REGULATIONS ON BORDERS FOR IMPORTING PASSENGER CARS WITH LESS THAN 16 SEATS
Pursuant to the Law on Foreign Trade Management dated June 12, 2017;
Pursuant to Decree No. 98/2017/NĐ-CP dated August 18, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 116/2017/NĐ-CP dated October 17, 2017 of the Government on conditions for production, assembly, importation of automobiles; operation of warranty and maintenance services for automobiles; rockautomobile;
Considering the proposal of the Director of the Import-Export Department,
The Minister of Industry and Trade promulgates this Circular on borders for importing passenger cars with less than 16 seats.ỗonồ.
Article 1. Scope of Regulation
2. This Circular does not apply to the following cases:
a) Imports and temporary imports for re-export by subjects entitled to preferential treatment or exemption, implemented according to separate regulations of the Government and the Prime Minister;
a) Importation and temporary import for re-export by subjects entitled to preferential treatment or exemption shall be carried out in accordance with separate regulations of the Government,
b) For national defense and security purposes according to plans by
c) For individual purposes pursuant to decisions by
d) Transit through countries sharing land borders and cross-border trade.

1. Passenger cars with less than 16 seats may only be imported into Vietnam through seaport gates: Quang Ninh (Cai Lan), Hai Phong, Da Nang, Ho Chi Minh City, Ba Ria-Vung Tau.
2. This Circular replaces Circular No. 06/2019/TT-BCT dated March 25, 2019, issued by the Ministry of Industry and Trade, regulating import ports for passenger cars with less than 16 seats./.
Article 4. Effective date
1. This Circular takes effect from May 8, 2019.
2. This Circular abolishes certain provisions in the following Circulars:
- Article 1 of Joint Circular No. 25/2010/TTLT-BCT-BGTVT-BTC dated June 14, 2010 of the Ministry of Industry and Trade, Ministry of Transport, Ministry of Finance on the importation of new passenger cars with less than 16 seats (unused);
- Clause 1 Section I, Clause 2 Section III of Joint Circular No. 03/2006/TTLT-BTM-BGTVT-BTC-BCA dated March 31, 2006 of the Ministry of Trade, Ministry of Transport, Ministry of Finance, Ministry of Public Security guiding the importation of used passenger cars with less than 16 seats under Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government;
- Circular No. 19/2009/TT-BCT dated July 7, 2009 of the Ministry of Industry and Trade amending and supplementing Joint Circular No. 03/2006/TTLT-BTM-BGTVT-BTC-BCA dated March 31, 2006 of the Ministry of Trade - Ministry of Transport - Ministry of Finance - Ministry of Public Security guiding the importation of used passenger cars with less than 16 seats under Decree No. 12/2006/NĐ-CP dated January 23, 2006 of the Government.
