CIRCULAR

Guidelines for Implementing the Communication and Poverty Reduction Information Project Decree National Target Program on Sustainable Poverty Reduction for the 2021-2025 Period

Pursuant to Decree No. 17/2017/NĐ-CP dated February 17, 2017, issued by the Government, on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

Pursuant to Decree No. 27/2022/NĐ-CP dated April 19, 2022 of the Government stipulating the management mechanism and organization of implementation of national target programs;Pursuant to Decision No. 02/2022/QĐ-TTg dated January 18, 2022 of the Prime Minister stipulating principles, criteria, allocation quotas of central budget funds and local budget counterpart ratios for implementing the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period;

To implement Decision No. 90/QĐ-TTg dated January 18, 2022 of the Prime Minister approving the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period;

The Minister of Information and Communications issues this Circular guiding the implementation of the Communication and Poverty Reduction Information Project

At the proposal of the Director of the Department of Planning and Finance,

under the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period. This Circular guides the implementation of the objectives and tasks of the Communication and Poverty Reduction Information Project under the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period according to Decision No. 90/QĐ-TTg dated January 18, 2022 of the Prime Minister. Ministries, central agencies, localities, and relevant organizations and individuals involved in managing and implementing the Communication and Poverty Reduction Information Project (hereinafter referred to as the Project).

 

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation and Applicability

1. Not overlapping with the contents implemented in other programs, projects using state budget funds.

2. Prioritize support for the implementation of the Project in communes with extremely difficult socio-economic conditions in border areas, coastal areas, and islands, ensuring compatibility with the ability of ethnic minority people in poor districts and communes with extremely difficult socio-economic conditions to access information.

3. Clearly define specific tasks of the Sub-project on Information Poverty Reduction to serve the management and planning of the implementation of the Sub-project's goals and tasks at local levels.

4. Clearly define the responsibilities of ministries, central agencies, localities, and relevant organizations and individuals involved in managing and implementing the Project.

5. Manage and use project implementation funds in accordance with the law, ensuring economy and effectiveness; enhance integration and inheritance of results from other programs and projects, avoiding waste.

6. Ensure transparency in the use of allocated funds for Project implementation.

PROVISIONS ON PROJECT IMPLEMENTATION CONTENT

Section 1

Chapter II

IMPLEMENTATION OF THE SUB-PROJECT ON INFORMATION POVERTY REDUCTION

Article 3. Enhancing the capacity of information and communication staff
1. The task of enhancing the capacity of information and communication staff is carried out through training and capacity building activities in management and information dissemination work for staff working in press management and information dissemination in agencies and organizations. The subjects of training and capacity building in professional knowledge and skills include:

a) Leaders, reporters, editors of news agencies; staff of news agency supervisory agencies and state management agencies for the press;

b) Grassroots information staff; prioritizing commune-level cultural and social civil servants responsible for community radio stations;

c) Staff engaged in information dissemination work in Party agencies and political-social organizations;

d) External information staff of central and local agencies and organizations.

a) Building technological platforms and information technology equipment; renting information technology services to serve training and capacity building activities;

b) Developing training programs and materials (printed and electronic) to serve training and capacity building activities for professionals, including ethnic minority languages (if applicable);

2. Implementation Content

c) Organizing training sessions for the subjects: The duration of direct training shall not exceed five days (including fieldwork and evaluation time).

a) Central agencies:

3. Organization of Implementation

+ Building and developing technological platforms to serve training and capacity building activities in professional knowledge and skills in information dissemination;

+ Developing program content and materials for training and capacity building activities;

+ Organizing training sessions for management staff, journalists, and editors (including those specified in point a, Clause 1, Article 1 of this Decree managed by localities); external information staff, grassroots information management staff at provincial level.

- Political organizations and political-social organizations are responsible for:

+ Developing programs and materials according to the special requirements of their agencies and organizations to serve training and capacity building activities for subjects within their management scope;

+ Organizing training sessions for subjects within their agencies and organizations according to their management hierarchy.

b) Provincial People's Committees (hereinafter referred to as Provincial People's Committee) are responsible for:

- Organizing the development of programs and materials to serve training and capacity building activities for information and communication staff according to the special requirements of their locality (in addition to those developed by the central government);

- Organizing training sessions for information and communication staff managed by their locality (excluding those specified in point a, Clause 1, Article 1 of this Decree managed by localities).

- Organize the development of programs and materials to serve training and instruction for information and communication officers according to the specific requirements of the locality (excluding programs and materials developed by the central level);

- Organize training and instruction classes for information and communication officers managed by the locality (excluding those subjects specified in point a, Clause 1, Article of this Decree managed by the locality);

Article 4. Establishing public electronic information clusters to serve foreign information dissemination at border gates and providing content for information dissemination in border communes.

1. Locations for establishing electronic information clusters: At border gate areas; prioritizing land border gates. The location must have sufficient conditions regarding space, installation, and operation to ensure the effectiveness of the electronic information cluster after establishment.

