types of model forms related to information and press activities of foreign press in Vietnam. The subjects to which this Circular applies include units and organizations under the Ministry of Foreign Affairs, agencies, organizations, and individuals related to foreign information and press activities in Vietnam.

Article 2. Attached to this Circular are the model forms related to information and press activities of foreign press in Vietnam as stipulated in Articles 4, 7, 8, 12, 13, 14, and 15 of Decree No. 88/2012/NĐ-CP, including:

1. Model form for requesting information and press activities in Vietnam (Form No. 01/BC-BNG) for non-resident correspondents.

2. Model form for requesting establishment of a permanent office of a foreign press agency (Form No. 02/BC-BNG).

3. Model form for requesting dispatch of resident correspondents of a foreign press agency (Form No. 03/BC-BNG).

4. Model form for requesting information and press activities of resident correspondents (Form No. 04/BC-BNG).

5. Model form for requesting issuance/reissuance/extension of foreign correspondent cards for resident correspondents (Form No. 05/BC-BNG).

6. Model form for requesting permission to work as a press assistant/collaborator of a permanent office (Form No. 07/BC-BNG). The information filled in the forms must be accurate, handwriting clear, legible, and not abbreviated or written in symbols.

Article 3. Effectiveness

This Circular takes effect from December 10, 2012

Article 4. Organization of Implementation

1. The Director of the Department of Information and Press, heads of relevant units under the Ministry of Foreign Affairs, and related agencies, organizations, and individuals shall be responsible for implementing this Circular.

2. The Department of Information and Press - Ministry of Foreign Affairs shall guide and coordinate with units inside and outside the Ministry of Foreign Affairs in the uniform use of model forms for information and press activities in Vietnam.

3. In the course of implementation, if there are difficulties, agencies, organizations, and individuals both within and outside the country shall promptly reflect them to the Ministry of Foreign Affairs for research and resolution./.
