Amending and supplementing certain Articles of Regulation on university admission, college admission

 for Early Childhood Education majors issued attached to Circular

 number 08/2022/TT-BGDĐT dated June 6, 2022

 of the Minister of Education and Training

Pursuant to the Education Law dated June 14, 2019;

Pursuant to the Higher Education Law dated June 18, 2012; the Law Amending and Supplementing Certain Provisions of the Higher Education Law dated November 19, 2018;

Pursuant to Decree No. 99/2019/NĐ-CP dated December 30, 2019 of the Government detailing and guiding the implementation of certain provisions of the Law Amending and Supplementing Certain Provisions of the Higher Education Law;

Pursuant to Decree No. 37/2025/NĐ-CP dated February 26 year 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

At the proposal of the Director of the Department of Higher Education,

The Minister of Education and Training issues this Circular amending and supplementing certain articles of the Regulation on university admission, college admission for Early Childhood Education majors issued together with Circular No. 08/2022/TT-BGDĐT dated June 6, 2022 of the Minister of Education and Training.

Article 1. Amending and supplementing certain articles of the Regulation on university admission, college admission for Early Childhood Education majors issued together with Circular No. 08/2022/TT-BGDĐT dated June 6, 2022 of the Minister of Education and Training

1. Amending Clause 18, Clause 19 and supplementing Clause 20 of Article 2 as follows:

a) Amending Clause 18 as follows:

"18. The school code in admissions is a standardized code used nationwide to identify an educational institution, a branch or a training unit under such an institution that has its own enrollment quota."

b) Amending Clause 19 as follows:

"19. The admission code is a standardized code within an educational institution, a branch or a training unit under such an institution used to identify a program, major, or group of majors with their own enrollment quotas under a school code."

c) Supplementing Clause 20 as follows:

"20. Equivalent conversion refers to the process of converting threshold scores and admission scores between different admission methods and examination combinations of an admission code according to rules set by the educational institution, ensuring equivalence in meeting the entry requirements of corresponding programs, majors, or groups of majors."

2. Amending and supplementing Clause 3 of Article 3 as follows:

"3. Educational institutions must closely cooperate under the support and supervision of the Ministry of Education and Training to ensure consistency, synchronization, and connectivity within the system; thereby enhancing the quality and effectiveness of admissions at each institution and throughout the entire system, while positively influencing teaching and learning in secondary education."

3. Amend and supplement Article 6 as follows:

"1. An educational institution decides on one or more admission methods (entrance exams, examinations, or a combination of both), applicable to the entire institution or specific programs, majors, or groups of majors. A program, major, or group of majors may simultaneously use multiple admission methods.
2. Each admission method must clearly define evaluation criteria, examination criteria, point calculation methods, and conditions for admission, including:
a) Main criteria for evaluation and examination must be based on foundational knowledge and core competencies that candidates need to possess to study the program, major, or group of majors;
b) Total bonus points, reward points, and encouragement points (collectively referred to as bonus points) for candidates with outstanding achievements or foreign language certificates shall not exceed 10% of the maximum examination score scale (maximum 3 points out of 30);
c) Each candidate has the opportunity to achieve the maximum examination score scale, but no candidate's examination score (including all types of bonus points and preferential points) can exceed this maximum score.
3. For admission methods based on academic performance and subject test results (final grades of high school subjects, final exam scores of high school graduation subjects, and other assessment results):
a) The subject combination for examination must include at least three subjects suitable for the characteristics and requirements of the training program, among which there must be mathematics or literature with a weight of at least 25% in the examination score calculation; starting from 2026, the combined subjects must contribute at least 50% of the weight in the examination score calculation;
b) For foreign language certificates used to exempt from high school graduation exams according to the current High School Graduation Exam Regulations, the educational institution may convert these certificates into points for the foreign language subject in the examination combination with a weight not exceeding 50%;
c) When using high school academic performance for admission, the final grades of grade 12 students must be used with a weight of at least 25% in the examination score calculation.
4. For a program, major, or group of majors with multiple admission methods or examination combinations:
a) The educational institution must determine equivalent conversion rules for admission thresholds and admission scores of various admission methods, examination methods, and examination combinations according to unified guidelines provided by the Ministry of Education and Training; ensuring the selection of candidates who best meet the entry requirements of the program, major, or group of majors;
b) No separate examination code or quota shall be specified for each examination method or examination combination, except for direct admission quotas as stipulated in Article 8 of this Regulation.
5. The educational institution is responsible for explaining the scientific and practical basis for determining admission methods, examination methods, examination combinations, converting foreign language certificates into points for the foreign language subject, and equivalent conversion rules for admission thresholds and admission scores; based on data analysis, evaluation, and comparison of the academic performance of admitted students in previous years."