2. Content and requirements for establishing public electronic information clusters to serve foreign information dissemination at border gates:

a) Establish new electronic information clusters at border gates that do not yet have such clusters; repair and replace damaged equipment in previously established clusters using state funds to meet the requirements of information and dissemination work.

b) The structure of the electronic information cluster includes a large screen electronic system (with control computers and accompanying auxiliary devices), installed permanently at the designated location.

c) The number of screens (one side, two sides, three sides, four sides) and screen area shall be determined based on requirements, suitable for the installation location, and the effectiveness of information and dissemination: Large screens shall be fixed on support poles or hung on scaffolding frames (depending on the installation location), ensuring safety for equipment and compliance with relevant laws; security and information safety for computer systems, control software, and connection transmission systems to content management units.

3. Providing information content for dissemination in border communes:

a) Producing and supplying nationwide or regional information and dissemination products in Vietnamese; ethnic minority languages, and foreign languages (if applicable) for dissemination on the electronic information cluster system.

b) Producing and supplying information and dissemination content according to local special requirements for dissemination on the electronic information cluster system in Vietnamese; ethnic minority languages, and foreign languages (if applicable).

4. Management, exploitation, maintenance, and operation of public electronic information clusters serving foreign information dissemination at border gates, including preservation, protection, regular repairs, maintenance of operations, and broadcasting of information products on the electronic information cluster.

- Directing the Department of Information and Communications to advise on management, plan formulation, and implementation after approval by the Provincial People's Committee;

a) The Ministry of Information and Communications shall be responsible for:

- Coordinating with localities to organize reviews of implementation plans and compile them into the implementation plan of the Sub-project;

- Organizing the production and supply of information and dissemination products as stipulated in point a, Clause 3 of this Article;

- Guiding localities on information and dissemination work on the electronic information cluster.

b) Provincial People's Committees shall be responsible for:

- Directing related agencies at the locality to cooperate with Border Guard Command Headquarters to survey needs, capacity for site installation of the electronic information cluster, and develop implementation plans (including both phases and detailed annual plans) to submit to the Ministry of Information and Communications for consolidation and monitoring of the Sub-project's special tasks. The content of the plan includes:

+ Current status of information and dissemination at international border gates and the necessity of establishing electronic information clusters to serve information and dissemination work;

+ Location and scale of implementation;

+ Management, operation, exploitation, and maintenance plans for the electronic information cluster;

+ Implementation funding sources (including local counterpart funds); plans to ensure funding for maintenance and operation of the electronic information cluster;

+ Organization plans for producing information and dissemination content as stipulated in point b, Clause 3 of this Article; + Implementation timeline and completion date for commissioning;

+ Allocation and coordination among local agencies and units in managing, exploiting, maintaining, and operating the electronic information cluster after establishment;

+ Analysis of the effectiveness of foreign information dissemination from installing the electronic information cluster.

- Organizing the establishment of electronic information clusters in accordance with the provisions of the law.

- Directing and assigning the Department of Information and Communications to take the lead and coordinate with related agencies to advise the Provincial People's Committee on organizing the production, editing, and dissemination of information and dissemination content on the electronic information cluster to serve local information and dissemination tasks; coordinating with related agencies at the locality to draft and submit to the Provincial People's Committee for promulgation the Regulation on management and operation of the electronic information cluster, which clearly defines responsibilities for managing physical facilities, operational funding, and ensuring the safety of information and dissemination content on the electronic information cluster (according to the outline attached as Appendix 01 to this Circular); inspecting, supervising, and enhancing the effectiveness of the invested equipment system;

- Allocating funds for the maintenance, repair, exploitation, and operation of the electronic information cluster in accordance with the State Budget Law.

Article 5. Provision of public information services at postal service provision points serving access to information for people in communes with particularly difficult socio-economic conditions, island communes, and island districts.

1. Objective: To provide public information services for people in communes with particularly difficult socio-economic conditions, island communes, and island districts; to help people in these areas have access to information on Party policies, State laws, knowledge, skills for economic, cultural, and social development, and other essential information.

2. Scope and location of implementation:

a) Scope: Implementation in communes with particularly difficult socio-economic conditions; island communes, and island districts;

b) Location: At postal service provision points within the public postal network.

3. Activities of public information service provision points:

a) Receiving publications and printed press from the Project and other programs and projects to serve the people in the area;

b) Serving (free of charge) people reading books, newspapers, magazines (including electronic publications and online newspapers);

c) Providing broadband internet access services to enable people to exploit essential information, read electronic publications and online newspapers, and use online government services.

4. Requirements for public information service provision points:

a) Having a system of tables and chairs for people to read books, newspapers, and magazines;

b) Having at least one computer connected to broadband internet, ensuring information security;

c) Having at least one cabinet/shelf for displaying and introducing printed publications and printed newspapers;

d) Ensuring lighting and electric fans for people's convenient use of services;

đ) Service hours: Minimum of six hours per day, from Monday to Saturday each week (excluding national holidays and festivals). Service hours must be publicly posted in a visible place so that people can see them.

