Regarding amendments and supplements to certain articles of the Examination Regulations for High School Graduation
issued together with Circular No. 10/2012/TT-BGDĐT dated March 6, 2012
which has been amended and supplemented by certain articles in Circular No. 04/2013/TT-BGDĐT

Pursuant to Decree No. 36/2012/NĐ-CP dated April 18, 2012 of the Government stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending certain articles of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law; Decree No. 07/2013/NĐ-CP dated January 9, 2013 of the Government amending point b Clause 13 Article 1 of Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain articles of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
At the proposal of the Director of the Department of Testing and Quality Assurance in Education, the Minister of Education and Training issues this Circular to amend and supplement certain articles of the Examination Regulations for High School Graduation issued together with Circular No. 10/2012/TT-BGDĐT dated March 6, 2012 and amended and supplemented by Circular No. 04/2013/TT-BGDĐT dated February 21, 2013 of the Minister of Education and Training.
Article 1. Amending and supplementing certain articles of the Examination Regulations for High School Graduation issued together with Circular No. 10/2012/TT-BGDĐT dated March 6, 2012 and amended and supplemented by certain articles in Circular No. 04/2013/TT-BGDĐT dated February 21, 2013 of the Minister of Education and Training, as follows:
1. Point b Clause 1 Article 42a is amended and supplemented as follows:
"b) A person holding evidence of violation of the Examination Regulations shall immediately report it to the place designated under Clause 2 of this Article for prompt handling in accordance with the law. The receipt and handling of complaints about violations of the Examination Regulations shall be carried out in accordance with the law on complaints."
2. Abolish the phrase "Violation of the provisions at point b Clause 1 Article 42a" at the end of point c Clause 2 Article 43.
Article 2. Effectiveness
This Circular takes effect from April 15, 2013.
Article 3. Responsibility for implementation
The Head of the Office, the Director of the Department of Testing and Quality Assurance in Education, Heads of units related to the Ministry of Education and Training; Chairmen of People's Committees of provinces and centrally governed cities; the Directorate of Military Schools - Ministry of National Defense; Directors of provincial Departments of Education and Training; Directors of universities and academies; Principals of university and college; Principals of boarding schools for ethnic minorities directly under the Ministry of Education and Training are responsible for implementing this Circular.
