Pursuant to the Post and Telecommunications Ordinance dated May 25, 2002;
Pursuant to the Government's Decree No. 187/2007/NĐ-CP dated December 25, 2007 on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
Pursuant to the Prime Minister's Decision No. 39/2007/QĐ-TTg dated March 21, 2007 on the management of postal and telecommunications service rates;
Pursuant to the Prime Minister's Decision No. 65/2008/QĐ-TTg dated May 25, 2008 on the provision of public postal services;
Pursuant to the Prime Minister's Decision No. 37/2009/QĐ-TTg dated March 6, 2009 approving the adjustment plan for the rate of basic letter service (ordinary letters) up to 20 grams until 2010;
At the proposal of the Director of the Post Department,
REGULATIONS:
Article 1. Amending and supplementing Circular No. 13/2009/TT-BTTTT dated March 30, 2009 of the Ministry of Information and Communications on postal service rates for universal postal services as follows:

2. Amending and supplementing Article 3 as follows:
" Article 3. The rates for international basic letter service and the supplementary air mail tariffs for international basic letter service transported by air shall be stipulated in foreign currency and paid in Vietnamese Dong according to the average exchange rate in the inter-bank foreign exchange market published by the State Bank of Vietnam at the time of transaction."
Article 2. This Circular takes effect from April 16, 2010.
Article 3. The Director of the Postal Affairs Department, Heads of agencies and units under the Ministry of Information and Communications, Vietnam Posts and Telecommunications Group, Vietnam Post Corporation, and related units are responsible for implementing this Circular./.
