Issuing the National Technical Regulation on Exhaust Emissions Level 5 for New Cars Produced, Assembled and Imported

Pursuant to the Road Traffic Law dated November 13, 2008;
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on Issuing Legal Normative Documents dated June 3, 2008;
Pursuant to Decree No. 12/2017/NĐ-CP dated February 10, 2017 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Transport
Pursuant to Decision No.49/2011/QĐ-TTgdated September 1, 2011 of the Prime Minister on the roadmap for applying emission standards for new cars and motorcycles;
At the proposal of the Director of Vietnam Vehicle Inspection Agency and the Head of Environmental Department;
The Minister of Transport hereby issues this Circular on issuing National Technical Regulation on Exhaust Emissions Level 5 for New Cars Produced, Assembled and Imported.
Article 1. Annexed to this Circular is the National Technical Regulation on Exhaust Emissions Level 5 for New Cars Produced, Assembled and Imported.
Registration code: QCVN 109:2021/BGTVT.
Article 2. This Circular takes effect from January 1, 2022. It is encouraged for production facilities, assemblers; organizations and individuals importing cars and relevant agencies, organizations, and individuals to apply this Circular earlier than the effective date mentioned above.
Article 3. The Director of the Ministry's Office, the Inspector General, Heads of Departments, Directors of Vietnam Vehicle Inspection Agency, Heads of units under the Ministry of Transport, relevant organizations and individuals are responsible for implementing this Circular./.
