CIRCULAR
ABOLISHING CERTAIN LEGAL REGULATORY DOCUMENTS WITHIN THE ISSUANCE AUTHORITY OF THE MINISTER OF CULTURE, SPORTS AND TOURISM
Based on the Law on Enactment of Legislative Acts dated June 22, 2015;
Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents;
Pursuant to Government Decree No. 79/2017/NĐ-CP dated July 17, 2017, on functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
At the proposal of the Director of the Legal Department;
The Minister of Culture, Sports and Tourism issues this Circular to abolish certain legal regulatory documents within the issuance authority of the Minister of Culture, Sports and Tourism.
Article 1. Abolish certain legal regulatory documents within the issuance authority of the Minister of Culture, Sports and Tourism
Abolish the following legal regulatory documents:
1. Joint Circular No. 97TTLB/VHTTTTDL-TC dated June 15, 1990 of the Joint Ministries of Culture - Information - Sports and Tourism - Finance guiding the financial management system and state investment policy for public libraries.
2. Joint Circular No. 04/2002/TTLT/BVHTT-BTC dated March 4, 2002 of the Joint Ministries of Culture Information - Finance amending and supplementing certain provisions of Joint Circular No. 97TTLB/VHTTTTDL-TC dated June 15, 1990 of the Joint Ministries of Culture - Information - Sports and Tourism - Finance guiding the financial management system and state investment policy for public libraries.
3. Decision No. 41/2002/QD-BVHTT dated December 31, 2002 of the Minister of Culture - Information on the issuance of the Regulation on Exhibition Activities.
4. Circular No. 56/2003/TT-BVHTT dated September 16, 2003 of the Minister of Culture - Information detailing the conditions for establishing libraries and procedures for registering library operations.
5. Decision No. 1058/2007/QD-UBTDTT dated June 1, 2007 of the Minister, Chairman of the State Sports Committee promulgating the List of sports in the competition program at the Olympic Games (Group I sports).
Article 2. Effective Date
This Circular takes effect from November 1, 2020.

Heads of agencies and units under the Ministry; Directors of Provincial Departments of Culture, Sports and Tourism, Provincial Departments of Culture and Sports, heads of relevant agencies, organizations, and individuals are responsible for implementing this Circular./.