- Directing the Department of Information and Communications to advise on management, plan formulation, and implementation after approval by the Provincial People's Committee;

a) The provincial People's Committee is responsible for:

- Organizing the planning of public information service provision sent to the Ministry of Information and Communications for consolidation and monitoring the implementation of the special tasks of the Sub-project;

- Based on actual conditions and needs in the locality, directing and assigning the Department of Information and Communications to advise on management and implementation tasks in the locality, coordinating with the Provincial Post Office to develop plans and organize the implementation after approval by the provincial People's Committee; organizing the provision of information products and services, propaganda under the Project and other programs and projects (if any) implemented by the locality to serve the people at public information service provision points.

b) Public information service providers are responsible for:

- Ensuring physical facilities, staffing, and maintaining and operating the service provision point according to the requirements set out in Clause 4 of this Article;

- Receiving, storing, and exploiting printed publications and printed newspapers of the Program and other programs and projects to serve the people in the area:

+ For printed publications: Ensuring exploitation time until the end of the Program's implementation period. Upon completion of the Program's implementation period, based on actual conditions, the service provider will plan to continue exploiting printed publications with long-term usage value to serve the people in the area or coordinate with the Commune People's Committee and relevant agencies and organizations to transfer these publications to continue serving people at cultural-information institutions in the area;

+ For printed newspaper issues and other printed communication materials: Exploitation time of at least twelve months. - Reporting on the situation of service provision as required by the Ministry of Information and Communications and the locality.

d) News agencies and publishers participating in the Project, based on the purpose and target audience of the product, are responsible for providing printed newspapers and printed publications of the Project to appropriate public information service provision points.

Encouraging agencies and organizations to provide press products, publications, and other communication products under other programs and projects to public information service provision points to meet the information needs of the people.

đ) Users of services at public information service provision points are responsible for:

- Using the products and services specified in Point b, Clause 2 of this Article;

- Safeguarding property, printed publications, printed newspapers, and other communication products when using at public information service provision points; maintaining public security and cleanliness at public information service provision points.

Article 6. Equipping information devices for border guard outposts to serve information and propaganda activities for external information dissemination in border and island communes.

1. Purpose:

a) Ensuring service for information and propaganda activities for residents of border communes, attracting people to participate in community activities at border guard outposts, thereby providing information about policies, laws of the Party and State to residents in the area; mobilizing the people to actively reduce poverty, build and protect border security, and combat false information about national border sovereignty.

b) Strengthening the application of information technology, innovating forms and methods of information dissemination suitable for new situations at border guard outposts located in border and island communes.

2. Priority locations and areas: Prioritizing support for equipping information devices for border guard outposts located in border communes with particularly difficult socio-economic conditions and island communes.

3. Structure, scale, and technical requirements of the information device system:

a) The information device system includes: Devices for listening and viewing and other devices ensuring information dissemination activities under difficult and complex terrain conditions in border and island areas.

b) Based on actual needs for information and propaganda work, the Border Guard Command proposes a list and technical requirements for devices to be equipped, reporting to the Ministry of National Defense for unified consideration and sending to the Ministry of Information and Communications for review and consolidation of implementation plans.

4. Implementation:

a) The Ministry of Information and Communications shall be responsible for:

- Cooperating with the Ministry of National Defense and the Border Guard Command to review and consolidate implementation plans for objectives and tasks, and monitor their implementation;

- Supporting and providing information and propaganda products to the Border Guard Command to carry out information and propaganda work.

b) The Ministry of National Defense is responsible for:

- Directing the Border Guard Command to review and determine the need for equipment support, develop implementation plans (in detail for each year), report to the Ministry of National Defense for consideration, and send to the Ministry of Information and Communications for consolidation; directing the Border Guard Command to organize and implement according to regulations.

Implementation plans include the following contents: Current status and necessity of equipping means to serve information and propaganda work in border and island areas for border guard outposts; location, list of equipment to be equipped; funding sources; organization of implementation; coordination with local agencies and units; exploitation and operation plans for supported equipment.

- Issuing or directing the Border Guard Command to establish and issue guidelines for managing and using the supported equipment system, and supervising the management and exploitation of equipment for safe and effective use according to purpose.

c) Provincial People's Committees: Directing the Department of Information and Communications and local press agencies and related agencies to coordinate with the Border Guard Command in information and propaganda work in border and island areas.

Article 7. Enhancing material infrastructure for village radio stations' operations.

1. Scope of implementation:

a) Villages with particularly difficult socio-economic conditions (Category III villages) as approved by Decision No. 861/QĐ-TTg dated June 4, 2021 of the Government approving the list of Category III, II, and I villages in ethnic minority and mountainous regions for the period 2021-2025;

b) Island villages, island districts. In cases where island districts do not have village administrative units, enhancing material infrastructure for island district broadcasting facilities.

2. Contents of implementation:

a) Establishing new village radio stations for villages without existing radio stations;

b) Expanding the activities of village radio stations to meet information and propaganda tasks:

- Expanding the loudspeaker system applying information and telecommunications technology for hamlets within the village to meet the essential information provision needs of households in the village;

- Replacing wired and wireless FM loudspeakers that are damaged and no longer usable with loudspeakers applying information and telecommunications technology.

3. Basic components, technical requirements, and information security assurance requirements for newly established and upgraded village radio stations according to Circular No. 39/2020/TT-BTTTT dated November 24, 2020 of the Ministry of Information and Communications on the management of village radio stations applying information and telecommunications technology.

4. Priorities for establishing and upgrading village radio stations:

a) Villages without radio stations in border and island areas;

b) Other Category III villages without radio stations;

c) Expanding the activities of village radio stations in border villages and island villages.

