ORDINANCE
Management and Protection of Ho Chi Minh Mausoleum Historical Site
On the basis of The Constitution of the Socialist Republic of Vietnam;
The Standing Committee of the National Assembly issued the Ordinance on Management and Protection of Ho Chi Minh Mausoleum Historical Site.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Ordinance stipulates the long-term preservation and absolute security protection of President Ho Chi Minh's remains; management and protection of structures, areas, and organization of activities within the Ho Chi Minh Mausoleum Historical Site; tasks, powers, systems, policies, responsibilities of agencies, units, organizations, and individuals involved in the management and protection of the Ho Chi Minh Mausoleum Historical Site.
Article 2. Ho Chi Minh Mausoleum Historical Site
1. The Ho Chi Minh Mausoleum Historical Site includes structures and areas with significant political, historical-cultural, national defense, and security values for the country, including:
a) Ho Chi Minh Mausoleum and Ba Dinh Square;
b) Monument to Martyrs located on Bac Son Street, Ba Dinh District, Hanoi City (hereinafter referred to as the Monument to Martyrs);
c) Ho Chi Minh Presidential Site at Da Chong in Ba Vi District, Hanoi City (hereinafter referred to as K9 Historical Site);
d) Supporting facilities for the long-term preservation and absolute security protection of President Ho Chi Minh's remains.
2. The scope and boundaries of the structures and areas mentioned in Clause 1 of this Article shall be implemented according to the regulations of the Government and relevant laws.
Article 3. Tasks of Management and Protection of Ho Chi Minh Mausoleum Historical Site
1. Long-term preservation and absolute security protection of President Ho Chi Minh's remains.
2. Management and protection of structures and areas within the Ho Chi Minh Mausoleum Historical Site.
3. Management, organization, and protection of activities within the Ho Chi Minh Mausoleum Historical Site.
Article 4. Principles of Management and Protection of Ho Chi Minh Mausoleum Historical Site
1. Compliance with the Constitution and laws of the Socialist Republic of Vietnam, consistent with international treaties to which the Socialist Republic of Vietnam is a party, ensuring the interests of the State, rights, and legitimate interests of organizations and individuals.
2. Under the absolute leadership of the Communist Party of Vietnam in all aspects; unified management by the State, Government, and Prime Minister; direct guidance by the Minister of Defense.
3. Management and protection of the Ho Chi Minh Mausoleum Historical Site is a special political task, a responsibility of the entire Party, the entire people, the whole political system, with the Ho Chi Minh Mausoleum Command being the core force.
4. Ensuring scientific nature, historical significance, reflecting the clear, simple, and close-to-the-people style of President Ho Chi Minh.
5. Combining management and protection with the promotion of the political, historical-cultural, national defense, and security significance of the Ho Chi Minh Mausoleum Historical Site; promoting the life and career of President Ho Chi Minh, learning and following his thoughts, morality, and style.
Article 5. State Policies on Management and Protection of Ho Chi Minh Mausoleum Historical Site
The State has special policies to promote the political, historical-cultural, national defense, and security significance of the Ho Chi Minh Mausoleum Historical Site, including:
1. Prioritizing the provision and development of human resources, funding, infrastructure, medical equipment, and technical systems to ensure long-term preservation and absolute security protection of President Ho Chi Minh's remains and security and safety in the management and protection of the Ho Chi Minh Mausoleum Historical Site;
2. Promoting research and application of advanced science and technology in the management and protection of the Ho Chi Minh Mausoleum Historical Site;
3. Establishing and issuing appropriate systems and policies with specific characteristics and priorities for the management and protection forces of the Ho Chi Minh Mausoleum Historical Site.
Article 6. Responsibilities of State Agencies in Managing and Protecting the Ho Chi Minh Mausoleum Relic Zone
1. The Government shall uniformly manage state administration over the management and protection of the Ho Chi Minh Mausoleum Relic Zone.