4. Amending and supplementing Point d Clause 4 of Article 8 as follows:

"d) Foreign candidates must meet the language proficiency standards required by the program or major in accordance with regulations of the Ministry of Education and Training;"

5. Amending and supplementing Point c Clause 2 and Clause 3 of Article 11 as follows:

“c) A Level 3 budget unit is a Bureau-level unit or equivalent directly under the Ministry of Public Security shall appoint a department-level leader responsible for financial and accounting functions to appoint an accounting manager; for a Level 3 budget unit that is a department-level unit or equivalent, if the organizational structure includes a team-level unit directly subordinate with at least 20 officers performing financial, accounting, logistics, or political-logistics functions, then a team-level commander should be appointed to appoint an accounting manager.”

"c) Admissions plan and admission scope for each round in a year (including the first round for undergraduate admissions and regular kindergarten education college admissions in accordance with the general plan issued by the Ministry of Education and Training), including provisions on the target group and admission conditions, admission methods, examination subject combinations, and admission quotas for training programs, majors, and groups of majors; rules for equivalent conversion of admission thresholds and admission scores for different examination methods and subject combinations; admission methods and criteria for major allocation by educational institutions for admissions based on groups of majors; procedures and formalities for registration to participate in admissions, and other necessary information for candidates;"

b) Amend and supplement Clause 3 as follows:

"3. Educational institutions must announce admissions along with publishing admission information on their official websites and through other appropriate channels at least thirty days before opening the first round of admissions registration; in case of adjustments or supplements (if any), at least fifteen days prior. Specifically, for equivalent conversion rules, the announcement time must be no later than the announcement time for the minimum quality assurance threshold."

6. Amend Clause 4 of Article 12 as follows:

"4. Educational institutions organizing examinations shall be responsible under the law for all pre-examination, during-examination, and post-examination activities, including providing explanations to state management agencies and society regarding the quality of examination questions, examination regulations, examination organization plans, implementation of examination organization plans, and detailed score distribution as the basis for determining equivalent conversion rules for high school graduation examination results."

7. Amend Clause 3 of Article 13 as follows:

"3. The scope of assessment of examination questions for admissions exams or independent exams must closely align with and not exceed the current high school curriculum knowledge range; specifically, the scope of assessment for supplementary exams is based on special talent, aptitude, or character requirements of the training programs, majors, or groups of majors. Evaluation criteria must be based on levels of ability and thinking, capable of classifying candidates' abilities and matching them appropriately with the training programs, majors, or groups of majors within the admission scope."

8. Amend Clause 2, Clause 3, and Clause 4 of Article 17 as follows:

a) Amend and supplement Clause 2 as follows:

"2. Educational institutions organizing direct admissions must publish and list candidates who meet the conditions for direct admission (excluding high school graduation conditions) on the system to process preferences together with other admission methods according to the general plan, completing this before candidates register for admissions on the system."

b) Amend and supplement Clause 3 as follows:

"3. Candidates admitted directly to an educational institution according to the direct admission plan must register their preferences on the system according to the Ministry of Education and Training's general plan to choose the training programs, majors, or groups of majors they were directly admitted to at one educational institution or register for other admission preferences."

c) Amend and supplement Clause 4 as follows:

"4. Directly admitted candidates must confirm enrollment according to the general plan; educational institutions may not require candidates to commit to early enrollment or confirm enrollment earlier than the scheduled timeline."

9. Amend Clause 4 of Article 19 as follows:

"4. Candidates express their preferences through choices on the centralized admissions support system (as guided by the Ministry of Education and Training) as follows:"
a) Priority order of preferences (number 1 indicates the highest preference);
b) Selection of educational institutions and recruiting units (school code);
c) Selection of training programs, majors, or groups of majors (admission code)."