- Directing the Department of Information and Communications to advise on management, plan formulation, and implementation after approval by the Provincial People's Committee;

a) The Ministry of Information and Communications is responsible for: Coordinating with localities to review and consolidate implementation plans for special tasks of the Sub-project as prescribed;

b) Provincial People's Committees shall be responsible for:

- Organizing and directing the implementation of tasks at the locality level;

- Assigning the Department of Information and Communications to take the lead and coordinate with relevant agencies to draft plans for establishing new and expanding activities for village radio stations in the locality, reporting to the provincial People's Committee for consideration, and sending to the Ministry of Information and Communications for consolidation and monitoring the implementation of special tasks of the Sub-project;

- Ensuring necessary conditions for the regular operation of village radio stations (including internet access fees, broadcasting receiver rental fees; maintenance and repair costs for equipment; production and broadcast costs for programs on village radio stations).

Article 8. Construction and development of technological platforms for providing electronic publications and online newspapers

1. Construction and development of technological platforms for providing essential electronic publications and online newspapers (including minority languages) to disseminate valuable works with long-term social utility.

2. Contents of implementation:

a) Construction and development of software, databases, information technology equipment (including security devices) for publishing and distributing electronic publications, and posting online newspapers.

c) Hiring of information technology services; maintenance and operation of technological platforms serving readers.

3. Implementation:

a) The Ministry of Information and Communications shall be responsible for:

- Organizing the construction of technological platforms, hiring of information technology services to provide centralized electronic publications and online newspapers to disseminate essential information serving readers.

- Managing, operating, exploiting, and maintaining shared technological platforms serving readers.

b) News agencies and publishers shall be responsible for:

- Posting news articles; publishing and distributing publications under the Sub-project on technological platforms serving readers.

- In cases where publishers or distributors require the use of software from the Sub-project to serve their own publication and distribution activities, they must ensure the necessary material conditions and funding for maintenance and operation.

Article 9. Development of other technological platforms to reduce information poverty

1. Implementation content:

a) Construction of software, databases, information technology equipment, and security devices; hiring of information technology services as prescribed.

b) Maintenance and exploitation of information technology platforms.

2. Implementation:

Where relevant agencies and organizations have needs to develop information technology platforms to serve information poverty reduction work, they must prepare specific plans (clarifying the necessity, objectives, contents of the platforms to be developed, sources of funding, and the ability to transfer technology to other agencies and organizations), submit them to the Ministry of Information and Communications for review and agreement before implementation (to avoid duplication), incorporate them into the Sub-project implementation plan, and monitor their execution.

Article 10. Production of new journalistic works and other communication products to provide essential content for society

1. General Requirements

a) Producing new journalistic works and other communication products in electronic form with specialized themes aimed at providing essential information with long-term utility for society, prioritizing areas with particularly difficult socio-economic conditions and high poverty rates.

b) Agencies responsible for this task must ensure:

- Compliance with the functions and responsibilities of the implementing agency;

- Non-overlap with the regular operational tasks of the implementing agency;

- Non-overlap with the implementation of other programs and projects;

- Meeting the criteria set forth in Clause 2 of this Article.

2. Criteria for selecting informational and promotional content:

a) Content criteria: The content of information and promotion must be specialized, closely aligned with the requirements and guidance for information and promotion by the supervising agency, state management agencies, and the essential information needs of society.

b) Format, genre, duration criteria: Consistent with the requirements and guidance for promotion by the supervising agency; ensuring suitability and practicality for the target audience; friendly, attractive, easy-to-understand formats that comply with local customs, traditions, and Vietnamese law.

c) Effectiveness criteria: The content must be applicable to daily life and production, enhancing public awareness and knowledge; having a widespread impact on various media and communication channels.

d) Priority criteria: Prioritizing information and promotion in areas with difficult socio-economic conditions, border regions, and islands.

3. Implementation contents:

a) Producing new journalistic works and other communication products containing essential information, including minority languages (if applicable).

b) Distributing and broadcasting journalistic works; disseminating other communication products, including:

- For printed products: Distribution to libraries; public information service points in particularly difficult socio-economically disadvantaged communes, island communes, and other suitable locations based on the target audience and the purpose of the product.

- For radio and television programs: Broadcasting on essential radio and television channels, and other promotional broadcasting channels.

- Posting electronic journalistic works on dedicated sections and columns of online newspapers, and other electronic communication products on technological platforms used by news agencies, on the websites of agencies and organizations executing the task, and on essential online newspaper provision platforms according to the guidelines of the Ministry of Information and Communications.

- Broadcasting radio programs on commune-level radio stations.

4. Implementation:

a) Ministries and central agencies shall be responsible for:

- Based on the information dissemination and essential information provision tasks of their sectors and fields, directing news agencies and subordinate agencies to formulate implementation plans, reporting to the supervising agency and submitting to the Ministry of Information and Communications for consolidation of the Sub-project implementation plan and monitoring its execution.

- Organizing and directing the implementation of plans based on the budget allocated according to the law.

b) Provincial People's Committees shall be responsible for organizing and directing the implementation of tasks at the local level; assigning the Department of Information and Communications to lead and coordinate with local news agencies and related agencies to formulate local implementation plans, report to the provincial People's Committee for review, and submit to the Ministry of Information and Communications for consolidation and monitoring.

c) News agencies and organizations assigned to execute the task shall be responsible for: Implementing the plans assigned by their supervisors in accordance with the Law on Press and other relevant laws.