2. The Ministry of National Defense shall be the lead agency assisting the Government in implementing state management over the management and protection of the Ho Chi Minh Mausoleum Relic Zone and performing other responsibilities prescribed in this Ordinance.
3. Within their respective tasks and authorities, the Ministry of Public Security shall coordinate with the Ministry of National Defense to perform the task of managing and protecting the Ho Chi Minh Mausoleum Relic Zone.
4. Ministries, sectors, localities, within their respective tasks and authorities, shall have the responsibility to coordinate with the Ministry of National Defense to perform the task of managing and protecting the Ho Chi Minh Mausoleum Relic Zone.
Article 7. International Cooperation on Managing and Protecting the Ho Chi Minh Mausoleum Relic Zone
1. Medical and technical activities; ensuring the microclimate environment for long-term preservation and absolute safety of President Ho Chi Minh's remains.
2. Scientific research, technology transfer, application of advanced and modern science and technology in long-term preservation and absolute safety of President Ho Chi Minh's remains; management, operation, upgrading of technical equipment systems, restoration of architectural works of the Ho Chi Minh Mausoleum and other works within the Ho Chi Minh Mausoleum Relic Zone.
3. Training and enhancing professional skills for personnel responsible for managing and protecting the Ho Chi Minh Mausoleum Relic Zone.
4. Exchange of information and sharing of experience in implementing rituals, information dissemination, propaganda, organizing political and cultural activities, ensuring security and safety.
5. Other contents of international cooperation within the scope of tasks and authorities of the Ho Chi Minh Mausoleum Command.
Article 8. Prohibited Acts
1. Causing danger or threatening harm to security, safety, and activities within the Ho Chi Minh Mausoleum Relic Zone.
2. Resisting or obstructing the performance of duties by forces responsible for managing and protecting the Ho Chi Minh Mausoleum Relic Zone.
3. Causing disorder, gathering illegally in large groups at protected areas within the Ho Chi Minh Mausoleum Relic Zone.
4. Exploiting or misusing the performance of duties in managing and protecting the Ho Chi Minh Mausoleum Relic Zone to violate laws, infringing upon the interests of the State, rights and legitimate interests of organizations and individuals.
5. Damaging, destroying buildings or areas within the Ho Chi Minh Mausoleum Relic Zone; damaging, destroying, or appropriating equipment and means serving the task of managing and protecting the Ho Chi Minh Mausoleum Relic Zone.
6. Disclosing confidential information related to the management and protection of the Ho Chi Minh Mausoleum Relic Zone.
Chapter II
LONG-TERM PRESERVATION AND ABSOLUTE SECURITY
PRESIDENT HO CHI MINH'S REMAINS
Article 9. Medical and Technical Activities for Long-Term Preservation and Absolute Security of President Ho Chi Minh's Remains
1. Implementing embalming and preservation technology for regular visits.
2. Technical work, ensuring the microclimate environment.
3. Ensuring infrastructure, materials, and chemicals.
4. The Ministry of National Defense shall issue or submit to competent authorities for issuance standards, regulations, and technological procedures for long-term preservation and absolute security of President Ho Chi Minh's remains.
Article 10. Scientific and technological activities for long-term preservation and absolute safety protection of President Ho Chi Minh's body
1. The content of scientific and technological activities for long-term preservation and absolute safety protection of President Ho Chi Minh's body includes:
a) Research, evaluation, management, and forecasting the impact of adverse factors on President Ho Chi Minh's body and solutions to address them;
b) Research, development, experimentation, and application of technology and solutions for long-term preservation and absolute safety protection of President Ho Chi Minh's body;
c) Scientific and technological services for long-term preservation and absolute safety protection of President Ho Chi Minh's body;
d) Activities to promote initiatives and other creative activities for long-term preservation and absolute safety protection of President Ho Chi Minh's body.
