JOINT CIRCULAR

Article 24regulations on importing paper in 1997

 

Pursuant to Decision No. 28/TTg dated January 13, 1997 of the Government on commodity policy and management of import and export in 1997; Document No. 674/BKH-TMDV dated January 31, 1997 of the Ministry of Planning and Investment on import quotas for 1997;

The Ministry of Trade and the Ministry of Industry hereby guide the importation of paper in 1997 as follows:

 

I. REGULATIONS ON IMPORTATION

1. Do not import the following types of paper because domestic production is sufficient:

1.1. Newspaper printing paper.

1.2. Various types of writing and printing paper, including offset, woodfree, photocopy papers and other trade names with grammage from 50g/m2 to 80g/m2.

1.3. Packaging paper including: cardboard and flat cartons with the main technical specifications as follows:

Bursting strength: up to 3 kgf/cm2

Ring crush: up to 14 kgf

Average longitudinal and transverse tensile breaking length: up to 3,600m

2. For types of paper that domestic production cannot meet demand, supplementary imports of approximately 20,000 tons are allowed:

Types of coated surface paper, calendered (couché paper).

The Ministry of Trade assigns quotas to businesses with import-export licenses for relevant commodities to import according to the above quotas.

In case of necessity, the Ministries and sectors will consider supplementing quotas to balance supply and demand.

Other types of paper may be imported by businesses with import-export licenses for relevant commodities based on production and business needs, and they must complete import procedures at customs authorities without going through the Ministry of Trade.

Other provisions:

4.1. Regarding "High-quality printing paper" mentioned in previous quota assignment documents of the Ministry of Trade, it is handled as follows:

Satin, bristol, thermal paper, and other specialized papers shall apply to Point 1.2 Clause 1 above.

Couché paper types can be imported within the quota (high-quality printing paper) and the validity period stated in the previous quota assignment documents of the Ministry of Trade.

4.2. Regarding duplex carton paper mentioned in previous quota assignment documents of the Ministry of Trade, such quotas are no longer applicable.

 

II. IMPLEMENTATION PROVISIONS

These provisions replace previous regulations issued by the Ministry of Trade and the Ministry of Industry on importing paper in 1997. All conflicting regulations are abolished.

We request all Ministries, agencies equivalent to Ministries, agencies under the Government, People's Committees of provinces and centrally governed cities, and central bodies of mass organizations to notify their affiliated enterprises of the contents of this Circular and implement it; and to report any issues arising during implementation to the Ministry of Trade and the Ministry of Industry for timely adjustment.

This Circular takes effect from the date of issuance until March 31, 1998./.