Article 11. Production of new publications providing essential content

1. General Requirements

a) Publications must provide essential information to serve political tasks, economic and social development that the people need, which the State needs to provide but has not been met by society; Prioritize serving ethnic minority groups and areas with high poverty rates.

b) Publications shall not duplicate those already implemented in other tasks, programs, or projects.

2. Criteria for selecting publication topics

a) Regarding content: The publication topic must belong to one or several of the following themes:

- Popularizing and promoting the Party's guidelines and the State's policies and laws;

- Disseminating scientific, technical, and technological knowledge, experience applied in production, sustainable livelihood models serving economic and social development, environmental protection, and climate change prevention;

- Promoting and introducing cultural, literary, artistic knowledge, and traditional cultural heritage of ethnic minorities that need to be promoted, preserved, and passed on to future generations, and creating products to serve tourism development;

- Introducing and honoring exemplary individuals, outstanding production and business models contributing to achieving economic and social development goals and ensuring national security and defense.

b) Regarding form: To be published in Vietnamese and ethnic minority languages (if applicable);

- For electronic publications, they should follow the standard format for electronic publications, audio publications, and multimedia publications with specific requirements as follows:

+ For standard electronic publications: They can be presented in text form (with static image illustrations), designed as flipbooks or continuous reading without page breaks, and readable on common electronic devices;

+ For audio electronic publications: They can be recorded directly from a reader's voice or an automatic reading device, and listenable on common electronic devices;

+ For multimedia publications: They can be presented in a combination of sound and moving images, and viewable, listenable, and readable on common electronic devices.

- For printed publications: The maximum number of printed pages is 300 pages/publication, with dimensions of 14.5 x 20.5 cm, meeting technical and aesthetic standards suitable for communication activities. Printed publications should be produced simultaneously with electronic publications to serve a wide audience on platforms managed by the Ministry of Information and Communications for essential electronic publications and online newspapers.

c) Regarding copyright:

- Selected publications must comply with the laws on publishing and intellectual property;

- The minimum term for transferring copyright is five years, calculated from the date the publisher's director issues the decision to release the electronic publication.

3. Implementation process

a) Registration of publication topics:

- The publisher is responsible for registering publication topics in accordance with the project's objectives, tasks, and budget;

- Registration information includes: Topic name; Author; Content summary; Type; Publication language (specify the ethnic minority language if applicable); Publication form (printed publication, standard electronic publication, audio electronic publication, and multimedia publication); Copyright purchase period (for electronic publications); Implementation method; Distribution target (for printed publications), publication domain (for electronic publications); Implementation time; Budget, including the project budget and the publisher's contribution (if any).

b) Selection of topics:

- At the central level: Based on the list of publication topics, the Ministry of Information and Communications organizes the selection of publication topics according to management levels, ensuring alignment with the project's objectives, tasks, and budget;

- At the local level: Based on the list of publication topics, the provincial People's Committee organizes the selection of publication topics according to management levels, ensuring alignment with the project's objectives, tasks, and budget; sends the selected publication list to the Ministry of Information and Communications for joint management.

c) Organization of publication and distribution:

- Based on approved topics, the publisher organizes editing, publication, and distribution in accordance with the law;

- The publisher must clearly indicate the free reading period for the publication on electronic publication technology platforms and notify the author and copyright owner in writing about the publication release date to calculate the transfer period (Annex 3 attached), while sending the notification to the supervising authority and the state management agency for information and communications at the same level for monitoring and management;

- The agreement on transferring copyright and related rights for works shall be carried out in accordance with the laws on intellectual property and relevant laws.

4. Implementation Organization

a) Central ministries and agencies requiring new publications funded by the project budget are responsible for:

- Organizing the implementation plan and submitting it to the Ministry of Information and Communications for consolidation and tracking of the project's tasks;

- The Ministry of Information and Communications organizes the selection and notification to the supervising authority and the publisher regarding new publication topics implemented by central agencies using the project budget;

- Organizing the implementation plan, selection, and notification of new publication topics implemented by localities using the project budget;

- Approving topics, managing, directing the implementation plan, and submitting to the Ministry of Information and Communications for consolidation and tracking of special project tasks;

- Ensuring new publications meet the criteria set forth in Clause 2 of this Article and do not duplicate existing publication topics;

- Implementing publication and organizing distribution in accordance with the requirements of the competent authority.

- Ensure the publication of works in accordance with the provisions of the Law on Publishing and the Law on Intellectual Property;

- Manage and use the allocated budget for the Sub-project in compliance with the relevant laws;

- Distribute electronic publications under the Sub-project on electronic publishing platforms managed by the Ministry of Information and Communications and other technology platforms managed by the publishers or supervisory authorities, as well as public digital library platforms (if any).

5. In addition to the contents stipulated in this Article, other activities shall be carried out in accordance with Circular No. 32/2021/TT-BTTTT dated December 31, 2021 issued by the Ministry of Information and Communications guiding the implementation of publications using state budget funds and related legal regulations.

