Joint Circular No. 07/1997/TTLT/BXD-BKH-BTC amending the guidance on delegating authority to approve technical design and total budget estimate pursuant to Joint Circular No. 04/TTLB guiding the implementation of the Investment and Construction Management Regulation issued together with Decree No. 42/CP dated July 16, 1996.

This Circular amends the content related to delegating authority to approve technical design and total budget estimate to the Director of the Specialized Construction Management Department for projects within the investment decision-making authority of provinces and cities.

• The Chairman of the People's Committee of provinces and centrally governed cities shall not delegate to the Director of the Specialized Construction Management Department the authority to approve technical design and total budget estimate for projects within the investment decision-making authority of the provinces and cities - Article 1
• Repeal the provisions at point d, Clause 4, Section IV of Joint Circular No. 04/TTLB dated July 16, 1996 guiding the implementation of the Investment and Construction Management Regulation issued together with Decree No. 42/CP - Article 1
• This Circular takes effect from the date of signature - Article 3
• Other provisions of Joint Circular No. 04/TTLB remain unaffected - Article 2
• Reflects adjustments in investment and construction management consistent with the Decree amending and supplementing certain articles of the Investment and Construction Management Regulation issued together with Decree No. 42/CP - Article 1