10. Amend Clause 2 and Point b of Clause 3 of Article 20 as follows:

a) Amend and supplement Clause 2 as follows:

"2. After the end of the centralized admissions support system preference registration period, educational institutions must download information and data from the system, including: preference registration data, high school academic performance results, high school graduation exam results, high school graduation examination scores, test results from educational institutions organizing tests in the admissions year, data on regional and target group preferences of candidates applying for admissions to serve the admissions process."

b) Amend and supplement Point b of Clause 3 as follows:

"b) For each training program, major, or group of majors, all candidates will be equally considered based on examination scores and equivalent converted admission scores according to each admission method and examination subject combination, regardless of the priority order of registered preferences, except in cases specified in Point c of this Clause;"

11. Amend Point c of Clause 3 of Article 23 as follows:

"c) Provide full information, counseling, and guidance to candidates, ensuring they do not register for a training program, major, or group of majors without meeting the conditions; take responsibility and proactively resolve issues of candidates being transferred to another educational institution or transferring out due to errors in admissions;"

12. Amend Clause 4 of Article 26 as follows:

"4. By December 31st each year, educational institutions must complete updating actual admission data for all forms, including: candidate information; candidate admission evaluation information; candidate admission result information; information about the major being admitted; information about the announced admission methods on the Ministry of Education and Training's centralized admissions support system."

Article 2. Replacing and abolishing certain phrases, articles, and annexes of the University Admissions Regulation and Early Childhood Education College Admissions Regulation issued together with Circular No. 08/2022/TT-BGDĐT dated June 6, 2022, by the Minister of Education and Training.

1. Replacing certain phrases, points, clauses, articles, and annexes:

a) Replacing certain phrases in Article 9: replacing the phrase "Class 12 academic performance rated as excellent or higher" with the phrase "The annual Class 12 academic results are assessed at the good level (academic performance rated as excellent or higher)" at Point a Clause 2; replacing the phrase "Class 12 academic performance rated as excellent or higher" with the phrase "The annual Class 12 academic results are assessed at the good level (academic performance rated as excellent or higher)" at Point a Clause 5; replacing the phrase "Class 12 academic performance rated as good or higher" with the phrase "The annual Class 12 academic results are assessed at the good level (academic performance rated as good or higher)" at Point b Clause 2; replacing the phrase "Class 12 academic performance rated as good" with the phrase "The annual Class 12 academic results are assessed at the good level (academic performance rated as good)" at Point a Clause 5; replacing the phrase "Class 12 academic performance rated as good" with the phrase "The annual Class 12 academic results are assessed at the good level (academic performance rated as good)" at Point b Clause 5; replacing the phrase "Class 12 academic performance rated as average" with the phrase "The annual Class 12 academic results are assessed at the pass level (academic performance rated as average)" at Point b Clause 5; replacing the phrase "having a practice certificate" with the phrase "having a practice license" at Clause 1, Clause 2, Point a Clause 5, Clause 7;

b) Replacing the phrase "field" with the phrase "group of majors" at Clause 2, Clause 3 Article 13; replacing the phrase "Admission Plan" with the phrase "Admission Information" at the name of Article 11, Clause 1, Clause 2 Article 11, Clause 3 Article 12; Clause 1 Article 17, Point d Clause 3 Article 23, Clause 3 Article 26; replacing the phrase "Joint Circular No. 37/2012/TTLT-BLDTBXH-BYT-BTC-BGDĐT dated December 28, 2012, of the Ministry of Labor, Invalids and Social Affairs, Ministry of Health, Ministry of Finance, and Ministry of Education and Training on the determination of disability levels to be implemented by the Disability Level Determination Council" with the phrase "current" at Annex II of the Regulation.

b) Replacing Annex III of the Regulation.

2. Abolishing certain phrases, articles:

a) Abolishing the phrase: "field" at Clause 1 Article 2; "From 2023" at Point d Clause 1 Article 7, Clause 4 Article 7, Clause 1 Article 26; "in the year of high school graduation (or completion of junior college)" at Clause 2 Article 8; "special" at Point a Clause 4 Article 8; "(given priority admission in the year of high school graduation or completion of junior college)" at Clause 5 Article 8; "early admission plan" at Clause 2 Article 16;

b) Abolishing Article 18.

This Circular takes effect from December 25, 2025/.

The Director of the Office, the Head of the Higher Education Department, heads of relevant units under the Ministry of Education and Training; chairpersons of provincial and centrally-administered city people's committees; directors of education and training departments; rectors of universities and academies; principals of university schools; principals of early childhood education college recruitment schools are responsible for implementing this Circular.

Article 4. Implementation provisions

This Circular takes effect from May 5, 2025.