2. The State Council on scientific activities for preservation, long-term maintenance, and absolute safety protection of President Ho Chi Minh's body operates regularly, established by the Prime Minister, assisting the Prime Minister:
a) To advise on scientific and technological activities, transfer, and application of science and technology aimed at long-term preservation and absolute safety protection of President Ho Chi Minh's body;
b) To participate in opinions on the content of scientific and technological activities for long-term preservation and absolute safety protection of President Ho Chi Minh's body as stipulated in Clause 1 of this Article;
c) To propose national scientific and technological tasks to serve long-term preservation and absolute safety protection of President Ho Chi Minh's body;
d) To inspect and evaluate the state of President Ho Chi Minh's body according to the provisions of Point a, Clause 1, Article 11 of this Ordinance;
đ) Other tasks assigned by the Prime Minister.
Article 11. Inspection and Evaluation of the State of President Ho Chi Minh's Body
1. The content of inspection and evaluation of the state of President Ho Chi Minh's body includes:
a) Annual regular inspection and evaluation;
b) Periodic inspection and evaluation every ten years or at any time deemed necessary.
2. The National Council for inspection and evaluation of the state of President Ho Chi Minh's body, established by the Prime Minister, has the task of inspecting and evaluating the state of President Ho Chi Minh's body according to the provisions of Point b, Clause 1 of this Article to make recommendations and proposals to the Prime Minister regarding scientific and technological solutions for long-term preservation and absolute safety protection of President Ho Chi Minh's body.
Article 12. Ensuring Security and Safety of President Ho Chi Minh's Body
1. The content of ensuring security and safety of President Ho Chi Minh's body includes:
a) Ensuring security and safety of President Ho Chi Minh's body during and outside visiting hours;
b) Ensuring security and safety of President Ho Chi Minh's body when necessary to move it.
2. The Minister of Defense shall provide detailed regulations for this Article.
Chapter III
MANAGEMENT AND PROTECTION OF CONSTRUCTIONS, AREAS, AND ACTIVITIES
IN THE PRESIDENT HO CHI MINH MAUSOLEUM HERITAGE SITE
Section 1
MANAGEMENT OF CONSTRUCTIONS AND AREAS IN
THE PRESIDENT HO CHI MINH MAUSOLEUM HERITAGE SITE
Article 13. Establishment of Management Files for Constructions and Areas within the President Ho Chi Minh Mausoleum Heritage Site
1. The management files for constructions and areas within the President Ho Chi Minh Mausoleum Heritage Site include:
a) Location map of the construction or area;
b) Land registry map or layout diagram indicating the scope of land use, including water surface, accompanied by land use right certificate or decision of competent authority on land allocation and management;
c) Map, layout diagram, and documents defining boundaries of restricted zones, protected zones, and safety belts according to laws on defense works and military areas protection;
d) Design and completion files of the construction according to laws on construction and related laws. For constructions without design and completion files, current status drawings and diagrams shall be prepared;
đ) Classification files of cultural heritage sites with constructions and areas recognized as historical-cultural relics according to laws on cultural heritage;
e) Other relevant documents.
2. The management files for constructions and areas within the President Ho Chi Minh Mausoleum Heritage Site are classified according to their nature, type, and group, stored, managed, and used in accordance with laws on state secrets protection and archival laws.
3. The Ministry of Defense shall provide detailed regulations on the content, procedures, and processes for establishing and storing files; the Ho Chi Minh Mausoleum Command shall implement the establishment and management of files for constructions and areas within the President Ho Chi Minh Mausoleum Heritage Site.
Article 14. Management and Technical Assurance of Construction Projects within the Ho Chi Minh Mausoleum Memorial Area
1. Construction projects within the Ho Chi Minh Mausoleum Memorial Area shall be regularly maintained and serviced according to established regulations, standards, and economic-technical norms to ensure safety for their operational functions and tasks.
2. The Ho Chi Minh Mausoleum construction project and supporting projects for long-term preservation and absolute security of President Ho Chi Minh's remains shall be ensured with regular technical maintenance.
