 Pursuant to Decree No. 125/2011/NĐ-CP dated December 30, 2011 of the Government on schools within state agencies, political organizations, socio-political organizations, and the people's armed forces;

Pursuant to Decree No. 58/2014/NĐ-CP dated June 16, 2014 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;

The Minister of Home Affairs issues this Circular guiding the regular annual reporting system regarding training and capacity building activities for cadres, civil servants, and public officials of schools within state agencies, political organizations, socio-political organizations, and the people's armed forces.

PART I
GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular guides the content, form, and responsibilities for annual reports on training and capacity building activities for cadres, civil servants, and public officials of training and capacity building institutions within state agencies, political organizations, the Vietnam Fatherland Front, and socio-political organizations, and the people's armed forces, as prescribed by law.

Article 2. Applicability

This Circular applies to:

1. National Academy of Politics under Ho Chi Minh Communist Party Central Committee; National Academy of Public Administration;

2. Training and capacity building institutions for cadres, civil servants, and public officials under ministries, ministerial-level agencies, government agencies, Supreme People's Procuracy, Supreme People's Court, State Audit Agency, central agencies of the Vietnam Fatherland Front, and socio-political organizations (hereinafter referred to collectively as training and capacity building institutions for central ministries and sectors);

3. Political Schools directly under provincial party committees, municipal party committees, and provincial people's committees, municipalities directly under the central government (hereinafter referred to collectively as Political Schools at the provincial level);

4. Political Training Centers directly under district party committees, urban district party committees, city party committees, town party committees, and district people's committees, urban district people's committees, towns' people's committees, and provincial municipalities, municipalities directly under the central government (hereinafter referred to collectively as Political Training Centers at the district level).

3. To serve as a basis for evaluating and recognizing "Learning Communities" at the commune, district, and province levels.

1. Updating and grasping information on training and capacity building activities for cadres, civil servants, and public officials according to the tasks specified in Decree No. 125/2011/NĐ-CP dated December 30, 2011 of the Government on schools within state agencies, political organizations, socio-political organizations, and the people's armed forces.

2. Summarizing, monitoring, and evaluating the capacity of training and capacity building institutions for cadres, civil servants, and public officials to perform their tasks, contributing to improving the quality of training and capacity building activities; enhancing the effectiveness of state management.

Article 4. Content of Reports

1. Content of reports from the National Academy of Politics under Ho Chi Minh Communist Party Central Committee; National Academy of Public Administration; Training and capacity building institutions for central ministries and sectors; Political Schools at the provincial level, including:

a) General information about the training and capacity building institution;

b) Functions and tasks;

c) Organizational structure;

d) Infrastructure;

đ) Quantity and quality of civil servants and public officials of the training and capacity building institution;

e) Results of cadre, civil servant, and public official training and capacity building;

g) Program and material compilation work;

h) Scientific research activities;

i) Other activities (if any);

k) Funding for training and capacity building tasks for cadres, civil servants, and public officials;

l) Quality assessment of training and capacity building courses for cadres, civil servants, and public officials;

m) Plans for the following year's activities and recommendations and proposals on training and capacity building activities for cadres, civil servants, and public officials.

Detailed contents are specified in Appendix I, Appendix II, and Appendix III.

2. Content of reports from Political Training Centers at the district level, including:

a) General information about the Center;

b) Infrastructure;

c) Quantity and quality of public officials of the Center;

d) Results of cadre, civil servant, and public official training and capacity building;

đ) Other activities (if any);

e) Funding for training and capacity building tasks for cadres, civil servants, and public officials;

g) Quality assessment of training and capacity building courses for cadres, civil servants, and public officials;

h) Plans for the following year's activities and recommendations and proposals on training and capacity building activities for cadres, civil servants, and public officials.

Detailed contents are specified in Appendix IV.

Chapter II
TYPES OF REPORTS, RESPONSIBILITIES FOR REPORTING AND APPLICATION OF INFORMATION TECHNOLOGY IN REPORTING WORK

 AND UTILIZATION OF INFORMATION TECHNOLOGY IN REPORTING WORK

Article 5. Types of reports, deadlines, and forms of reporting

1. Types of Reports:

Reports on training and capacity building activities for civil servants and public officials by training and capacity building institutions include annual periodic reports and special reports.

a) Annual periodic reports are reports made according to the requirements of the competent authority as stipulated in this Circular. Annual periodic reports consist of written reports and reports entered into the database established, managed, and installed by the Ministry of Home Affairs for training and capacity building institutions;

b) Special reports are thematic reports made according to the requirements and guidance of the competent authority.

