Repealing certain regulatory legal documents within the purview of the Minister of Culture, Sports and TourismOn the basis of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing some provisions and measures to implement the Law on Enacting Regulatory Legal Documents; Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing some articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing some provisions and measures to implement the Law on Enacting Regulatory Legal Documents;

Pursuant to the Law on Legislative Regulatory Documents dated June 22, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Legislative Regulatory Documents dated June 18, 2020;
The Minister of Culture, Sports and Tourism issues this Circular to repeal certain regulatory legal documents within the purview of the Minister of Culture, Sports and Tourism.
Pursuant to Government Decree No. 79/2017/NĐ-CP dated July 17, 2017, on functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
At the proposal of the Director of the Legal Department;
Article 1. Repeal all five regulatory legal documents within the purview of the Minister of Culture, Sports and Tourism.
Repeal all five regulatory legal documents listed below:
1. Directive No. 01/2000/CT-UBTDTT dated January 20, 2000 of the Chairman of the State Sports Committee on strengthening leadership in physical culture and sports inspection work.
2. Directive No. 57/2001/CT-BVHTT dated June 1, 2001 of the Minister of Culture and Information on enhancing library work in universities and colleges under the Ministry of Culture and Information.
3. Decision No. 10/2007/QĐ-BVHTT dated May 4, 2007 of the Minister of Culture and Information approving the planning for the development of the library sector in Vietnam until 2010 and the orientation until 2020.
4. Circular No. 17/2011/TT-BVHTTDL dated December 2, 2011 of the Minister of Culture, Sports and Tourism detailing standards, procedures, and processes for reviewing and recognizing "Rural New Community Cultural Standard Villages".
5. Circular No. 08/2014/TT-BVHTTDL dated September 24, 2014 of the Minister of Culture, Sports and Tourism detailing standards, procedures, and processes for reviewing and recognizing "Cultural Standard Agencies", "Cultural Standard Units", and "Cultural Standard Enterprises".
2. Heads of agencies and units under the Ministry; Directors of Provincial Departments of Culture, Sports and Tourism, Provincial Departments of Culture and Sports of centrally governed cities and relevant organizations and individuals shall be responsible for implementing this Circular./.
Article 2. Implementation clause
1. This Circular takes effect from January 1, 2023.
2. The heads of agencies and units under the Ministry; the Directors of Provincial Departments of Culture, Sports and Tourism, Provincial Departments of Culture and Sports in centrally governed cities and provinces, and relevant organizations and individuals shall be responsible for implementing this Circular./.
