Joint Circular No. 07/1997/TTLT/BXD-BKH-DT-BTC dated November 25, 1997 on amending the guidance on delegating authority to approve technical designs and total budgets as stipulated in Joint Circular No. 04/TTLB guiding the implementation of the Investment and Construction Management Regulation issued together with Decree No. 42/CP dated July 16, 1996

To align with the provisions of Government Decree No. 42/CP dated July 16, 1996 on issuing the Investment and Construction Management Regulation and Government Decree No. 92/CP dated August 23, 1997 on amending certain articles of the Investment and Construction Management Regulation issued together with Government Decree No. 42/CP, the Joint Ministries of Construction, Planning and Investment, and Finance hereby guide the cancellation of the content: "The Chairman of the People's Committee of provinces and centrally governed cities may delegate the Director of the specialized construction management department to approve technical designs and total budgets for projects within their investment decision-making authority" as stipulated in Point d, Clause 4, Section IV of Joint Circular No. 04/TTLB dated July 16, 1996 guiding the implementation of the Investment and Construction Management Regulation issued together with Government Decree No. 42/CP.