3. The Ho Chi Minh Mausoleum construction project and the Heroes and Martyrs Memorial shall undergo periodic maintenance during the annual visitation period as stipulated in Clause 3, Article 17 of this Ordinance.
4. Research and application of advanced science and technology in replacing and upgrading the technical systems of the Ho Chi Minh Mausoleum construction project and supporting projects for long-term preservation and absolute security of President Ho Chi Minh's remains.
5. The Government shall provide detailed regulations on the management and technical assurance of construction projects within the Ho Chi Minh Mausoleum Memorial Area.
Article 15. Landscape, Architectural, Construction Activity, and Environmental Protection Management within the Ho Chi Minh Mausoleum Memorial Area
1. The landscape, architecture, construction activities, and environmental protection within the Ho Chi Minh Mausoleum Memorial Area must be managed according to planning; ensuring conservation, enhancement, and promotion of political, historical-cultural values; creating green spaces, underground spaces, and scenic areas.
2. Renovation, refurbishment, upgrading, and new construction projects must be carried out based on detailed construction plans, respecting original design and architecture for each project within the Ho Chi Minh Mausoleum Memorial Area, and the following provisions:
a) For renovation, refurbishment, and upgrading of construction projects within the Ho Chi Minh Mausoleum Memorial Area, they shall comply with specialized legal regulations.
b) For new construction projects within the Ho Chi Minh Mausoleum Memorial Area, they must be reviewed or approved by competent authorities according to relevant laws, ensuring harmony with the area's scenery and space.
c) Research and application of advanced science and technology in restoring and upgrading architectural works and construction projects within the Ho Chi Minh Mausoleum Memorial Area, ensuring historical, cultural, aesthetic, and sustainable characteristics.
3. Landscape management and environmental protection within the Ho Chi Minh Mausoleum Memorial Area shall be regulated as follows:
a) Following the principle of sustainable development linked to natural, historical, and cultural elements of the Ho Chi Minh Mausoleum Memorial Area. Maintaining, conserving, and developing rare genetic plant species with historical and cultural significance within the Ho Chi Minh Mausoleum Memorial Area.
b) Activities within the Ho Chi Minh Mausoleum Memorial Area must ensure cultural space and environmental hygiene, maintaining a clean, beautiful, and dignified landscape.
c) Regularly monitoring the environment within the Ho Chi Minh Mausoleum Memorial Area.
Article 16. Supporting and Service Projects for Long-Term Preservation and Absolute Security of President Ho Chi Minh's Remains
1. Supporting and service projects for long-term preservation and absolute security of President Ho Chi Minh's remains shall be managed according to approved planning and plans; ensuring confidentiality, safety, and purpose.
2. The Minister of Defense shall provide detailed regulations for this Article.
Section 2
MANAGEMENT AND ORGANIZATION OF ACTIVITIES
WITHIN THE HO CHI MINH MAUSOLEUM MEMORIAL AREA
Article 17. State Funeral Ceremony for President Ho Chi Minh
1. The State Funeral Ceremony for President Ho Chi Minh is organized at the Ho Chi Minh Mausoleum and includes:
a) The state funeral ceremony for the delegation attending the National Congress of the Communist Party of Vietnam; the Central Committee of the Communist Party of Vietnam; the President of the Socialist Republic of Vietnam; the National Assembly of the Socialist Republic of Vietnam; the Government of the Socialist Republic of Vietnam; the Central Committee of the Vietnam Fatherland Front;
b) The funeral ceremony for foreign guests according to the regulations on diplomatic protocol;
c) The regular funeral ceremony for the people and international guests.
2. Weekly, the regular funeral ceremony is held in the morning on Tuesdays, Wednesdays, Thursdays, Saturdays, and Sundays. There is no ceremony on Mondays and Fridays. If the following days coincide with a Monday or Friday, the regular funeral ceremony will still be held:
a) The first day of the Lunar New Year (the first day of the lunar month of January);
b) Victory Day (April 30 Gregorian calendar);
c) President Ho Chi Minh's birthday (May 19 Gregorian calendar);
d) National Day (September 2 Gregorian calendar).
