Pursuant to Decree No. 43/2003/NĐ-CP dated May 2, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Fisheries.
Pursuant to Decision No. 07/2003/QĐ-BTS dated August 5, 2003 of the Minister of Fisheries stipulating the functions, tasks, powers, and organizational structure of the General Department of Quality Management, Food Safety, and Aquatic Animal Health.
Considering the proposal of the Director of the General Department of Quality Management, Food Safety, and Aquatic Animal Health and the Director of the Personnel and Organizational Department.
DECISION:
Article 1Establishing the Third Regional Fisheries Quality Assurance and Veterinary Directorate (referred to as the Third Fisheries Quality and Veterinary Directorate), under the General Department of Quality Management, Food Safety, and Aquatic Animal Health, based on the additional assignment of tasks and renaming of the Third Branch for Quality Inspection and Sanitation of Aquatic Products - Nha Trang.
The Third Regional Fisheries Quality Assurance and Veterinary Directorate has the international trade name "The National Fisheries Quality Assurance and Veterinary Directorate - Branch 3" abbreviated as "NAFIQAVED - Branch 3," with its headquarters at 779 Le Hong Phong Street, Binh Tan Ward, Nha Trang City, having accounts at the treasury and banks, and using seals in both Vietnamese and English for transactions.
Article 2: The Third Regional Fisheries Quality Assurance and Veterinary Directorate is tasked with assisting the Director of the General Department of Quality Management, Food Safety, and Aquatic Animal Health in managing quality, food safety, and aquatic animal health within the provinces of Phu Yen, Khanh Hoa, Ninh Thuan, Dak Lak, Lam Dong, and Dak Nong.
The specific tasks, powers, relationships, and organizational structure of the Third Regional Fisheries Quality Assurance and Veterinary Directorate shall be decided by the Minister of Fisheries upon the proposal of the Director of the General Department of Quality Management, Food Safety, and Aquatic Animal Health.
Article 3The Third Regional Fisheries Quality Assurance and Veterinary Directorate shall have one Director responsible for overall management and not more than two Deputy Directors to assist. The Director of the Third Regional Fisheries Quality Assurance and Veterinary Directorate shall be appointed by the Minister of Fisheries upon the proposal of the Director of the General Department of Quality Management, Food Safety, and Aquatic Animal Health. The Deputy Directors of the Third Regional Fisheries Quality Assurance and Veterinary Directorate shall be appointed by the Director of the General Department of Quality Management, Food Safety, and Aquatic Animal Health upon the proposal of the Director of the Third Regional Fisheries Quality Assurance and Veterinary Directorate, after obtaining the agreement of the Ministry of Fisheries.
In addition to the number of positions funded by the state budget, the Third Regional Fisheries Quality Assurance and Veterinary Directorate may recruit additional contractual employees from the revenue generated from fees, charges, and technical services according to the provisions of the law. The quota of civil servants and contractual employees of the Directorate shall be allocated by the Director of the General Department of Quality Management, Food Safety, and Aquatic Animal Health after obtaining the approval of the Ministry of Fisheries.
Article 4:This Decision shall take effect fifteen days after its publication in the Official Gazette, replacing Decision No. 614 QĐ/TCCB-LĐ dated August 1, 1995 of the Minister of Fisheries.
Article 5:The Heads of the Office, heads of Departments and Services, the Inspector General of the Ministry, the Director of the General Department of Quality Management, Food Safety, and Aquatic Animal Health, and the Director of the Third Regional Fisheries Quality Assurance and Veterinary Directorate are responsible for implementing this Decision./.