Article 12. Selection of Essential News Works for Digital Conversion and Distribution Online

1. General Requirements

Printed news works (print newspapers, magazines), radio and television programs (including ethnic minority languages if applicable) selected for digital conversion are printed news works that have been published and radio and television programs that have been broadcast previously (using analog technology) containing essential information with long-term usage value, widely disseminated to society, contributing to saving state resources and enhancing communication effectiveness.

2. Implementing Entities

a) For print newspapers and magazines: News agencies and magazines under Party organs, state organs, political-social organizations;

b) For radio and television broadcasts: Central and local radio and television stations managing and news agencies engaged in broadcasting activities in accordance with the Law on Press.

3. Criteria for Selecting News Works for Digital Conversion:

a) Content: Consistent with the mission and purpose of the news agency; closely aligned with the propaganda requirements and directions of the directing organs, state management organs on press, and supervisory organs;

b) Format of Conversion:

- For printed newspapers and magazines: Convert to electronic newspapers and magazines;

- For radio and television programs: Convert to digital technology programs.

c) Effectiveness: Ensuring the provision of essential information for economic, cultural-social, national defense, security, and foreign affairs life.

4. Implementation Process:

a) News agencies select a list of news works for digital conversion, including the following contents: Title of work; author; year of publication; summary of content; language used (specify which ethnic minority language if applicable); format of digital conversion for the work; details of the work involved in converting the work to digital format; website address for online newspapers, content distribution channels of the news agency; time frame for implementation; budget for implementation, including support from the Sub-project and contributions from the news agency (if any);

b) Convert printed newspapers and magazines to electronic newspapers and magazines; convert radio and television programs to digital technology;

c) Publish electronic newspaper and magazine works on dedicated sections or columns of online newspapers and magazines; broadcast and publish radio and television programs on the content distribution channels of the news agency.

- Directing the Department of Information and Communications to advise on management, plan formulation, and implementation after approval by the Provincial People's Committee;

a) The supervisory organ of the news agency is responsible for organizing and directing the development and implementation of the plan; approving the list of works to be converted for subordinate news agencies according to the regulations sent to the Ministry of Information and Communications for consolidation into the Sub-project implementation plan;

b) Provincial People's Committees are responsible for directing local news agencies to implement the goals and tasks of the Sub-project; assigning the Department of Information and Communications to act as the focal point for advising and consolidating the implementation plan of the locality to report to the Provincial People's Committee for consideration and submission to the Ministry of Information and Communications for consolidation and monitoring of special tasks of the Sub-project;

c) News agencies are responsible for:

- Implementing the content of the Sub-project in accordance with the approved results by the supervisory organ, ensuring consistency with the objectives, tasks, and allocated budget as prescribed;

- Bearing legal responsibility for the copyright of the proposed news works to participate in implementing the Sub-project;

- Managing the budget for implementing the task in accordance with the actual content and volume of work involved in converting the works to digital format as prescribed by law;

- Publishing the converted news works under the Sub-project on electronic publishing platforms providing essential online newspapers managed by the Ministry of Information and Communications and platforms managed by the news agency or supervisory organ (if any).

Article 13. Selection of printed publications for publication in electronic form

1. General Requirements:

Printed publications selected for republication in electronic form are works and projects with long-term content value, providing essential information to serve political tasks, economic and social development that the people need and the State needs to provide but which society has not yet fully met the demand; priority is given to publications serving areas with particularly difficult socio-economic conditions.

2. Criteria for selecting printed publications for publication:

- Printed publications selected for publication must ensure compliance with laws on publishing and intellectual property rights;

- Electronic publications must meet the criteria regarding subject matter, format, and copyright as stipulated in Clause 2, Article 11 of this Decree.

3. Implementation process: To be carried out in accordance with the provisions of Clause 3, Article 11 of this Circular.

4. Implementing organization: To be carried out in accordance with Clause 4, Article 11 of this Circular.

5. In addition to the contents stipulated in this Article, other activities shall be carried out in accordance with Circular No. 32/2021/TT-BTTTT dated December 31, 2021 issued by the Ministry of Information and Communications guiding the implementation of publications using state budget funds and related legal regulations.

Section 2

IMPLEMENTATION OF THE MULTIDIMENSIONAL POVERTY COMMUNICATION SUBPROJECT

Article 14. Tasks related to information and communication work on multidimensional poverty reduction

1. Timely and comprehensive dissemination of information about multidimensional poverty reduction work based on multidimensional poverty standards as prescribed in Government Decree No. 07/2021/NĐ-CP dated January 7, 2021 on multidimensional poverty standards for the period 2021-2025.

2. Contents of implementation:

a) Propaganda and dissemination of the Party's guidelines, State policies and laws, and the implementation situation of these policies and laws on sustainable poverty reduction; raising awareness and responsibility at all levels, sectors, and throughout society in implementing poverty reduction goals and tasks and mobilizing resources for sustainable poverty reduction work;

b) The implementation situation of multidimensional poverty reduction across various fields; experiences in production and exemplary cases of sustainable poverty reduction;

c) Dissemination and guidance for people to participate and benefit from the Program; access to basic social services such as employment, vocational training, working abroad under contracts, healthcare, education, housing, clean water and sanitation, information, legal aid, social assistance, and gender equality;

d) Management and implementation of the National Target Program on Sustainable Poverty Reduction.