3. Annually, there shall not be a funeral ceremony for a period of two to three months to carry out medical work to maintain the long-term preservation of President Ho Chi Minh's body and regular maintenance of the Ho Chi Minh Mausoleum and the Martyrs' Memorial. The specific time is reported by the Ministry of Defense to the Prime Minister for decision and wide announcement through mass media. Other cases of suspension of the funeral ceremony are decided by the Minister of Defense based on the proposal of the Ho Chi Minh Mausoleum Command.
4. The state funeral ceremony is organized on the following occasions:
a) Lunar New Year;
b) Anniversary of the Founding of the Communist Party of Vietnam (February 3 Gregorian calendar);
c) Victory Day (April 30 Gregorian calendar);
d) Anniversary of the Victory of Dien Bien Phu (May 7 Gregorian calendar);
đ) Anniversary of President Ho Chi Minh's birthday (May 19 Gregorian calendar);
e) Anniversary of War Invalids and Martyrs' Day (July 27 Gregorian calendar);
g) National Day (September 2 Gregorian calendar);
h) National Congress of the Communist Party of Vietnam;
i) National Assembly session.
5. The Government shall provide detailed regulations for points a and b of Clause 1 of this Article.
Article 18. Commemoration Ceremony for Heroes and Martyrs at the Martyrs' Memorial
1. The commemoration ceremony for heroes and martyrs is organized at the Martyrs' Memorial and includes:
a) The state commemoration ceremony for the delegation of the Central Committee of the Communist Party of Vietnam; the President of the Socialist Republic of Vietnam; the National Assembly of the Socialist Republic of Vietnam; the Government of the Socialist Republic of Vietnam; the Central Committee of the Vietnam Fatherland Front, carried out on the occasions specified in Clause 4 of Article 17 of this Ordinance;
b) The commemoration ceremony for foreign guests according to the regulations on diplomatic protocol;
c) The regular commemoration ceremony for the people and international guests is held every day of the week.
2. The Government shall provide detailed regulations for points a and b of Clause 1 of this Article.
Article 19. Flag-raising and Flag-lowering Ceremonies
1. The flag-raising and flag-lowering ceremonies are held daily on Ba Dinh Square.
2. The times for organizing the flag-raising and flag-lowering ceremonies are as follows:
a) From April 1 to October 31: The flag-raising ceremony takes place at 06:00; from November 1 to March 31 of the following year: The flag-raising ceremony takes place at 06:30;
b) The flag-lowering ceremony takes place at 21:00.
3. The Minister of Defense shall provide detailed regulations on the organization of the flag-raising and flag-lowering ceremonies.
Article 20. Political and cultural activities at the Ho Chi Minh Mausoleum Site
1. Political and cultural activities carried out by agencies, organizations, and individuals at the Ho Chi Minh Mausoleum Site include: reporting work ceremonies, oath-taking ceremonies for military departure, torch relay ceremonies, Party membership induction ceremonies, Youth League membership induction ceremonies, commitment pledge ceremonies, award presentation ceremonies, graduation certificate awarding ceremonies, and other forms in accordance with legal provisions.
2. The content of political and cultural activities at the Ho Chi Minh Mausoleum Site must comply with legal regulations, ensuring solemnity and propriety, not violating national customs and traditions, and not affecting security, safety, order, landscape, environment, and operations of agencies and units within the Ho Chi Minh Mausoleum Site.
