CIRCULAR

Issuing the Construction Industry Statistical Indicators System

Pursuant to the Statistics Law on November 23, 2015;

Pursuant to Decree No. 94/2016/NĐ-CP of July 1, 2016 promulgated by the Government detailing and guiding implementation of certain provisions of the Statistics Law;

Pursuant to Decree No. 97/2016/NĐ-CP of July 1, 2016 promulgated by the Government stipulating contents of statistical indicators in the National Statistical Indicator System;

Pursuant to Decree No. 81/2017/NĐ-CP of July 17, 2017 promulgated by the Government stipulating functions, tasks, powers and organizational structure of the Ministry of Construction;

Pursuant to Decree No. 85/2017/NĐ-CP of July 19, 2017 promulgated by the Government stipulating organization, tasks, and powers of centralized statistical organizations and sectoral/statutory departmental statistical systems;

Based on the proposal of the Director of the Department of Planning and Finance;

The Minister of Construction issues this Circular to issue the Construction Industry Statistical Indicators System.

Article 1. Issued together with this Circular is the Construction Industry Statistical Indicator System, including:

1. List of statistical indicators for the construction industry (Annex I).

2. Contents of statistical indicators for the construction industry (Annex II).

Article 2. Responsibilities for collecting, compiling and publishing information

1. Responsibilities of the Ministry of Construction:

a) The Department of Planning and Finance is responsible for disseminating and publicizing the statistical indicators in the Construction Industry Statistical Indicator System.-b) Directors of Bureaus, Departments, Institutes under the Ministry of Construction shall be responsible for collecting and compiling information on assigned statistical indicators within their scope nationwide, providing to the Department of Planning and Finance for consolidation and publication.

2. Responsibilities of People's Committees of provinces and centrally-administered cities: - a) Assigning the Construction Departments as local focal agencies responsible for collecting and compiling statistical information in their jurisdictions to serve calculations of indicators within the Construction Industry Statistical Indicator System.

b) Directing departments, sectors, offices, and other specialized agencies under their jurisdiction to collect and compile statistical information within assigned areas and provide such information to construction administrative authorities at the same level.

a) Direct the Department of Construction to be the lead agency at the local level responsible for collecting and compiling statistical information within its jurisdiction to serve the calculation of statistical indicators in the System of Statistical Indicators for the Construction Industry.

b) Instruct all departments, sectors, offices, bureaus, and other specialized agencies under their administrative authority to carry out the collection and compilation of statistical information within their assigned areas, providing such information to the competent state management agency of the Construction Industry at the same level.

Article 3. Effective Date

This Circular shall take effect from September 25, 2018 and replace Circular No. 05/2012/TT-BXD dated October 10, 2012 issued by the Minister of Construction on the Statistical Indicators System for the Construction Industry.-Decision No. BXD 10/2012/QĐ-BXD of the Minister of Construction promulgating the System of Statistical Indicators for the Construction Industry./.
