CIRCULAR

Issuing the Minimum Teaching Equipment List for Secondary Schools

Circular No. 39/2021/TT-BGDĐT dated December 30, 2021, issued by the Minister of Education and Training to issue the Minimum Teaching Equipment List for Secondary Schools, which took effect from February 14, 2022, was amended and supplemented by:

Circular No. 26/2023/TT-BGDĐT dated December 28, 2023, issued by the Minister of Education and Training to amend and supplement certain provisions in the Minimum Teaching Equipment List issued together with Circular No. 37/2021/TT-BGDĐT dated December 30, 2021, issued by the Minister of Education and Training to issue the Minimum Teaching Equipment List for Primary Schools, Circular No. 38/2021/TT-BGDĐT dated December 30, 2021, issued by the Minister of Education and Training to issue the Minimum Teaching Equipment List for Lower Secondary Schools, and Circular No. 39/2021/TT-BGDĐT dated December 30, 2021, issued by the Minister of Education and Training to issue the Minimum Teaching Equipment List for Secondary Schools, which took effect from February 12, 2024.

Pursuant to the Education Law dated June 14, 2019;

Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

At the proposal of the Director of the Infrastructure Department and the Director of the Secondary Education Department;

The Minister of Education and Training issues this Circular to issue the Minimum Teaching Equipment List for Secondary Schools.[1]

Article 1. Attached to this Circular is the Minimum Teaching Equipment List for Secondary Schools, including: Literature; Mathematics; Foreign Languages; Physical Education; History; Geography; Economic and Legal Education; Physics; Chemistry; Biology; Technology; Information Technology; Music; Fine Arts; Experiential Activities, Career Guidance, and Common Equipment.

Article 2. Based on the Minimum Teaching Equipment List for Secondary Schools attached to this Circular, Departments of Education and Training shall be responsible for directing the procurement, maintenance, and use of equipment serving teaching activities at secondary schools.

Article 3[2]. This Circular takes effect from February 14, 2022.

1. This Circular replaces Circular No. 01/2010/TT-BGDĐT dated January 18, 2010, issued by the Minister of Education and Training on the issuance of the Minimum Teaching Equipment List for Secondary Schools. The replacement of the minimum teaching equipment list for classes will be implemented according to the schedule for the implementation of the General Education Program 2018.

2. Any previous regulations that conflict with the provisions of this Circular are hereby abolished.

Article 4. The Head of the Office, the Director of the Infrastructure Department, the Director of the Secondary Education Department, and the Heads of relevant units under the Ministry of Education and Training; Chairpersons of People's Committees of provinces and centrally-administered cities; Directors of Departments of Education and Training; Directors of Departments of Education, Science, and Technology of Bac Lieu Province; related organizations and individuals are responsible for implementing this Circular./.

“Pursuant to the Education Law dated June 14, 2019;

Pursuant to Decree No. 86/2022/NĐ-CP dated October 24, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

At the proposal of the Director of the Infrastructure Department;

The Minister of Education and Training issues this Circular to amend and supplement certain provisions in the Minimum Teaching Equipment List issued together with Circular No. 37/2021/TT-BGDĐT dated December 30, 2021, issued by the Minister of Education and Training to issue the Minimum Teaching Equipment List for Primary Schools, Circular No. 38/2021/TT-BGDĐT dated December 30, 2021, issued by the Minister of Education and Training to issue the Minimum Teaching Equipment List for Lower Secondary Schools, and Circular No. 39/2021/TT-BGDĐT dated December 30, 2021, issued by the Minister of Education and Training to issue the Minimum Teaching Equipment List for Secondary Schools.”

[2] Article 4 and Article 5 of Circular No. 26/2023/TT-BGDĐT amending and supplementing certain provisions in the Minimum Teaching Equipment List issued together with Circular No. 37/2021/TT-BGDĐT dated December 30, 2021, issued by the Minister of Education and Training to issue the Minimum Teaching Equipment List for Primary Schools, Circular No. 38/2021/TT-BGDĐT dated December 30, 2021, issued by the Minister of Education and Training to issue the Minimum Teaching Equipment List for Lower Secondary Schools, and Circular No. 39/2021/TT-BGDĐT dated December 30, 2021, issued by the Minister of Education and Training to issue the Minimum Teaching Equipment List for Secondary Schools, which take effect from February 12, 2024, are stipulated as follows:

"Article 4. Implementation Provisions

1. This Circular takes effect from February 12, 2024.

2. Transitional provisions:

a) For investment projects and procurement of minimum teaching equipment that have been approved without the equipment adjusted by this Circular, continue to implement according to Circular No. 37/2021/TT-BGDĐT, Circular No. 38/2021/TT-BGDĐT, and Circular No. 39/2021/TT-BGDĐT;

b) For investment projects and procurement of minimum teaching equipment that have been approved with the equipment adjusted by this Circular, adjust technical specifications according to the provisions of this Circular.

Article 5. The Head of the Office, the Director of the Infrastructure Department, the Director of the Primary Education Department, the Director of the Secondary Education Department, and the Heads of relevant units under the Ministry of Education and Training; Chairpersons of People's Committees of provinces and centrally-administered cities; Directors of Departments of Education and Training; related organizations and individuals are responsible for implementing this Circular.”
