This Circular amends and supplements certain articles of the High School Graduation Examination Regulation issued together with Circular No. 15/2020/TT-BGDĐT dated May 26, 2020, and Circular No. 05/2021/TT-BGDĐT dated March 12, 2021, of the Minister of Education and Training. Specifically, this Circular adjusts regulations on the composition of the Exam Paper Printing Board, exam paper and answer sheet preservation, marking methods, score entry, result data transfer, re-examination of subjective test answers, and other provisions. This Circular takes effect from May 9, 2023.

CIRCULAR
Amending and supplementing certain provisions of the Examination Regulations for Secondary School Graduation issued together with Circular No. 15/2020/TT-BGDĐT dated May 26, 2020, amended and supplemented by Circular No. 05/2021/TT-BGDĐT dated March 12, 2021 of the Minister of Education and Training
Pursuant to the Education Law on June 14, 2019;
Pursuant to the Higher Education Law on June 18, 2012; and the Law Amending and Supplementing Certain Provisions of the Higher Education Law on November 19, 2018;
Pursuant to Decree No. 86/2022/NĐ-CP dated October 24, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
At the proposal of the Director of the Quality Management Department.
The Minister of Education and Training issues this Circular amending and supplementing certain provisions of the Examination Regulations for Secondary School Graduation issued together with Circular No. 15/2020/TT-BGDĐT dated May 26, 2020, amended and supplemented by Circular No. 05/2021/TT-BGDĐT dated March 12, 2021 of the Minister of Education and Training.
Article 1. Amending and supplementing certain provisions of the Examination Regulations for Secondary School Graduation issued together with Circular No. 15/2020/TT-BGDĐT dated May 26, 2020, amended and supplemented by Circular No. 05/2021/TT-BGDĐT dated March 12, 2021 of the Minister of Education and Training, as follows:
1. Amending and supplementing Point c Clause 1 Article 6 as follows:
"c) Members are leaders of some relevant units under the Ministry of Education and Training, leaders of some relevant units under the Ministry of Public Security, the Ministry of Health, and the Government Inspectorate."
2. Amending and supplementing Clause 3 and Clause 4 Article 10 as follows:
"3. In each area for printing examination papers, invigilating, marking answer sheets for essay-type exams, and re-examining by the Examination Board, there must be one fixed telephone with an external speaker (for the areas of printing examination papers and marking answer sheets for essay-type exams, this telephone must also have recording capabilities). It should be placed in a common office/room ensuring security and safety (in the case of Examination Centers, if it is impossible to arrange a fixed telephone due to force majeure, the Chairman of the Examination Board will decide to arrange a mobile phone without video recording capability, without memory cards, and without internet connection capability, which must be sealed when not in use). Only the listening and calling functions of the telephone may be used to communicate with the Examination Board and the Examination Steering Committees at various levels; all communications via telephone must be conducted with the speaker on, recorded in a logbook, and witnessed by the supervisor appointed under Point a Clause 1 Article 18 (for the area of printing examination papers) or the Deputy Head of the Examination Center responsible for facilities (for the area of invigilation) or police (for the area of marking answer sheets for essay-type exams) or the Secretary of the Examination Board (for the areas of marking and re-examination). For Examination Centers, one computer must be arranged in the monitoring room and must only be connected to the internet when transmitting quick reports to the Examination Board, and its usage must be logged and witnessed by the Deputy Head of the Examination Center responsible for facilities."
4. No information transmission devices may be used in the areas for invigilating, marking, and re-examining by the Examination Board, except those specified in Clause 3 of this Article. In each area for invigilating, marking, and re-examining, the Examination Board must arrange storage devices for the information transmission devices of those performing tasks there; these devices must be sealed under the witness of the police and must be kept in a secure location throughout the working hours.