3. Prioritize information and propaganda efforts in areas with high poverty rates.

Article 15. Forms of information and propaganda on multidimensional poverty reduction

1. Information and propaganda through press and publications: Producing journalistic works, publications, and other communication products on multidimensional poverty reduction work, including special issues, columns in press products; policy dialogues on television, radio, and online media.

2. Information and propaganda through forms such as: Stage performances; production, distribution, and posting of other communication products (leaflets, booklets, video clips, radio and television programs).

3. Conducting communication activities to disseminate information at community meetings with themes on poverty reduction work and through mobile information activities at the grassroots level, prioritizing implementation on village radio stations.

4. Organizing specialized lectures and disseminating information to poor households about poverty reduction policies, experiences, and exemplary cases of poverty reduction within communities.

5. Organizing activities and movements promoting "For the Poor - Leaving No One Behind," recognizing and rewarding localities, communities, poor households, and organizations and individuals with outstanding achievements in poverty reduction.

6. Launching contests on information and propaganda through press and other forms on poverty reduction and sustainable social welfare work.

7. Developing and strengthening the operation of websites on poverty reduction by central ministries and agencies and localities, including upgrading hardware and software, producing content for website posting, and supporting maintenance and operation of the website.

Chapter III

ESTABLISHING, ASSIGNING PLANS, RAISING RESOURCES AND MONITORING PROJECT IMPLEMENTATION

Section 1

PLAN FOR IMPLEMENTING THE POVERTY REDUCTION INFORMATION SUBPROJECT

Article 16. Establishment and Transfer of Implementation Plans for the Objectives and Tasks of the Sub-project

1. Implementation plan for the Sub-project for the period 2021-2025 and annually:

a) The Ministry of Information and Communications shall establish the implementation plan for the Sub-project according to the tasks specified in Clause 1, Article 37 of Decree No. 27/2022/ND-CP of the Government on the management mechanism and organization of implementation of national target programs (hereinafter referred to as Decree No. 27/2022/ND-CP).

b) Ministries, central agencies, and localities shall, based on actual conditions, the content of activities of the Sub-project, and the guidance provided in this Circular, assign specialized agencies under their jurisdiction with the function of advising on management to establish the implementation plan for the Sub-project for the five-year period and annually in accordance with regulations and submit it to the Ministry of Information and Communications for consolidation and reporting to relevant agencies. The content and deadlines for establishing the implementation plans for the objectives and tasks of the Sub-project shall be carried out in accordance with the provisions of Decree No. 27/2022/ND-CP. For special contents of the Sub-project funded from the central budget (operational funds), they shall be implemented in accordance with the guidance provided in Clause 2 of this Article.

2. Establishing the Implementation Plan for Special Tasks of the Sub-project:

Based on the provisions regarding the method of calculation and allocation of capital for implementing the Sub-project for localities at Point c, Clause 1, Article 10 of Decision No. 02/2022/QĐ-TTg dated January 18, 2022, of the Prime Minister on principles, criteria, and allocation rates of central government budget capital and local government budget counterpart capital for implementing the National Target Program on Sustainable Poverty Reduction for the period 2021-2025; ministries, central agencies, and localities shall establish the implementation plan for special tasks of the Sub-project, specifically:

a) Special contents in the implementation of the Sub-project's tasks at local levels, including:

- Establishing clusters of public electronic information serving foreign information dissemination at border gates;

- Providing public information services at postal service points serving access to information for people in communes with extremely difficult socio-economic conditions, island communes, and island districts;

- Strengthening material infrastructure for village radio station activities;

- Building and developing technology platforms serving information and propaganda work (if applicable);

- Producing new publications providing essential content;

- Selecting printed publications for publication in electronic form.

b) The model report format for the implementation plan of the Sub-project by ministries, central agencies, and localities is issued in Appendix 02 attached to this Circular;

c) When establishing plans for special contents mentioned in Point a of this clause, localities shall attach explanations (for each special content); specifically as follows:

- Necessity;

- Objectives; implementation content;

- Geographic area, location, beneficiaries;

- Implementation content (detailed explanation corresponding to each activity);

- Scale, quantity of implementation;

- Financial requirements, basis for determination;

- Sources of funding for implementation, clearly stating the local counterpart funding, contributions from units; maintenance, operation funding for information provision services;

- Units assigned to implement;

- Implementation methods;

- Deployment and completion time.

d) Deadline for submitting annual implementation plan proposals:

- Ministries, central agencies, and localities shall establish the implementation plan for the Sub-project in accordance with the State Budget Law and related laws and submit it to the Ministry of Information and Communications before July 15 of each year prior to the planning year for consolidation and reporting to relevant agencies as prescribed. For the implementation plan for special tasks for the entire period, ministries, and central agencies shall submit it together with the Sub-project implementation plan for 2023.

3. Guidance for Annual Implementation Plans:

a) Based on the implementation plan for the Sub-project (using central budget operational funds), the Ministry of Information and Communications shall issue guidelines:

- For ministries, central agencies: Guidelines for the implementation of special objectives and tasks such as: producing new publications, selected printed publications for electronic publication, development plans for technology platforms serving poverty reduction through information (if applicable);

- For localities: Guidelines for the implementation of special tasks of the Sub-project as stipulated in Point a, Clause 2 of this Article.

b) On the basis of the guidelines of the Ministry of Information and Communications in Point a of this clause, ministries, central agencies, and localities shall decide to implement the Sub-project's tasks (including detailed special tasks if any) in accordance with relevant laws and submit reports to the Ministry of Information and Communications for monitoring, consolidation, and supervision of implementation as prescribed.