Article 21. Political and Cultural Activities at the K9 Memorial Site
1. Commemoration ceremonies for President Ho Chi Minh at the Ho Chi Minh Memorial House.
2. Political and cultural activities as stipulated in Article 20 of this Ordinance.
Article 22. Promoting and Publicizing the Political and Historical-Cultural Significance of the Ho Chi Minh Mausoleum Site
1. The content of promoting and publicizing the political and historical-cultural significance of the Ho Chi Minh Mausoleum Site includes:
a) The life and revolutionary career, thoughts, morals, and style of President Ho Chi Minh;
b) The mission of preserving and absolutely safeguarding the remains of President Ho Chi Minh;
c) The history of designing, constructing, managing, and protecting structures within the Ho Chi Minh Mausoleum Site;
d) The political and historical-cultural significance of the Ho Chi Minh Mausoleum Site.
2. Forms of promoting and publicizing the political and historical-cultural significance of the Ho Chi Minh Mausoleum Site include:
a) Promoting through welcoming and serving the people and international guests visiting President Ho Chi Minh, and participating in political and cultural activities at the Ho Chi Minh Mausoleum Site;
b) Direct promotion through information systems, signs, and guidance at the Ho Chi Minh Mausoleum Site;
c) Promotion through mass media and cyberspace;
d) Compiling books, documents, publications, and making films about the Ho Chi Minh Mausoleum Site;
đ) Presenting statues of Uncle Ho, Uncle Ho badges, books, cultural products, and commemorative items about President Ho Chi Minh and the Ho Chi Minh Mausoleum Site;
e) Other forms in accordance with legal provisions.
Section 3
PROTECTING SECURITY AND SAFETY AT THE HO CHI MINH MAUSOLEUM SITE
Ho Chi Minh Mausoleum
Article 23. Objectives and Scope of Protection
1. Protection objectives include:
a) Structures and areas specified in Article 2 of this Ordinance;
b) Political and cultural activities within the Ho Chi Minh Mausoleum Site.
2. The scope of protection for each structure and area within the Ho Chi Minh Mausoleum Site shall be implemented in accordance with specialized legal provisions.
Article 24. Forms of Protection
1. Organizing visible protective forces.
2. Combining visible activities with covert activities to implement protective tasks.
Article 25. Protective Measures
1. Armed guarding combined with patrol of the area.
2. Organizing reconnaissance to gather information from the outer perimeter.
3. Inspecting and monitoring security and safety for persons, means of transport, objects, and items to detect explosives, flammable substances, biological toxins, chemical toxins, radioactive materials, and other dangerous items brought into the area.
4. Other security and safety protection measures in accordance with legal provisions.
Article 26. Content of Protection
1. The content of protection for Ho Chi Minh Mausoleum Relic Zone includes:
a) Protecting and preventing acts that harm the works and areas within the Ho Chi Minh Mausoleum Relic Zone;
b) Ensuring security and safety for political and cultural activities organized at the Ho Chi Minh Mausoleum Relic Zone;
c) Ensuring safety for personnel, weapons, support tools, technical equipment, and infrastructure in managing and protecting the Ho Chi Minh Mausoleum Relic Zone;
d) Building the Ho Chi Minh Mausoleum Relic Zone area to ensure political security, public order, and social safety.
2. The Government shall provide detailed regulations for this Article.
Chapter IV
MANAGEMENT AND PROTECTION FORCES OF THE HO CHI MINH MAUSOLEUM RELIC ZONE
Ho Chi Minh Mausoleum
Article 27. Composition of the management and protection forces for the Ho Chi Minh Mausoleum Relic Zone
1. The direct management and protection forces for the Ho Chi Minh Mausoleum Relic Zone include: officers, professional soldiers, non-commissioned officers, and soldiers (hereinafter collectively referred to as military personnel), defense civil servants, defense workers, and defense officials (hereinafter collectively referred to as defense civil servants, workers, and officials) and contractual laborers under the Ho Chi Minh Mausoleum Command, Ministry of National Defense.