3. Amending and supplementing Point a Clause 1 Article 13 as follows:
"a) The subjects according to Point a Clause 1 Article 12 of this Regulation shall register for the examination online or directly at the secondary school where they are studying Grade 12;"
4. Amending and supplementing Point a Clause 2 Article 13 as follows:
"a) For the subjects according to Point a Clause 1 Article 12 of this Regulation, the registration dossier includes: two identical Registration Forms; original or certified copies from the original or copies issued from the original record book or copies accompanied by the original for verification (collectively referred to as certified copies) of the high school transcript or the high school general education transcript or the evaluation form of self-study learners for general education by the principal of the secondary school; valid certificates for preferential treatment (if any); a citizen identification photo file (or two 4x6 photos in the case of direct examination registration), taken no more than six months before submitting the dossier;"
5. Amending and supplementing Point c Clause 4 Article 13 as follows:
"c) The principal of the secondary school or the head of the unit where the registration takes place is responsible for guiding candidates in registering for the examination; reviewing and updating the information of candidates registered according to Point a Clause 1 Article 12 of this Regulation; entering the information of candidates registered according to Points b and c Clause 1 Article 12 of this Regulation; organizing the review of registration dossiers and publicly announcing cases that do not meet the conditions for taking the examination according to Clause 2 Article 12 of this Regulation at least fifteen days before the examination date; collecting Registration Forms; managing registration dossiers and transferring registration dossiers and data to the Department of Education and Training;"
6. Amending and supplementing Point m Clause 4 Article 14 as follows:
"m) Only the following items may be brought into the examination room: writing pens, pencils, compasses, erasers, rulers, calculators without word processing capability, without memory cards; Vietnam Geography Atlas for the Geography subject;"
7. Amending and supplementing Point c and Point d Clause 2 Article 17 as follows:
"c) Members, secretaries, and technical staff are civil servants or employees of units under the Ministry of Education and Training; among them, the permanent member is a civil servant of the Quality Management Department; d) Drafters and reviewers of examination questions are civil servants or employees in the education sector or research institutes; full-time lecturers or teachers currently working at educational institutions. Each examination question set consists of a team led by a team leader and a question drafter and reviewer;"
8. Amending and supplementing Point a Clause 1 Article 18 as follows:
"a) The Printing Committee consists of: the Chairperson, who is concurrently held by the Examination Board leadership; the Deputy Chairperson, who is a leader of the Department of Education and Training or a leader of a department under the Department of Education and Training; the secretary and members (including one member responsible for supervision) are civil servants or employees of the Department of Education and Training or secondary schools; security forces for the printing work are mobilized by the Provincial Police and the Department of Education and Training."
9. Amend and supplement Clause 1 of Article 19 as follows:
"1. Examination papers and answer sheets must be stored separately in different cabinets. The cabinets for examination papers and answer sheets must be secure, locked, and sealed (the sealing label must contain signatures of the Examination Center Director, the Examination Center Secretary, and the police officer), and the keys shall be kept by the Examination Center Director. When opening the seal, there must be witnesses who signed the sealing label, and a record must be made specifying the time of opening, the reason for opening, and the condition of the seal."
10. Amend and supplement Point a of Clause 3 of Article 20 as follows:
"a) Composition: The Examination Center Director is the leader of the general education school; one Deputy Director of the Examination Center is the leader or head of the specialized department of the educational institution hosting the Examination Center responsible for infrastructure; other Deputy Directors of the Examination Center are leaders or heads of specialized departments from other general education schools; the Examination Center Secretary is the Secretary of the Examination Board or a teacher from the general education school; the marking staff are teachers from the general education school or junior high school within the province; the invigilators are teachers from the general education school; security officers and service staff are employees of the school hosting the Examination Center; medical personnel and police (or military control officers in special cases);"
11. Amend and supplement Clause 2 of Article 21 as follows:
"2. On the day of registration procedures, the Examination Center Director assigns members at the Examination Center to guide candidates through the registration procedures and disseminate the Examination Regulations; confirm any errors in candidate information on the Registration Form and transfer this information to the Examination Board Secretariat for review and updating in the examination management software."