Section 2

IMPLEMENTATION PLAN FOR THE SUB-PROJECT ON MULTIDIMENSIONAL POVERTY COMMUNICATION

Article 17. Developing the Implementation Plan for the Multi-Dimensional Poverty Reduction Communication Sub-project

1. The Ministry of Labor, Invalids and Social Affairs shall take the lead and coordinate with the Ministry of Information and Communications to guide the development of plans and provide orientation for information and propaganda work on multi-dimensional poverty reduction in accordance with the requirements and tasks for both the entire period and annually.

2. Provincial People's Committees shall direct the Department of Labor, Invalids and Social Affairs to take the lead and coordinate with the Department of Information and Communications to advise on the development of plans for information and propaganda work on multi-dimensional poverty reduction within their respective areas; inspect, supervise, evaluate, and compile reports on the results of implementation in accordance with regulations.

3. Central agencies and organizations shall base on their functions and tasks to develop plans for information and propaganda work on multi-dimensional poverty reduction, report to the competent authorities, and register the implementation plan with the Ministry of Labor, Invalids and Social Affairs; local authorities at all levels, according to the management hierarchy, shall organize the development and implementation of tasks, ensuring the content and form of information dissemination are appropriate, effective, and report the results to the main agency of the Sub-project in accordance with regulations.

Section 3

Mobilizing, managing resources and supervising the implementation of the Project force and monitor the implementation of the Project

Article 18. Mobilizing and Managing Resources for the Project Implementation

1. Ministries, central agencies, press agencies, publishing houses, and other units participating in the Project shall be responsible for allocating additional funds, integrating the Project's implementation with other activities to fulfill the Project's contents in accordance with the guidelines of the Ministry of Finance and relevant laws.

2. Localities shall be responsible for allocating corresponding capital to implement the Project's contents in accordance with Decision No. 02/2022/QD-TTg dated January 18, 2022, of the Prime Minister and the approved Project content on communication and poverty reduction through information in Decision No. 90/QĐ-TTg dated January 18, 2022, of the Prime Minister.

3. The management and use of funds for Project implementation shall be carried out in accordance with the guidelines of the Ministry of Finance and relevant laws.

4. Postal and telecommunications enterprises and other organizations participating in the Project shall integrate the Project's implementation with the activities of their agencies and organizations and ensure the provision of services in compliance with regulations.

Article 19. Supervising the Project Implementation

1. Monitoring reports on Project implementation shall be conducted in accordance with the guidelines of the Ministry of Labor, Invalids and Social Affairs stipulated in Circular No. 10/2022/TT-BLDTBXH dated May 31, 2022, guiding the supervision and evaluation of the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period.

2. Agencies and units directly implementing the Project shall be responsible for submitting regular annual, mid-term, and ad hoc reports in accordance with the aforementioned Circular and related guidance from the Ministry of Information and Communications.

3. The Ministry of Information and Communications shall aggregate and report to the program's main agency and related agencies on the Project's implementation status in accordance with regulations.

PART IV

IMPLEMENTATION

Article 20. Implementation

1. The Ministry of Information and Communications shall take the lead and coordinate with the Ministry of Labor, Invalids and Social Affairs and related central ministries and agencies to organize the implementation of the Information-based Poverty Reduction Sub-project.

2. The Ministry of Labor, Invalids and Social Affairs shall take the lead and coordinate with the Ministry of Information and Communications and related central ministries and agencies to organize the implementation of the Multi-Dimensional Poverty Reduction Communication Sub-project.

3. Central ministries and agencies shall organize and implement the Project's objectives and tasks within their jurisdiction; assign tasks to subordinate functional agencies to advise on management and serve as the focal point for coordination with the main agencies of each Sub-project component in planning, reporting, and supervising the implementation of objectives and tasks in accordance with regulations.

4. Provincial People's Committees:

a) Organize the development, allocation, reporting, inspection, and supervision of the Project implementation at the local level within their authority and in accordance with the law;

b) Direct and assign the Department of Information and Communications to take the lead and coordinate with related agencies to advise on organizing and managing the implementation of the Information-based Poverty Reduction Sub-project; serve as the focal point for aggregating and reporting to the Ministry of Information and Communications on planning and reporting on the Sub-project's implementation status at the local level in accordance with regulations;

c) Direct and assign the Department of Labor, Invalids and Social Affairs to take the lead and coordinate with related agencies to advise on organizing and managing the implementation of the Multi-Dimensional Poverty Reduction Communication Sub-project; serve as the focal point for aggregating and reporting to the Ministry of Labor, Invalids and Social Affairs on planning and reporting on the Sub-project's implementation status at the local level in accordance with regulations.

Article 21. Effective Date

1. This Circular takes effect from August 14, 2022.

2. During the implementation process, if there are any difficulties, please reflect them to the Ministry of Information and Communications for research, amendment, and supplementation as appropriate./.