2. The coordinated management and protection forces for the Ho Chi Minh Mausoleum Relic Zone include:
a) Military personnel, defense civil servants, workers, and officials, and contractual laborers from agencies and units within the Ministry of National Defense related to the management and protection tasks of the Ho Chi Minh Mausoleum Relic Zone;
b) Police officers, non-commissioned police officers, and police workers and police workers from agencies and units within the Ministry of Public Security related to the management and protection tasks of the Ho Chi Minh Mausoleum Relic Zone;
c) Cadres, civil servants, officials, and employees from agencies and units within relevant ministries, sectors, and localities related to the management and protection tasks of the Ho Chi Minh Mausoleum Relic Zone.
Article 28. Functions and Tasks of the Management and Protection Forces for the Ho Chi Minh Mausoleum Relic Zone
1. The functions and tasks of the Ho Chi Minh Mausoleum Command in managing and protecting the Ho Chi Minh Mausoleum Relic Zone shall be stipulated by the Minister of National Defense.
2. The functions and tasks of the coordinated management and protection forces for the Ho Chi Minh Mausoleum Relic Zone shall be carried out according to the relevant laws and the division of responsibilities by authorized agencies.
Article 29. Standards for Individuals Selected and Recruited into the Direct Management and Protection Forces for the Ho Chi Minh Mausoleum Relic Zone
1. Vietnamese citizens residing in Vietnam who meet the standards prescribed by laws on military officers, professional soldiers, defense workers, and officials, and military service obligations; laws on cadres, civil servants, officials, and other relevant laws may be selected and recruited into the direct management and protection forces for the Ho Chi Minh Mausoleum Relic Zone.
2. Specific standards for individuals selected and recruited into the direct management and protection forces for the Ho Chi Minh Mausoleum Relic Zone shall be stipulated by the Minister of National Defense.
Chapter V
BUDGET GUARANTEES AND REGULATIONS, POLICIES IN
MANAGEMENT AND PROTECTION OF THE HO CHI MINH MAUSOLEUM RELIC ZONE
Article 30. Funding for the Management and Protection of the Ho Chi Minh Mausoleum Relic Zone
1. The sources of funding for the management and protection of the Ho Chi Minh Mausoleum Relic Zone include:
a) State budget;
b) Other lawful sources as prescribed by law.
2. The State budget shall ensure funding for the management and protection of the Ho Chi Minh Mausoleum Relic Zone in accordance with the laws on the State budget and related laws.
3. Priority shall be given to allocating the State budget for the following tasks:
a) Maintaining and ensuring absolute safety for the remains of President Ho Chi Minh;
b) Upgrading and modernizing the technical equipment systems of works and areas within the Ho Chi Minh Mausoleum Relic Zone;
c) Ensuring security and safety for the Ho Chi Minh Mausoleum Relic Zone;
d) Welcoming visitors, promoting, and highlighting the political, historical, and cultural significance of the Ho Chi Minh Mausoleum Relic Zone;
đ) Researching, applying science and technology, and digital transformation in the management and protection of the Ho Chi Minh Mausoleum Relic Zone.
Article 31. Treatment and Policies for Personnel Directly Managing and Protecting the Ho Chi Minh Mausoleum Relic Zone
1. Personnel directly managing and protecting the Ho Chi Minh Mausoleum Relic Zone shall enjoy salary, bonuses, allowances, and other treatment and policies as prescribed by law, as well as special allowances, subsidies, and support appropriate to the nature of their duties as prescribed by the Government.
2. Priority shall be given to attracting, selecting, and recruiting talented individuals, specialized scientists, outstanding graduates, and those meeting the criteria stipulated in Article 29 of this Ordinance to join the force directly managing and protecting the Ho Chi Minh Mausoleum Relic Zone.
3. The Government shall provide detailed regulations on this Article.
Chapter VI
IMPLEMENTING PROVISIONS
Article 32. Effectiveness
This Ordinance takes effect from May 19, 2025.
This Ordinance was adopted by the Standing Committee of the National Assembly of the Socialist Republic of Vietnam, the fifteenth session, on March 13, 2025.
