DIRECTIVE
Regarding the strengthening of cadre planning for leadership and management personnel in the new situation

In recent years, cadre planning has not been given due attention by Party committees at all levels and administrative agencies and units under the Ministry. The shortage of cadres, particularly those in leadership and management positions, has occurred quite frequently in many agencies and units. Some agencies and units have only one head or deputy head in their leadership and management positions. The replacement of leadership and management personnel who have reached retirement age has been passive, piecemeal, and prolonged, affecting the operation and fulfillment of political tasks of these agencies and units.
To bring cadre planning into a regular routine and implement it continuously to meet the strategic cadre requirements set forth by the Party for the period from 2000 to 2020; the Ministry requests the heads of agencies and units to urgently carry out the following tasks:
I- THE HEADS OF AGENCIES AND UNITS ARE RESPONSIBLE TO THE MINISTRY FOR IMPLEMENTING CADRE PLANNING IN COOPERATION WITH PARTY COMMITTEES AT THEIR LEVELS, SPECIFICALLY:
1. Review and evaluate the entire current cadre management team of the unit (including heads and deputies of the unit and departments, divisions, and equivalent units within the unit), assessing the strengths, weaknesses, and prospects of each cadre. For advisory and specialized units without department-level management cadres, evaluate each specialist of the unit.
2. Develop a reserve cadre plan including:
- Heads and deputies of the agency or unit.
- Heads and deputies of departments, divisions, and equivalent units within the unit according to the basic criteria specified below:
a. Standards:
"Having a firm political stance, resolute in the goals and socialist path, determined to achieve the success of the renewal cause, possessing knowledge and capabilities to participate in collective decisions and practical implementation, working effectively, having revolutionary morality, thrift, honesty, impartiality, firmly struggling to protect the Party's viewpoints and policies, being closely connected with the masses, and trusted by them: (excerpted from Resolution of the Central Committee, Term VII).
b. Age: With the principle of rejuvenating cadres and gradually implementing the Party and State regulations on the age of leadership and management cadres. In the short term, temporarily stipulate the age of leadership and management cadres as follows:
- For leadership and management cadres of agencies and units (under the Ministry's jurisdiction) in reserve for head positions: If immediate replacement is required, the maximum age should not exceed 57 for males and 52 for females.
Reserve for deputy positions: If immediate replacement is required, the maximum age should not exceed 55 for males and 50 for females.
- For department, division, and equivalent positions.
Reserve for head positions: If immediate replacement is required, the maximum age should not exceed 50 for males and 45 for females.
Reserve for deputy positions: If immediate replacement is required, the maximum age should not exceed 45 for males and 40 for females.
c. Qualifications:
- For heads and deputies of units (under the Ministry's jurisdiction) must have a bachelor's degree or equivalent.
- For management cadres at department, division, and equivalent positions, must have a bachelor's degree or equivalent or a high school diploma but with at least five years of specialized work experience.
Based on the general criteria, agencies and units will apply and supplement them appropriately for each cadre position.
II- TRAINING AND DEVELOPMENT OF RESERVE CADRES.
Based on the reserve cadre plan, units need to clearly state the immediate and long-term training needs for each cadre position in areas related to management work:
- Political theory
- Public administration knowledge
- Economic management knowledge
- Foreign languages
- Specialized knowledge, etc.
III- ASSIGN THE DEPARTMENT OF ORGANIZATION AND CIVIL SERVICE TO BE RESPONSIBLE FOR URGING, INSPECTING, SUMMARIZING, AND PREPARING THE RESERVE CADRE PLAN OF EACH AGENCY AND UNIT, SUBMITTING IT TO THE CIVIL SERVICE BOARD AND THE MINISTER FOR APPROVAL.
IV- FROM NOW ON, PARTY COMMITTEES AND THE HEADS OF AGENCIES AND UNITS MUST REGULARLY PAY ATTENTION TO BRINGING CADRE PLANNING INTO A REGULAR ROUTINE TO STRENGTHEN THE MANAGEMENT CADRE TEAM SUITABLE FOR THE REQUIREMENTS OF POLITICAL TASKS IN THE COMING PERIOD.
Upon receipt of this directive, agencies and units shall promptly implement it and submit reports and lists of reserve cadres for head and deputy leadership positions (under the Ministry's jurisdiction, according to the prescribed form) to the Ministry (through the Department of Organization and Civil Service) before March 20, 1997.
