on national topographic maps at scales of 1:50,000 and 1:100,000

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Law on Surveying and Mapping dated June 14, 2018;

Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing certain provisions of the Law on Technical Standards and Regulations; Decree No. 67/2009/NĐ-CP dated August 3, 2009 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing certain provisions of the Law on Technical Standards and Regulations; Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing certain provisions of the Law on Technical Standards and Regulations; May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing certain provisions of the Law on Technical Standards and Regulations;

Pursuant to Decree No. 27/2019/NĐ-CP dated March 13, 2019 of the Government detailing certain provisions of the Law on Surveying and Mapping; Decree No. 136/2021/NĐ-CP dated December 31, 2021 of the Government amending and supplementing certain provisions of Decree No. 27/2019/NĐ-CP dated March 13, 2019 of the Government detailing certain provisions of the Law on Surveying and Mapping;

Pursuant to Decree No. 36/2017/NĐ-CP dated April 4, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

At the request of the Director of the National Survey, Mapping and Geographical Information Department Mr. Nam, Director of the Science and Technology Department and Director of the Legal Department;

The Minister of Natural Resources and Environment promulgates this Circular promulgating National technical regulations on national topographic maps at a scale of 1:50,000, 1:100.000.

Article 1. This Circular annexes national technical regulations on national topographic maps at scales of 1:50,000 and 1:100,000, code QCVN 70:2022/BTNMT.

Article 2. Effectiveness

1. This Circular shall take effect from December 30, 2022.

2. Decision No. 178/1998/QĐ-ĐC dated March 31, 1998 of the General Director of the General Department of Land Administration on the issuance of symbols for national topographic maps at scales of 1:50,000 and 1:100,000 shall cease to be effective from the date this Circular takes effect.

3. The contents stipulated in Clause 1.1, Clause 1.2, Clause 1.4, Clause 1.10 Section 1 General Provisions; Section 2 Mathematical Basis and Accuracy of Maps; Section 3 Content of Maps in Decision No. 179/1998/QĐ-ĐC dated March 31, 1998 of the General Director of the General Department of Land Administration on the issuance of regulations for the establishment of national topographic maps at a scale of 1:50,000 shall cease to be effective from the date this Circular takes effect.

4. The contents stipulated in Clause 1.4 Section 1 General Provisions; Section 2 Mathematical Basis and Accuracy of Topographic Maps; Section 3 Content of Maps in Decision No. 15/2005/QĐ-BTNMT dated December 13, 2005 of the Minister of Natural Resources and Environment on technical regulations for the establishment of national topographic maps at scales of 1:10,000, 1:25,000, and 1:50,000 using digital image technology shall cease to be effective from the date this Circular takes effect.

5. The contents stipulated in Article 2, Article 5 Chapter I; contents of Chapter II, Chapter III, Chapter V in Decision No. 03/2007/QĐ-BTNMT dated February 12, 2007 of the Minister of Natural Resources and Environment promulgating technical regulations for the establishment of seabed topographic maps at a scale of 1:50,000 shall cease to be effective from the date this Circular takes effect.

6. The contents stipulated in Article 2, Article 5 Chapter I; contents of Chapter II, Chapter III, Chapter V in Circular No. 34/2011/TT-BTNMT dated August 11, 2011 of the Minister of Natural Resources and Environment promulgating technical regulations for the establishment of seabed topographic maps at a scale of 1:100,000 using direct survey methods shall cease to be effective from the date this Circular takes effect.

Article 3. Implementation

1. Ministries, ministerial-level agencies, government agencies, provincial People's Committees under central cities, and relevant organizations and individuals are responsible for enforcing this Circular.

2. The Director of the Vietnam National Administration of Surveying, Mapping and Geoinformation shall be responsible for organizing the dissemination and inspection of the implementation of this Circular.

3. During implementation, if there are any difficulties, agencies, organizations, and individuals are requested to promptly report to the Ministry of Natural Resources and Environment for consideration and decision.
