THE MINISTER OF POSTS AND TELECOMMUNICATIONS
Pursuant to Decree No. 90/2002/NĐ-CP dated November 11, 2002 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Posts and Telecommunications;
Pursuant to Decision No. 39/2007/QĐ-TTg dated March 21, 2007 of the Prime Minister on price management of postal and telecommunications services;
On the proposal of the Director of the Planning and Finance Department.
DECISION:
Article 1. Interconnection tariffs for mobile telephone communications between two mobile telephone networks are hereby issued as follows:
1. In the case where two mobile networks connect directly with each other, the originating mobile network shall charge the terminating mobile network the following interconnection tariff:
- For calls terminated at the mobile telephone network of a business holding a dominant market share (SMT): 700 dong per minute.
- For calls terminated at the mobile telephone network of another business: 765 dong per minute.
2. In the case where two mobile networks connect through the Public Switched Telephone Network (PSTN) or long-distance VoIP, the originating mobile network shall charge the customer for the call and pay the following interconnection tariff:
- Paying the terminating mobile network for the call terminated:
+ For calls terminated at the mobile telephone network of a business holding a dominant market share (SMP): 700 dong per minute.
+ For calls terminated at the mobile telephone network of another business: 765 dong per minute.
- In the case where the call is transferred through the long-distance PSTN to reach the mobile network, the long-distance PSTN shall be paid the following interconnection tariff:
+ In the case where the long-distance PSTN connects to one MSC gateway of a region, the interconnection tariff is 300 dong per minute;
+ In the case where the long-distance PSTN connects to two MSC gateways of a region, the interconnection tariff is 250 dong per minute;
+ In the case where the long-distance PSTN connects to three MSC gateways of a region, the interconnection tariff is 200 dong per minute;
- In the case where the call is transferred through the long-distance VoIP to reach the mobile network, the interconnection tariff paid to the long-distance VoIP shall be agreed upon by the businesses but not higher than the tariff when connecting to the long-distance PSTN and without discrimination among businesses.
Article 2. The interconnection tariffs prescribed in this Decision do not include value-added tax.
Article 3. This Decision takes effect 15 days from the date of publication in the Official Gazette. All previous regulations contrary to the provisions of this Decision are abolished.
Article 4. The Heads of the Office, the Director of the Planning and Finance Department, the Heads of units under the Ministry of Posts and Telecommunications, and telecommunications service providers are responsible for implementing this Decision./.
