Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Education Law dated December 2, 1998;
Pursuant to the Government's Decree No. 15/2001/NĐ-CP dated May 1, 2001 on national defense education;
Considering the proposal of the Minister of Education and Training at the report No. 10635/GDQP dated November 25, 2002 regarding the approval of the Planning Scheme for the System of Student National Defense Education Centers for the period 2001 – 2010.
DECISION:
Article 1. Approves the Planning Scheme for the System of Student National Defense Education Centers for the period 2001 - 2010 with the following main contents:
1. Planning objectives:
Establishing the System of Student National Defense Education Centers throughout the country to ensure the implementation of national defense education for 70% of students admitted annually and a portion of vocational high school and general secondary school students in the centers' areas.
2. Principles of planning:
a) In accordance with the planning scheme for the university network for the period 2001 - 2010 issued together with Decision No. 47/2001/QĐ-TTg dated April 4, 2001 of the Prime Minister, closely combining with military schools in the area.
b) The planning scheme for the System of Student National Defense Education Centers ensures reasonable distribution and suitability to specific requirements of each locality, prioritizing key areas.
c) Building new centers while upgrading existing centers.
3. Forms of organization and conditions for establishing national defense education centers:
a) Forms of organization of national defense education centers:
- National defense education centers under Ministries and central agencies.
- National defense education centers under Provincial People's Committees and Municipal People's Committees directly under the Central Government.
b) Conditions for establishing national defense education centers:
- The location for establishing a national defense education center must be where there are universities or concentrations of academies, colleges, and vocational high schools.
- Having land and facilities ensuring learning, training, and centralized living according to military lifestyle for students, and capable of expanding to meet the development requirements of the scale of training.
- Meeting the conditions for management staff, lecturers, and necessary equipment and teaching aids to be able to fulfill the task of national defense education for students and pupils.
- The project for establishing a national defense education center must be included in the overall development plan of the managing entity.
4. Content of planning: By 2010, form 16 national defense education centers nationwide including:
a) Upgrading and expanding the scale to ensure solid systems of lecture halls; specialized classrooms, training fields, practice grounds, dormitories, dining halls to meet the training requirements of the following national defense education centers:
- The National Defense Education Center of Thái Nguyên located in Thái Nguyên Province.
By 2005: reach 7,000 students/year; by 2010 reach 10,000 students/year.
- The National Defense Education Center of Đà Nẵng located in Đà Nẵng City.
By 2005: reach 7,000 students/year; by 2010 reach 10,000 students/year.
- The National Defense Education Center of Hà Nội I located in Hà Tây Province.
By 2005: reach 10,000 students/year; by 2010 reach 15,000 students/year.
- The National Defense Education Center of Hà Nội II located in Vĩnh Phúc Province.
By 2005: reach 7,000 students/year; by 2010 reach 10,000 students/year.
- The National Defense Education Center of Quang Trung located in Hồ Chí Minh City.
By 2005: reach 10,000 students/year; by 2010 reach 15,000 students/year.
- The National Defense Education Center of Thủ Đức located in Hồ Chí Minh City.
By 2005: reach 20,000 students/year; by 2010 reach 25,000 students/year.
- The National Defense Education Center of Huế located in Thừa Thiên Huế Province.
By 2005: reach 7,000 students/year; by 2010 reach 10,000 students/year.
b) Establishing new centers:
From 2002 to 2005, build six additional national defense education centers with each center having a scale of 5,000 to 7,000 students/year, reaching a scale of 10,000 students/year by 2010:
- The National Defense Education Center of Tây Nguyên located in Đắk Lắk Province.
- The National Defense Education Center of Cần Thơ located in Cần Thơ Province.
- The National Defense Education Center of Hải Phòng located in Hải Phòng City.
- The National Defense Education Center of Hà Nội III located in Hà Tây Province.
- The National Defense Education Center of Vinh located in Nghệ An Province.
- The National Defense Education Center of Khánh Hòa located in Khánh Hòa Province.
From 2006 to 2010, build three additional national defense education centers with a scale of 5,000 students/year, in key areas:
- The National Defense Education Center of Thanh Hóa located in Thanh Hóa Province.
- The National Defense Education Center of Bắc Giang located in Bắc Giang Province.
- The National Defense Education Center of Tây Bắc located in Sơn La Province.
c) Regarding the teaching staff and core cadre:
Develop plans for implementation and appropriate mechanisms to rapidly increase the number and improve the quality of teaching staff and core cadre to meet the standards prescribed by the Law on Education. Regarding staffing:
- National defense education centers with an annual student flow of 5,000 students: 20 staff members.
- National defense education centers with an annual student flow of 7,000 students: 25 staff members.
- National defense education centers with an annual student flow of 10,000 students: 30 staff members.
- National defense education centers with an annual student flow of 20,000 students: 45 staff members.
d) Regarding material and technical infrastructure, teaching aids, specialized military equipment, and specialized classrooms:
- Mobilize all resources to upgrade the material and technical infrastructure and teaching aids of national defense education centers, striving for all centers to have specialized classrooms, electronic or laser shooting range simulators, and tactical, technical, and physical training fields.
- Specialized weapons and training equipment are provided by the Ministry of National Defense according to Circular No. 4086/2001/TTLT. Teaching aids and training equipment are provided by the Ministry of Education and Training and the centers according to the mechanism determined in the current regulations on the operation of national defense education centers.
Article 2. Implementation
1. Based on this Decision, the Ministry of Education and Training shall develop and issue guiding documents; prepare annual implementation plans for the planning scheme and submit them to the Ministry of Planning and Investment and the Ministry of Finance for consolidation and submission to the Prime Minister.
2. Units and training institutions with national defense education centers listed in this Decision shall develop detailed projects and submit them to competent authorities for establishment decisions and construction investment.
- National defense education centers under universities and colleges shall be established by the Ministry of Education and Training.
- National defense education centers under military schools shall be established by the Ministry of National Defense.
- National defense education centers under the National University shall be established by the National University.
- Universities and colleges' local centers shall be established by a decision of the Chairman of the People's Committee of the province or centrally governed city.
3. Ministries, sectors, People's Committees of provinces and centrally governed cities shall report annually on the implementation results to the Prime Minister.
Article 3. This Decision takes effect fifteen days after the date of signature.
Article 4. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision.
