Pursuant to the Law on Government Organization dated February 18, 2025;

Pursuant to the State Budget Law dated June 25, 2015; the Law Amending and Supplementing Certain Provisions of the Securities Law, Accounting Law, Independent Auditing Law, State Budget Law, Management and Use of Public Assets Law, Tax Administration Law, Personal Income Tax Law, National Reserve Law, Administrative Violation Handling Law dated November 29, 2024;

Pursuant to the Price Law dated June 19, 2023;

Pursuant to Decree No. 85/2024/NĐ-CP dated July 10, 2024 of the Government detailing certain provisions of the Price Law;

Pursuant to Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government stipulating the assignment of tasks, ordering or tendering for the provision of public goods and services funded from the state budget's regular expenditure;

Pursuant to Decree No. 40/2012/NĐ-CP dated May 2, 2012 of the Government on currency issuance operations; storage and transportation of precious assets and securities within the State Bank system, credit organizations, and foreign bank branches;

At the proposal of the Governor of the State Bank of Vietnam;

The Prime Minister issues this Decision on ordering between the State Bank of Vietnam and domestic printing and minting facilities for printing banknotes and producing metallic coins.

Article 1. Scope of Regulation

Article 1. This Decision regulates the ordering between the State Bank of Vietnam (hereinafter referred to as the State Bank) and domestic printing and minting facilities to carry out the printing of banknotes and production of metallic coins.

Article 2. Ordering the printing of banknotes and production of metallic coins between the State Bank and foreign printing and minting facilities is not within the scope of regulation of this Decision.

Article 2. Applicability

This Decision applies to:

1. The State Bank.

2. The Ministry of Finance.

3. Domestic printing and minting facilities.

4. Relevant agencies and organizations.

Article 3. Ordering the printing of banknotes and production of metallic coins

The State Bank orders printing and minting facilities to annually carry out the printing of banknotes and production of metallic coins according to the following contents:

Clause 1. Conditions for ordering the annual printing of banknotes and production of metallic coins

a) Service providers for printing and minting banknotes and metallic coins must meet the following conditions: They are legal printing and minting facilities with the function of printing banknotes and producing metallic coins as prescribed by banking laws; they have sufficient financial capacity, material infrastructure, equipment, machinery, technical and production expertise, management level, and workforce; they ensure security and safety for printing and minting activities as prescribed by law.

b) Based on economic and technical norms issued by the State Bank, annual printing and minting plans, and unit prices established by authorized bodies, orders are placed.

Clause 2. Unit price and adjustment of unit price

a) Annually, after receiving the printing plan from the competent authority, the printing and minting facility develops a service price plan for public services related to printing banknotes and producing metallic coins in accordance with the law on pricing and submits it to the State Bank for review. Based on the review and the State Bank's recommendations, the Ministry of Finance sets the maximum price, and the State Bank determines specific unit prices for each product to place orders with printing and minting facilities in accordance with the law on pricing and ensuring that these prices do not exceed the maximum price set by the Ministry of Finance.

b) Adjustments to unit prices are carried out in accordance with the law on pricing.

Clause 3. In addition to the provisions of Clauses 1 and 2 of this Article, other aspects of ordering shall be implemented in accordance with Decree No. 32/2019/NĐ-CP dated April 10, 2019 of the Government stipulating the assignment of tasks, ordering or tendering for the provision of public goods and services funded from the state budget's regular expenditure.

Article 4. Effective date

This Decision takes effect from May 19, 2025.

Article 5. Responsibilities for Implementation

The Governor of the State Bank of Vietnam; the Minister of Finance and heads of relevant agencies and organizations are responsible for implementing this Decision.
