CIRCULAR

On the Tariff for Universal Postal Services

MINISTER OF INFORMATION AND COMMUNICATIONS

Based on the Value Added Tax Law dated June 3, 2008;

Pursuant to the Post and Telecommunications Ordinance dated May 25, 2002;

Pursuant to the Governmental Decree No. 187/2007/NĐ-CP dated December 25, 2007 on the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

Pursuant to the Decision No. 39/2007/QĐ-TTg dated March 21, 2007 of the Prime Minister on price management for postal and telecommunications services;

Pursuant to the Decision No. 65/2008/QĐ-TTg dated May 25, 2008 of the Prime Minister on the provision of universal postal services;

Pursuant to the Decision No. 37/2009/QĐ-TTg dated March 6, 2009 of the Prime Minister approving the adjustment plan for the tariff of basic letter service (ordinary letters) up to 20 grams within Vietnam until 2020;

At the proposal of the Director of the Post Department,

c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B

Article 1. Issuing the tariff for customers for universal postal services including domestic and international basic letter services (including postcards) with individual weight up to 02 (two) kilograms provided by Vietnam Post upon State order.

 (APPU - Asia-Pacific Postal Union, comprising the following countries: Islamic Republic of Afghanistan, Republic of India, People's Republic of Bangladesh, Kingdom of Bhutan, Brunei Darussalam, Kingdom of Cambodia, Islamic Republic of Iran, People's Republic of China, Solomon Islands, Republic of Korea, Republic of Indonesia, Lao People's Democratic Republic, Malaysia, Republic of Maldives, Union of Myanmar, Mongolia, Nauru, Federal Democratic Republic of Nepal, New Zealand, Japan, Australia, Islamic Republic of Pakistan, Independent State of Papua New Guinea, Republic of Fiji, Republic of the Philippines, Socialist Republic of Viet Nam, Kingdom of Thailand, Kingdom of Tonga, Republic of Singapore, Republic of Vanuatu).

Article 2. The tariffs for universal postal services stipulated in this Circular do not include value-added tax.

Article 3. The tariffs for international basic letter services are specified in foreign currency and shall be settled with customers in Vietnamese Dong based on the inter-bank exchange rate published by the State Bank of Vietnam at the time of service usage.

Article 4. Vietnam Post has the responsibility to:

1) Provide universal postal services according to the national technical standards for universal postal services issued by the Ministry of Information and Communications and the tariffs prescribed in Article 1 of this Circular; 2) Implement regulations on the provision of universal postal services as prescribed by law;

Article 5. This Circular takes effect from May 1, 2009. Any previous provisions contrary to those set out in this Circular are hereby abolished.

Article 6. The Director of the Postal Department, Heads of agencies and units under the Ministry of Information and Communications, Vietnam Posts and Telecommunications Group, Vietnam Post Corporation, and related units are responsible for implementing this Circular.
