CIRCULAR
Issuing Regulations on Admissions for University Programs and Early Childhood Education Programs at College Level
On the basis of the Education Law No. 43/2019/QH14, amended by the Education Law No. 123/2025/QH15;

On the basis of the Higher Education Law No. 125/2025/QH15; On the basis of the Vocational Education Law No. 124/2025/QH15;
Pursuant to Decree No. 37/2025/NĐ-CP dated February 26, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
In accordance with the proposal of the Director of the Department of Higher Education;
The Minister of Education and Training issues the Regulations on Admissions for University Programs and Early Childhood Education Programs at College Level.
Article 1.
These Regulations on Admissions for University Programs and Early Childhood Education Programs at College Level are hereby promulgated together with this Circular. Article 2.
This Circular takes effect from February 15, 2026, and replaces Circular No. 08/2022/TT-BGDĐT dated June 6, 2022, promulgating the Regulations on University Admissions and College Admissions for Early Childhood Education Programs, and Circular No. 06/2025/TT-BGDĐT dated March 19, 2025, amending and supplementing Circular No. 08/2022/TT-BGDĐT promulgating the Regulations on University Admissions and College Admissions for Early Childhood Education Programs of the Minister of Education and Training. Article 3.
The Heads of the Office, Directors of the Department of Higher Education, Heads of relevant units under the Ministry of Education and Training; Chairpersons of Provincial People's Committees; Directors of Departments of Education and Training; Rectors of universities and academies; Principals of universities; Principals of colleges admitting students for Early Childhood Education Programs shall be responsible for implementing this Circular.