12. Amend and supplement Clause 2 of Article 24 as follows:
"2. Rooms containing answer sheets, cabinets, boxes, or other containers holding answer sheet bags must be safe and secure, locked, and sealed, with the sealing label bearing signatures of the key holder, the Examination Marking Board leader, and the police. Keys to rooms containing answer sheets shall be held by the leaders of the Examination Marking Boards; keys to cabinets, boxes, or other containers holding subjective answer sheet bags shall be held by the Examination Board Secretary performing duties at the Subjective Examination Marking Board; keys to cabinets, boxes, or other containers holding multiple-choice answer sheet bags shall be held by the Head of the Examination Board Secretary Team at the Multiple Choice Examination Marking Board. Rooms containing answer sheets, multiple-choice examination marking rooms, subjective examination marking rooms, and places where the Examination Board Secretariat and Examination Marking Board Secretary Team perform tasks in the marking area must have fire and explosion prevention equipment; security cameras must continuously monitor and record activities in the room 24 hours a day; police must provide continuous 24-hour surveillance and protection. When closing or opening rooms containing answer sheets, examination marking rooms, and cabinets, boxes, or other containers holding answer sheet bags, there must be the presence of the Examination Marking Board leader, police, and a complete logbook."
13. Amend and supplement the beginning of Clause 3 of Article 25 as follows:
"3. Shuffling method: The Chairman of the Examination Board decides on the shuffling method, with shuffle numbers generated randomly by computer software, ensuring that each answer sheet (registration number) corresponds to only one shuffle number. The shuffling process can only be carried out in a restricted area under the supervision of monitors assigned by the Department of Education and Training Director."
14. Amend and supplement Point a of Clause 4 of Article 25 as follows:
"a) The Chairman of the Examination Board decides whether to hand over answer sheets once or according to the marking progress. The Head of the Shuffling Team hands over shuffled answer sheets to the Head of the Examination Board Secretariat according to the written directive of the Chairman of the Examination Board;"
15. Amend and supplement Point b of Clause 5 of Article 27 as follows:
"b) The Score Entry Team enters scores for subjective answer sheets independently in two rounds, each round performed by a different group using the Examination Scoring Support Software. During score entry, there must be at least three people involved: one reader, one data entry person into the software, and one supervisor and checker."
16. Amend and supplement Clause 1 of Article 31 as follows:
"1. After all subjects have been marked, the Chairman of the Examination Board reviews the examination results, reports, and submits all result data to the Ministry of Education and Training (through the Quality Assurance Department) for storage and verification. The examination result data must be saved onto two identical CDs, sealed and documented under the witness of the police; one CD is retained by the Chairman of the Examination Board, and one CD is handed over to the Ministry of Education and Training (through the Quality Assurance Department)."
17. Amend and supplement the beginning of Clause 4 of Article 33 as follows:
"4. Re-marking subjective answer sheets: Each subjective answer sheet is re-marked by two marking staff according to the provisions of Article 27 of these Regulations and must be marked with ink of a different color than the ink previously used on the candidate's work. During the re-marking process, there must be at least two members of the Re-marking Board for Subjective Answer Sheets present. The results of re-marking subjective answer sheets are processed by the Examination Board Secretariat as follows:"
18. Amend and supplement Point d of Clause 2 of Article 39 as follows:
"d) Ethnic Kinh people and foreigners residing in Vietnam with permanent residence in particularly difficult communes, border communes, and safe zones under the investment scope of Program 135 as stipulated in Decision No. 135/QĐ-TTg dated July 31, 1998 of

Article 2. Abolish Point n, Clause 4, Article 14 of the High School Graduation Examination Regulations issued together with Circular No. 15/2020/TT-BGDĐT dated May 26, 2020, amended and supplemented by Circular No. 05/2021/TT-BGDĐT dated March 12, 2021 of the Minister of Education and Training.
Article 3. Implementation Provisions
1. This Circular takes effect from May 9, 2023.
2. The Heads of the Office, the Director of the Quality Management Department, the Heads of relevant units under the Ministry of Education and Training; the Chairpersons of the People's Committees of centrally governed cities and provinces; the Directors of the Military Schools Bureau - Ministry of National Defense, the Director of the Training Bureau - Ministry of Public Security; the Directors of Departments of Education and Training; the Rectors of universities and academies; the Principals of universities; and the Principals of colleges recruiting students for the Early Childhood Education major shall be responsible for implementing this Circular./.