2. Deadlines and forms of reporting:

a) The deadline for annual periodic reports is one year, from January 1 to December 31 of the reporting year. Training and capacity building institutions must submit their reports to the Ministry of Home Affairs and related agencies no later than January 31 each year;

b) The deadline for special reports is determined according to the requirements of the competent authority.

3. Forms of reporting:

a) The National Academy of Politics under the Communist Party of Vietnam, the National Administration Academy; central-level training and capacity building institutions; provincial Political Schools shall submit annual periodic reports to the Ministry of Home Affairs in writing and enter them into the Ministry's database; written reports shall be submitted to the competent authorities. County-level Political Capacity Building Centers shall submit reports into the Ministry's database;

b) Special reports shall be conducted in the form required by the competent authority.

Article 6. Requirements for reports

1. The contents of the reports specified in Clause 1, Article 4 are detailed in the attached forms in this Circular. For Part I of Appendix I, Appendix II, Appendix III, and Appendix IV, after the initial report, training and capacity building institutions only need to update information that has changed in the subsequent year's report.

2. Written reports must bear the signature and stamp of confirmation by the head of the training and capacity building institution. The actual date of submission of the report is calculated based on the postmark of the receiving office.

3. Information entered into the database must be consistent with the written report signed and confirmed by the head of the training and capacity building institution. The head of the training and capacity building institution is responsible for the accuracy of the content reported in the database.

Article 7. Responsibility for submitting reports

1. The National Academy of Politics under the Communist Party of Vietnam shall submit reports to the competent authorities of the Communist Party of Vietnam and the Ministry of Home Affairs.

2. Central-level training and capacity building institutions shall submit reports to the Ministry of Home Affairs and the competent management ministries.

3. Provincial Political Schools shall submit reports to the Ministry of Home Affairs, the competent state management agency, and the competent authorities of the Communist Party of Vietnam.

4. County-level Political Capacity Building Centers shall submit reports to the Ministry of Home Affairs, the competent state management agency, and the competent authorities of the Communist Party of Vietnam.

5. Based on the reporting guidelines in this Circular, academies, schools, and centers responsible for training and capacity building for officers, non-commissioned officers, professional military personnel, defense workers, police workers, and capacity building for leaders and state managers on national defense and security tasks of the Ministry of Defense and the Ministry of Public Security shall develop appropriate reporting forms and submit them to the competent authority as prescribed.

Article 8. Updating, Exploiting, and Using the Database of Reporting Information

1. Training and retraining institutions shall use an account provided by the Ministry of Home Affairs' Information Center system to log in through the internet browser to directly update the reporting content into the database system.

2. The database on training and retraining activities shall be timely, fully, and accurately updated and supplemented by training and retraining institutions in accordance with the annual periodic reporting requirements to ensure data security and safety.

3. The updating, management, exploitation, and use of the database on training and retraining activities shall be detailed by the Ministry of Home Affairs in the Regulation on Management and Use of Information from the Training and Retraining Activities Report Database for cadres, civil servants, and public officials of training and retraining institutions.

Article 9. Implementation Organization

1. The Ministry of Home Affairs is responsible for:

a) Supervise, urge, and guide training and retraining institutions to strictly implement the reporting regime as prescribed;

b) Receive reports from training and retraining institutions and provide reporting information to serve management activities;

c) Grant and assign access rights to agencies and units registered to exploit and use the database on training and retraining activities for cadres, civil servants, and public officials;

d) Organize the management, exploitation, updating, use, storage, and preservation of data to ensure that the database operates stably, smoothly, safely, and securely.

2. Authorities responsible for managing training and retraining institutions shall be responsible for directing, urging, and inspecting these institutions to ensure compliance with the reporting regime stipulated in this Circular.

3. Training and retraining institutions shall be responsible for:

a) Accurately, promptly, and correctly compiling reports on their training and retraining activities according to the prescribed forms issued together with this Circular;

b) Submitting reports and updating reporting information into the database within the specified time frame to ensure continuous updates of the database with reporting information as required;

c) Being accountable to the Ministry of Home Affairs and their direct superior management agency regarding the quality of the content and timing of their institution's reports.

Chapter III
RESPONSIBILITY AND EFFECTIVENESS OF IMPLEMENTATION

Article 10. Responsibilities and Effectiveness of Implementation

1. Training and retraining institutions for cadres, civil servants, and public officials as stipulated in Article 2 of this Circular shall be responsible for implementing the provisions of this Circular.

2. This Circular shall take effect from September 25, 2014.

3. During the implementation of this Circular, if there are any difficulties, agencies and units are requested to report them to the Ministry of Home Affairs for research and resolution./.
